PRAYERS.

Reward for taking Lord Domfaerling.

ORDERED, That Sir Gilbert Gerard do pay unto the Four Men of Northamptonshire, that took the Lord Domfaerling, Twenty Pounds among them: And that the Horses and Arms, that they took with him, be sent to the Lord General.

Prisoners in the Tower.

Ordered, That the Prisoners in the Tower be not suffered to eat together; but each of them privately in their own Lodgings: That they be kept from conversing or walking together: And that they speak not together, nor with any Stranger, or Servants of their own, who live out of the Tower, without the Lieutenant's Knowledge and Approbation: And that they write not one to another:

That their Servants that remain with them, be ordered to attend their Lords, and Masters; and not to take the Liberty of the Tower, nor to go out nor into the Tower, without the Lieutenant's Knowledge:

That Mr. Justice Mallett's Son may attend his Father, in the Place of One of his Servants:

Tower Guards.

That the Guards of the City, that shall come into the Tower, shall, during their being there, obey the Commands of the Lieutenant of the Tower.

These Orders were all assented unto, by Vote, upon the Question; and ordered to be sent unto the Lords for their Concurrence herein.

Defaulters to Dep. Lieuts. Warrants.

Ordered, That the Examination and Consideration of the Business concerning the Defaulters that appeared not upon the Warrants of the Deputy Lieutenants, be referred to the Committee for Examinations and Informations.

Affairs in Cornewall, &c.

A Letter from the Committee of Cornewall, of the 29th of October; and a Letter likewise from Colonel Ruthien, of the same Date; was this Day read: And

It is Ordered, That a Conference be desired with the Lords, upon these Letters: And that these Letters be read at this Conference: And that the Lords be desired to speed the Commission to the Earl of Pembroke; and to dispatch him into those Western Parts, to take the Command in General of the Army to be levied there: And it is conceived his Presence will be of great Consequence and Importance to that Service.

Arms, &c. for Devon.

Resolved, upon the Question, That the County of Devon shall have the Arms, desired in the List sent up by them: And that they shall have Money for the Thousand Pounds worth of Plate, sent up from that County to pay for these Arms; viz. Twenty Cuirassiers, One hundred Carabines, One hundred Pair of Pistols and Holsters, One hundred Saddles, Three hundred Musquets furnished.

That this House holds it fit, that the County of Devon should have Money returned them, for the Value of such Plate as they shall send up, upon the Propositions, to be employed for the Defence of those Parts: And that the Committee for the Safety of the Kingdom be acquainted herewith, that, if there be any Inconveniency herein, they may acquaint the House with it.

Forces for Devon.

Ordered, That Captain Pym and Captain Thomson be required forthwith to attend... Service of the County of Devon, with their Troops of Horse, in Aid of them, and of the County of Cornewall.

Exeter Forces, &c.

Whereas the Power of Training and Mustering of Men, and Fortifying the City of Exon, is, in the Order of the 12th of October, intrusted with the Mayor, Aldermen, and Common Council; It is now Ordered, That it be instrusted with the Mayor and Deputy Lieutenants of the City and County of Exon.

Arms for Derby.

Ordered, That Mr. Webster shall have Liberty to buy a hundred Musquets out of the Publick Magazine in London, paying for them, to be sent into the County of Derby; to be employed for the Service of that County: The Committee for the Safety of the Kingdom to be first acquainted.

Lincolne Forces.

Ordered, That the Deputy Lieutenants and other the Inhabitants of the County of Lincolne, shall have Power to raise so many Horse and Foot as conveniently they can; and to maintain them themselves, for the Defence of the City of Lincolne, and the Parts adjacent.

Sir W. Flemming.

Ordered, That the Lords be moved, that Notice may be given to this House before Sir Wm. Flemming be discharged.

Person committed.

Resolved, upon* *, That Jo. Roebuck be committed Prisoner to Newgate, there to remain during the Pleasure of the House: And that the Four Horses seized with him, be disposed of, upon Account, to Colonel Bulstrode.

Sherburne Castle.

Whereas the Lords and Commons, in this present Parliament assembled, have formerly ordered the Slighting and Demolishing the Castle of Sherburne; in which, as is since informed, are many Materials which are of Worth, and fitting to be saved and sold; they the said Lords and Commons, taking the same into their Consideration, do hereby Order and Ordain, That it shall and may be lawful for the Deputy Lieutenants of the County of Dorsett to take down, and sell away, all the Lead, Iron, Boards, Timber, and other the Materials of the said Castle, that will yield Money; and convert the same, for the Defraying of the Charge of the Workmen and Soldiers, that now are, or shall be, employed for the Demolishing thereof.

Proceedings against Coldfield.

Ordered, That Jo. Coldfield do continue a Prisoner in the Compter, where he is now committed by the Lord Mayor, till this House take farther Order: And that he be discharged from his Cornet's Place in the Army under the Earl of Warwick's Command.

Smyth's Petition.

The humble Petition of Tho. Smyth Merchant, restrained by Order, was this Day read; and referred to the Committee of both Houses, appointed to receive an Account of the Subscriptions in London.

King's Employment of Papists.

Ordered, That Mr. Glyn do, To-morrow Morning, bring in the Declaration concerning his Majesty's Employment of Papists.

King's Proclamations not to be published.

Ordered, That the Sheriffs of London be enjoined not to publish the Proclamation, intituled, "His Majesty's gracious Proclamation to the Cities of London and Westminster;" nor the other late Proclamation injoined by a Writ, bearing Teste the 29th of October, from Woodstock; And that the Lords Concurrence be desired herein: And that the said Sheriffs shall be hereby saved harmless, for yielding their Obedience to this Order.

Prices of Provisions for Soldiers.

Mr. Serjeant Wilde, * Prideaux, * Hill, Mr. Solicitor, Sir Gilbert Gerard, Sir Jo. Francklyn, Mr. Smith, are appointed to consider of a Declaration concerning the Prices of Provisions of Bread, Meat, Beer, Butter, Cheese, Corn, and Hay, &c. within the Cities of London and Westminster, and the Parts adjacent, for the Soldiers.

Army Pay, &c.

Ordered, That Captain Hill shall receive, from the Receivers of the Proposition Monies raised in the County and County of the City of Gloucester, both for Raising and Pay of One hundred Dragoons and Officers, according to the Establishment of the Army under the Command of the Earl of Essex.

Resolved, upon the Question, That Sir Wm. Flemming be forthwith committed Prisoner to the King's Bench, there to remain during the Pleasure of the H ....

Irish Affairs.

Ordered, That a Month's Pay, now due to the Scotts Army in Ireland, shall be forthwith paid unto them: And that it be referred to the Committee for the Affairs of Ireland, to consider how this Month's Pay may be speedily provided.

Ordered, That on Friday next, peremptorily, the House shall take into Consideration how to support the War of Ireland.

Ordered, That the Payment of Five thousand odd Hundred Pounds to Mr. Castile, for Provisions sent into Ireland, upon the Ordinance and Declaration of both Houses; and likewise the Payment of a thousand Pounds to Mr. Adams, a Scotch Merchant, for so much lent in Sterling Money by him to our Commissary in Ireland, for the Scots Army; be referred to the Committee for the Affairs of Ireland.

Upon a Letter from Sir Tho. Barrington, and Sir Martin Lumley, concerning Mr. Withers the Parson of Sheerings;

Ordered, That Mr. Withers be committed to the Custody of the Serjeant, and the Constable that brought him up, discharged of him.

Gift to the State.

Resolved, That this House doth accept of the Debt of Seventeen hundred and odd Pounds owing unto a Lady by the Earl of Cumberland, which she is willing freely to bestow to the Use of the Commonwealth: And Sir H. Vane is ordered to return her Thanks.

Member to be summoned.

Ordered, That Sir Tho. Bowyer be summoned forthwith to attend the Service of the House.

Members to attend.

Ordered, That all the Members of the House, that live within Threescore Miles of London, and are not in the Service of the House, by particular Directions from the House, do attend the Service of the House within Three Days: And that all other Members of the House, that are at a farther Distance, and that are not in the Service of the House, by particular Directions from the House, do attend the Service of the House within Eight Days at farthest: And that such Members as shall not attend the Service of the House within the Times limited, shall be sent for by a Messenger, who shall bring them up; and they shall bear and defray the Charges and Expence of the Messenger.

Persons to attend in Custody.

Ordered, That Mr. Rolt of St. Margarett's, Mr. Johnson of Wilmington, Mr. Tho. Chacie of Darens, Mr. John Chacie of Stone, be summoned, in safe Custody, to attend the House; for refusing to pay such Monies as they have subscribed to bring in upon the Propositions.

Message to Lords.

Sir H. Mildmay went up to the Lords, To move that the Capuchins might be speedily sent away, and their Convent demolished.

He carried the Orders concerning the Town of Exeter; the Archbishop of Armagh; the County of Suffolk to have Four thousand Pounds out of their Contribution Monies; the County of Derby, and all Counties concerning the Disarming of Malignants; for Ten thousand Pounds to be sent into Munster; for an Agent to be sent into Flanders; for a Muster Roll to be presently sent over; and divers other Orders for Provisions to be sent into several Parts of Ireland.

He likewise was appointed to desire a Conference with the Lords, concerning the Safety of the Western Parts.

He likewise carried up the Safe Conducts to the Scotts Commissioners, and Divines, with some Amendments desired by the Scotts Commissioners, the which were assented unto by this House.

Persons sent for.

Upon the Report from the Committee appointed to receive the Accompts concerning Contributions;

It is Resolved, upon the Question, That Robert Anderson Esquire, Wm. Payne Clerk, Tho.....worth, Gentleman, Geo. Gunter of Ructon Esquire, Francis Dreway of Watergate, Gentleman, Tho. May of Rawmeere senior, Gentleman, Sir Jo. Morley Knight, be forthwith sent for, as Delinquents, and disarmed; for refusing to contribute to the Publick Charge in this Time of common Danger.

Sussex Committee.

Ordered, That Tho. Middleton and Mr. Marlott, of the House of Commons, Esquires, Mr. Harbert Boord, the Mayor of Chichester, Mr. George Greene, Mr. Stephen Humfrey, the Mayor of Arundell, Mr. Ralfe Couper, and Mr. Geo. Churcher, be added to the Committee for Propositions in the County of Sussex.

Answer from Lords.

Sir H. Mildmay brings Answer; That the Lords do agree to all the Orders he carried up, except Two; the One concerning the Ten thousand Pounds for Munster; and concerning the Removal of the Capuchins: To both which they will send Answer by Messengers of their own. They do agree to a present Conference.

Conference.

Mr. Prideaux and Mr. Pym are appointed Managers of this Conference: And Mr. Pym is appointed to deliver, at this Conference, the Order concerning the Apprentices of London.

Train Band Defaulters.

Resolved, upon the Question, That the Serjeant at Arms shall have Mr. Speaker's Warrant for the Apprehending, as Delinquents, such Defaulters of the TrainBands of the County of Middlesex, as refuse to appear in their Arms upon the Warrants of the Deputy Lieutenants.

The Serjeant is likewise authorized to convey such of those Delinquents, as he shall apprehend, forthwith, to such convenient Prisons as he shall think fitting; there to remain in safe Custody, till the House shall take further Order: And the several Masters and Keepers of such Prisons, as he shall bring such Persons unto, are hereby required to receive the said Persons at the Hands of the Serjeant, or his Deputy, and them to detain as their Prisoners, until they shall understand the farther Pleasure of the House: And for their so doing, &c.

Person sent for.

Ordered, That Mr. Tho. Gale, the Searcher at Mynhead, shall be forthwith sent for, as a Delinquent; for his Contempt in refusing to obey an Order of this House.

Disarming Recusants, &c.

Ordered, That the Committee for Examinations shall have Power to disarm all such Persons as shall appear unto them, upon Examination, to be Popish Recusants, or dangerous and ill-affected Persons.

King's Children.

Whereas Sir Ralph Freeman, and other the Officers of the Mint, in whose Charge and Custody the Monies growing due unto his Majesty there, were ordered, the Twenty-fifth of October last, to pay unto Cornelius Holland, late Paymaster for the Houshold of the Prince his Highness, and the rest of his Majesty's Children, for and towards the Expence of the Household of his Majesty's Two youngest Children, the Duke of Glocester, and Princess Elizabeth, the Sum of Eight hundred Pounds for the Month of October last past; and so the like Sum of Eight hundred Pounds for each ensuing Month, until they should receive Order from both Houses of Parliament to the contrary.

It is this Day further Ordered, by the Lords and Commons in Parliament, for the more orderly Payment of the said Monies, That the said Sir Ralph Freeman and Sir Wm. Parkhurst, and all other the Officers or Ministers belonging to the said Office of the Mint, whom the same concern, shall pay the said Eight hundred Pounds monthly into his Majesty's Exchequer: And that Sir Robert Pye, Sir Edward Warder, and the several Tellers of his Majesty's Exchequer, shall thence pay, or cause to be paid, the said several Sums of Eight hundred Pounds monthly, in Manner abovesaid, unto the said Cornelius Holland, for and towards the Expence of his Majesty's said Two youngest Children: And for.. doing, this Order, together with an Acquittance under the Hand of the said Cornelius Holland, shall be a sufficient Discharge unto the said Sir Robert Pye, Sir Edward Warder, and all other the Officers of his Majesty's Exchequer, whom it may concern.

Devon Dragoons.

Whereas the * of October it was ordered, That a Troop of Horse should be presently raised, and an Hundred Dragoons, in the County of Devon, for the Quiet of that County, and to answer all Alarms, and to bring up Delinquents, and to do such other Service as they should be injoined by both or either of the Houses of Parliament; which Troop was to be raised at the Charge of the County, and to be paid out of the Contribution Money of the City of Exon; and were to reside at the City of Exon, unless they should be called thence by the Deputy Lieutenants of Devon for to serve elsewhere: And forasmuch as the Deputy Lieutenants of Devon have not any Power or Jurisdiction, by the Ordinance of the Militia, within that City of Exon; but the same remains, and is placed, solely and absolutely, in the Mayor and Deputy Lieutenants appointed for the same City: It is therefore Ordered, That for such and so long Time as the said Horse or Dragoons shall be billetted or continue in that City of Exon, they shall be at the joint Dispose, and under the jointly Government and Command, of the Deputy Lieutenants of the County of Devon, and of the Mayor and Deputy Lieutenants of the said City.

Encouraging Apprentices to serve Parliament.

Whereas in Times of common Danger and Necessity, the Interest of private Persons ought to give way to the Publick: It is Ordained and Declared, by the Lords and Commons in Parliament, That such Apprentices as have been, or shall be, listed to serve as Soldiers, for the Defence of the Religion and Liberty of the Kingdom, his Majesty's Royal Person, the Parliament, and the City of London, their Sureties, and such as stand engaged for them, shall be secured against their Masters, their Executors, and Administrators, from all Loss and Inconveniency, by Forfeiture of Bonds, Convenants, Enfranchisements, or otherwise: And that, after this publick Service ended, the Masters of such Apprentices shall be commanded and required to receive them again into their Service, without imposing upon them any Punishment, Loss, or Prejudice, for their Absence in the Defence of the Commonwealth.

And the Lords and Commons do further Declare, That if it shall appear, that the Masters of such Apprentices have received any considerable Loss by the Absence of their Apprentices, they will take care that reasonable Satisfaction shall be made unto them, out of the Publick Stock of the Kingdom, according to Justice and Indifferency.
