PRAYERS.

Obnoxious Publication.

THAT the Printing of the Pamphlet, intituled, The true Relation of the French Ambassage: And another Pamphlet, intituled, The Brownists Conventicle; be referred to the Committee for Printing, where Sir Edw. Deering has the Chair: And That Committee is to meet this Afternoon: And all, that will come, are to have Voices at this Committee.

Afternoon Lectures in Churches.

Ordered, That in all parochial Churches of England and Wales, where there is on the Lord's Day no Preaching in the Afternoon, if the Parishioners will maintain a conformable Lecturer at their own Charge, the Parson or Vicar shall give Way unto it; unless the Parson will preach himself.

Petitions, &c. net to stop Proceedings in Courts.

The House doth declare, and so Order, that no Petition, or Bill, depending here, shall cause any Stop in any Proceedings in the Courts of Justice at Westminster, or elsewhere, upon any Matter contained in the said Bill and Petition, without special Order from this House.

Report to be made.

Wednesday Morning Eight of Clock is appointed for the Report to be made concerning the Four Shires.

Coventry Writ.

That Mr. Speaker shall direct his Warrant to the Clerk of the Crown in Chancery, for issuing forth a new Writ, for Electing of a new Burgess to serve for the City of Coventry, in the Place and Stead of Mr. Norton, formerly returned to serve for that Place, and since deceased.

Raising Monies.

Sir John Hotham and Mr. Valentine, are required to go to the Lord Keeper, to move him for the speedy Issuing out of Commissions, concerning the Raising of the Monies appointed.

That the Auditors of the King's Revenues, and such other Officers whom... shall think to be necessary for that Service, shall attend the Treasurers with the Subsidy-books, to the end that they may understand what Rates every particular Man is appointed to pay.

Message to Lords.

Mr. Hampden carried up the Bill of Tonage and Poundage; with Directions, that his Majesty may be moved to give his Royal Assent with as much Speed as may be.

He is likewise to move the Lords, that the Bills concerning Pluralities, and Disarming of Recusants, may be likewise expedited.

Transporting Leather.

Whereas Information is given, that there is a Ship at Chester Key, in the Port of London, laden with Leather:

It is this Day Ordered, That * Ellis the Searcher, who refuses to search the said Ship, and the Master of the said Ship, shall be summoned forthwith to attend this House: And that the Ship shall be staid, and the Leather brought * and kept in safe Custody, till the House shall take further Order therein: And Robert Barthorpp and Henry Walker, who informed the House of the said Ship and Goods, are required to go along with the Serjeant, or his Deputy; who is appointed to make Stay of the said Ship.

Ordered, That Ten Dozen of the best Sort, and Ten Dozen of the worst Sort, of those Hides, which were seized on Saturday last by Order of this House, shall be brought to Westminster Stairs forthwith, to be viewed by some Members of this House; to the End the House may be informed of what Condition they are: and of the great Abuse that hath been heretofore practised in Transporting of Leather.

Poll-money.

The House doth declare, that all such as are utter Barristers ought to pay Ten Pounds, within the Intention of the Statute.

Ordered, That all such Members of the House, as are returned Esquires, shall not pay under Ten Pounds for their Rates assessed upon them, by Force of an Act, intituled, An Act for the speedy Provision of Money, &c.

That all such Members of this House, as shall not have paid in their Monies, according to a former Order, by Thursday next, shall pay double the Sum they ought to have paid, unless they be out of Town with Leave of the House.

Ordered, That the Benchers of every Inns of Court, shall be authorized, by this House, to receive the Money payable by the Act, intituled, An Act for the speedy Provision of Monies, &c. from such as are Members of their several Societies; and also to receive, from the Principals of the several Inns of Chancery, belonging to their Societies, such Monies as are paid by the Members of the several Inns of Chancery.

And it is further Ordered, That the Benchers of the said Societies of the Inns of Court shall present a List of the Names of such Persons as have paid in their Monies; and also of the Sums paid by them; to the end that it may appear to the Treasurers who have paid in their Monies, that they may give Acquittances to the several Persons that have paid in their Monies.

Manifesto, &c.

Message from the Lords, by the Master of the Rolls and Serjeant Ayliffe;

That they came to give this House Notice, that some of the Lords had been with the King, touching the Manifesto: And his Majesty appointed Three of Clock in the Afternoon, for both Houses to attend him:

And further, the Lords desire this House to appoint a select Committee, proportionable to their Number of Twelve; to consider whether it be fit to move his Majesty any further touching that Business:

And lastly, that they desired this House to sit this Afternoon, at Five of the Clock, if it may stand with the Conveniency of this House: For they will sit at that time; and hope to procure his Majesty to come in Person, to pass the Bill of Tonage and Poundage, which hath passed their House.

Answer returned, by the same Messengers; that this House taketh Notice of his Majesty's Command; and will give a present Meeting, by a select Committee, as is desired; and will sit in the Afternoon at Five of the Clock.

Answer from Lords.

Mr. Hampden brings Answer, that he had delivered the Commands of this House to the Lords, concerning the Bills of Pluralities, and Disarming of Recusants, and the Bill of Tonage and Poundage.

Ordered, That the Company of Vintners shall be heard before the Committee on Thursday next at Two post meridiem, in the usual Place.

Abolishing Episcopacy.

Ordered, That the House shall be resolved into a Grand Committee, To-morrow Morning at Nine of Clock, to proceed with the Bill concerning Episcopacy: And Mr. Speaker is to put the House in mind of this Order: And Mr. Speaker is to interrupt all Business at that Time.

Fuller's Earth.

Ordered, That the County of Norfolk shall have Liberty to have Threescore Chaldron of Fullers Earth delivered upon good Security at Yarmouth and Lynne, in the same manner as Suff' and Essex formerly had an Order from this House.

Conference.

Ordered, That the Committee for the Bill concerning Exactions upon Sheriffs shall sit To-morrow post meridiem, in the Star-chamber.

Manifesto.

Resolved, upon the Question, That this House doth assent, that the Speaker of the Lords House shall present unto his Majesty, in the Name of both Houses, the humble Advice of both Houses, concerning the Manifesto.

Lord Digby.

Ordered, That Sir John Evelyn shall make his Report concerning the Lord Digby To-morrow by Eight of Clock; and the Serjeant is to give the Lord Digby Notice hereof, that he may give his Answer, if he please.

Report to be made.

That the Report of the Message from the Lords, concerning Honour, shall be made on Thursday Morning.

Fyne's Business.

Moved, That Mr. Fynes' Business may be considered of at the Meeting of the House this Afternoon.

Allowance to Collectors.

ORDERED, That the Committee for settling some Allowance to be made to Collectors, and other Officers, for their Pains employed about the Collecting of the Monies payable by an Act of Parliament, intituled, An Act for the speedy Provision of Monies, &c. do sit Tomorrow at Two of Clock, in the Exchequer-court.

Transporting Leather.

According to an Order this Day made, the Parcels of Leather were brought into the House: And some Shoemakers, that prosecuted the Business, were likewise called in; and the House was informed by them, of the Value of those Hides; and of the Abuses in the Transporting.

Ordered, That no Calves Skins, or Hides whatsoever, shall be transported by Force of the Patent granted for the Transportation of Calves Skins, until the House shall have given their Opinion of the Patent, and declare their further Order herein : And that the Chairman, who has the said Patent in his Custody, bring it in To-morrow Morning to the House:

That it be referred to the Committee for the Customers to enquire after the whole Business of Transportation of Leather; and of the Abuses practised by the Customers, Comptrollers, Searchers, Surveyors, Packers, Merchants, and others, in the Transportation thereof.

And it is further Ordered, That this Committee shall examine the Delivery of the Skins at Dover.

Ordered, That Mr. King give an Account, To-morrow, to the Information given in to this House against him, that he, contrary to the Vote of the Committee, appointed Skins to be delivered, that were formerly commanded to be staid by the said Committee.

This Committee is likewise ordered to send for the Wharfinger of Ralfe's Key, to examine him concerning the Transporting of great Quantities of the best Hides, from the Port of London into Yorkshire, by Force of a Warrant from the Council-board: And are to meet, in the Star-chamber, To-morrow Morning at Six of Clock.

Officers of the House.

Ordered, That the Committee appointed to consider of the Monies to be distributed among the Officers of the House, and others, do sit on Wednesday next at Two post meridiem, in the usual Place.

Leave of Absence.

Mr. Tomkins has Leave to go into the Country, for some convenient time.

Walch's Petition.

Ordered, That Mr. John Walch; who has a Petition depending before the Committee for Irish Affairs, (which Committee cannot sit to consider of it) shall have Liberty to withdraw his Petition, &c.

Nolarr's Witnesses.

Whereas Mr. Nolarr has Two Petitions depending before the Committee for Irish Affairs; and that Committee has not Power to assign him a Day for his Bringing of Witnesses out of Ireland to be produced in the same Cause: It is this Day Ordered, That the said Committee shall have Power to assign him some Day, at the first Meeting of the House after the next Recess, for the Producing of those Witnesses.

Business deferred.

Ordered, That, on Saturday Morning next, the ingrossed Articles against the Bishop of Ely shall be read; and the Report made.... the Charge against the Bishop of Bath and Wells; and the Transmission of St. Gregorie's Church; be likewise read.

Business to be expedited.

This Committee is to present to the House, what Businesses are fit to be considered of: that those of the most publick Concernment may be expedited by the Tenth of August: And are to meet To-morrow at Seven of Clock, in the Court of Wards.

Scandalous Ministers, &c.

Ordered, That the Knights, Citizens, and Burgesses, of this House, do, by Wednesday next, present to this House fit Names for Commissioners, to be inserted into the Bill for scandalous Ministers, for their several Counties, Cities, and Boroughs: And they are likewise to consider, what Proportion of Ammunition and Arms will be necessary for every County, City, and Borough; and to report it to the House.

Ratcliffe's, &c. Indictments.

Ordered, That all the Lawyers of the House shall meet, to consider of the several Indictments of Sir George Ratcliffe and the Archbishop of Canterbury.

Forts and Castles.

It was moved, That the Order should be revived, for the Members of the House to consider, what Forts and Castles are in their several Counties; and under whose Command; and the Conditions and Qualities of the Persons that have the Command of them.

Message from Lords.

A Message from the Lords, by Sir Edward Leech and Dr. *;

The Lords did send some of their House to his Majesty, to desire his Presence at the Lords House, to give his Royal Assent to the Bill of Tonage and Poundage.-

Message to attend the King.

The Gentleman Usher of the Lords House acquainted this House, that his Majesty was in the Lords House, and expected the Speaker and the House.

King's Answer to the 3d of the 10 Heads.

The Lords desire a Conference, by a Committee of both Houses, touching his Majesty's Answer to the Third of the Ten Heads, presently, in the Painted Chamber, if it may stand with the Conveniency of this House.

Answer returned by the same Messengers;

This House has taken their Lordships Message into Consideration; and will give a Meeting presently, as is desired.

Mr. Treasurer, Mr. Hollis, Mr. Pym, Sir H. Vane, Sir Wm. Litton, Sir Philip Stapleton, are appointed Reporters of this Conference.

Mr. Treasurer reports the Conference: - Delivered Two Papers: Which were read in hæc Verba:

"My Answer is, that I know of none; the which methinks should both satisfy, and be believed, I having granted all hitherto demanded by Parliament: Nor do I expect that any should be so unadvised, as by Slander, or any other Ways, to deter any, that I trust in my publick Affairs, from giving me free Counsel; especially, since Freedom of Speech is always demanded, and never refused, to Parliaments.

"The King signified to this House, that whereas he sent an Answer this Day to both Houses, concerning the Third Head; lest there should be any Mistake upon the Word "Slander," his Majesty declared, he did not mean it of either Houses of Parliament, nor any Members thereof."

Ordered, Wednesday Morning for a Report to be made, concerning the Design, from the Committee of Seven."

Royal Assent to a Bill.

Mr. Maxwell came down, and acquainted this House, that the Lords did desire them to come up to the Passing of the Bill for Tonage and Poundage, by Commission.

Message to the Lords, by Sir Hen. Vane;

To acquaint the Lords, that this House being informed by the Black Rod, that their Lordships desired this House to come to the Passing of the Bill of Tonage and Poundage; that in regard it is a free Gift of the Commons of England, and the Speaker of the House of Commons ought to present the same, that their Lordships would be pleased to send the Bill down to this House.

Sir Henry Vane's Answer of the Message to the Lords; that their Lordships had taken it into Consideration; and will send an Answer by Messengers of their own.
