Money warrant for 40l. to the Earl of Essex for two years' creation money in part of seven years' arrears thereon to Sept. 29 last. Ibid, p. 198.
Warrant from Treasurer Latimer to Mr. Mountney, Receiver General of Prizes. Nicholas Denham, a Customs officer at Harwich, discovered and seized on board a collier vessel a parcel of annotto, suspected to be stolen out of some prize. The late Treasury Lords heard the matter before them and ordered said annotto to be put in the hands of the officers for Prizes, rendering Denham a moiety of said seizure. He has yet had nothing of this although he has received much abuse beside imprisonment. You are to pay him 20l. 19s. 5d. as the value of said moiety. Warrants Not Relating to Money IV. p. 183.
Report from same to the King on the case of Sir William Fleetwood, as by the order of reference of Dec. 9 last. I find that King James granted said Fleetwood the reversion of the office of Receiver General of the Court of Wards and Liveries, then in possession of his father, Sir Miles Fleetwood, after whose death Charles I granted said place to him for life in regard of his long services, and he thereupon quietly enjoyed same till the late wars began, and after by his great care and pains brought to the King at Oxford 60,000l. upon account of the same office. Soon after the Restoration, the said Court being dissolved, most, if not all other the officers belonging to the said Court had satisfaction given them for the loss of their said offices, but Fleetwood received no recompence or consideration for his said office though one of the chiefest both in respect of credit and profit, being esteemed worth 2,000l. per annum, in regard whereof the House of Commons voted 1662, April 16, a recompense of 4,000l. to him, but the said sum was never settled on any fund or paid to him. The want hereof and his great losses in the late unhappy times have forced him to contract great debts. He is a fit object of favour in view of his long and faithful services to King James, Charles I, and yourself for above 50 years in the same capacity of cupbearer without any addition or promotion in the [Royal] family. Same from same to same for tallies on the Customs for 250l. to the Earl of Nottingham in part of arrears on his several annuities of 1,000 marks per annum and 500l. per annum. Ibid.
Same from Treasurer Danby [sic] to John Birch, Auditor of Excise. Upon hearing the King's Counsel and the Farmers of Excise and Excise Commissioners in the business of exported beer, I hereby order that the 364l. 11s. 6½d., detained from the brewers who are exporters be forthwith repaid or defalked to them by the said Farmers, and that for the future during this farm no such money be detained by said Farmers or Commissioners, nor any office kept to His Majesty's charge concerning exported beer, it being agreed on all hands that the King ought not to be loser or gainer by the Act of Parliament in that behalf. As to the allowance of the several sums demanded by said Farmers and Commissioners for exported beer since 1671, June 24, I direct that the said Farmers' account for the three years ending June 24 next be made up by a medium of three years next before the commencement of said Act, unless the London [Excise] Farmers show cause to the contrary within seven days. Feb. 6 Royal warrant to Treasurer Latimer for a bill for a grant to George, Bishop of Winchester, of the rent of 160l. 11s. 7¾d., he having contracted for the purchase of same as part of the rent of 178l. 16s. 5d., reserved nomine decimae out of the manor of Crondall, Sutton, Whitchurch and divers other lands belonging to the Cathedral church of Winchester, and granted to the Dean and Chapter thereof, 1 May, 33 Hy. VIII. ; [said Bishop having contracted for same at] "the sum of 2,042l. 9s. 8d., being the value of 127l. 13s. 1¼d. per an., part of the said rent of 160l. 11s. 7¾d. at the rate of 16 years' purchase." The said 2,042l. 9s. 8d. is to be paid into the Receipt and the Bishop is to convey to the Trustees for sale of Fee Farms the rent of 32l. 18s. 6½d. per an., payable by the College of Winchester and lately purchased by said Bishop from said Trustees. Copy of an order of the King in Council for an additional 10l. to Rebecca Bryan, as royal bounty, she having had 10l. previously as royal bounty to carry her and her children to Nevis, and having paid the money to Capt. John Greene in order to their transportation, but the said Captain's vessel being ready to sail was unfortunately blown up and destroyed, whereby she lost the money and without further relief is unable to procure a passage. Royal warrant to the Attorney General for a great seal for a grant of the yearly pension of 30l. to Anne Bird, daughter of Robert Bird, of Tonge, co. Salop, in reversion after her father's death of the like pension granted to her father, who was instrumental in the King's preservation after the battle of Worcester, and was ruined for his loyalty and only supported by his said daughter. Subscription by Treasurer Latimer of a docquet, dated 1673-4 Feb., of a warrant to the Principal Commissioners of Prizes to pay to Nicholas Reve, of Rotterdam (out of the money arising by prizes) 1,883l. 18s. 0d. for so much by him disbursed to Sept. 29 last for the relief of His Majesty's subjects who have been carried prisoners into Holland, according to an account thereof approved by said Commissioners : "and His Majesty approves of the payment of 500l. formerly made to him out of the prizes for the like service ; and doth direct the Commissioners of the Prizes for the future to allow him such reward for his care, and such other sums as he shall disburse on the like occasions as they shall think fit." Simon Francea, of London, merchant, imported in the "Union," from Rouen, Thomas Corraut master, some beads and other prohibited goods intended for the Canaries and which when lately in France he was desired to bring to England for want of the conveniency of a Canary ship, with intent to carry them hence to the Canaries. You are to permit said goods to be entered and re-shipped for the Canaries on payment of Customs, they being not seized but only carried into the warehouse.

Same from same to the Customs Commissioners to exempt the the lading of the ship "Lisbon Merchant," of London, Thomas Wilkinson, master, from the duty of 1 per cent. for not being furnished with her full complement of men, the same having happened by reason of the great press of seamen when the ship sailed from London to Genoa and Leghorn, in Nov., 1672, and by the want of a protection for the security of their 32 men : the burden of the ship and her guns otherwise fully answering the law. Treasurer Latimer to the Trustees of the late Queen to give order for the discharge of Thomas Say, receiver of the said late Queen's revenue for Norfolk and Huntingdon, now in custody on account of a debt of 1,700l. 16s. 8d. due from him to said late Queen : the said Queen having during her lifetime declared her pleasure that same should be remitted to him in consideration of a far greater sum by him expended in the repair of sea breaches in her manor of Terrington to his utter ruin.

[?] Warrant from Treasurer Latimer to [the Clerk of the Pipe] for a lease to William Tayleur, of the ground called Withbrook, alias Withybrooke, alias Whitbrooke, and Cookham Marsh, alias Cockmarsh, parcel or reputed parcel of the manor of Cookham, Berks (late in the occupation of Ralph Moore : with the exception of the woods and minerals : being lately demised by patent of 4 Mar., 1586-7, to Ralph Bird, Richard Deane and Thos. Dobson, junr., for the use of the parishioners of Cookham, and after them demised by grant of 20 Nov., 20 Jas. I, in reversion to Sir Henry Fane, kt., Cofferer to Car. Feb 16 Order from Treasurer Latimer. Many inconveniencies and irregularities have been occasioned by orders registered on several branches of the revenue for money to be accompted for by all persons that are to receive same as imprest and upon accompt. Having perused the report hereon made by Sir Ro. Long and Sir R. Howard to the late Treasurer Clifford I do hereby lay down that all orders unassigned shall be brought in and deposited in the hands of Sir Rob. Howard, Auditor of the Receipt, who upon receipt of any such orders is to deliver a list or certificate of same to the party that shall so deposit same, and another [copy of said] list to the Lord Treasurer, and another to the Chancellor of the Exchequer, signing each list with his hand. And said Auditor is to enter or record the same in some book to be kept by him for that purpose. And he is likewise to take care that each of those certificates or lists do continue [sic for contain] the names of the persons to whom said orders are payable and the duties [sic for dates] of said orders and the sums payable by them and on what funds and after what sums same are registered. And whereas many of the said imprest accomptants have by assignments registered in the office of the said Auditor of the Receipt assigned part of the moneys payable by some of the said orders, and all the moneys payable by others of them, but cannot regularly be charged with the moneys payable by such orders till the same shall be paid to them or their assignees, the said Auditor is hereby further directed at the end of every prest certificate to charge every of the said accomptants by way of memorandum with the whole moneys made payable to him by such orders, and also in the said memorandum to express how much thereof he has assigned, and to whom and when. And in pursuance of the said memoranda the Auditor of the Imprests is likewise to make a like memorandum upon the Imprest account of every such accomptant, and the same memorandum is to be continued upon all accounts of such accomptants till the moneys payable by such orders shall be fully paid and then the accomptant is to be charged with the whole money payable by such order or orders. And if such orders so assigned in whole or part be made payable to any officer or to any other for the use of the offices of the Navy, Ordnance, Works or Wardrobe, that then there be an entry made in the said several and respective offices of such prest certificates with such memorandums as aforesaid in some book to be kept for that purpose and also of the orders themselves with their dates and the sums payable by them and upon what fund registered, in what course payable, what parts thereof assigned, and to whom and when, with the day of the registry of the assignment. And it is further ordered that if the said accomptants who have assigned all or part of any orders payable to them cannot make appear that there is some private agreement between them and the assignees, which may be good cause that they ought not to be charged with the sum assigned (and if upon representation of such case to the Lord Treasurer he shall not think fit to allow the same), that then the said accomptants shall be charged with the moneys by them assigned, because it is supposed they did not make such assignments without a valuable consideration. "But if such accomptants can show good cause to the Lord Treasurer that they ought not to be charged with the sum assigned by way of memorandum only as aforesaid, both in the Prest Certificates and the accounts aforesaid and such memorandums as are to be continued till the moneys due by such orders shall be paid, and then [sic? lacuna] the said accomptant is to be charged with the whole moneys payable by such orders as aforesaid." Feb. 17 Money warrant for 2,266l. 4s. 0d., to Lord O'Brien, Donatus. his son, and the executors of Charles, late Duke of Richmond : being for the extraordinary charges of said Duke in his late Embassy to the King of Denmark, as by an account thereof certified by Henry Coventry, Jan 13 last. Ibid.

As to the case of Edwards, Bell, Hind and other merchants concerned in the Russia hides brought up from Bristol to be exported to Leghorn, which were afterwards taken by a Dutch caper, the money deposited by said merchants is to be paid back to them, in regard they have lost their goods.
