PRAYERS.

King's Proclamations.

ORDERED, That these Three Proclamations; One, concerning the free Passage of the Subjects, and their Goods, &c. from Place to Place; One other, forbidding all Levies of Forces, without his Majesty's express Pleasure signified under his Great Seal; One other, to inform the Subjects of the Lawfulness of the Commissions of Array; be referred to the Committee for the Commission of Array, to consider of the Legality of them; And are to meet this Afternoon, at Two of Clock, in the Court of Wards; and to consider what is fit for the Sheriff of the County of Leicester, or other Sheriffs, or Subjects, of other Counties, to do, in Case they receive any Commands from his Majesty, to command them out of their Counties, or to carry themselves towards the Commands of his Majesty, for the Publishing of these, or such like Proclamations or Declarations, or anything else that concerns the Proceedings of Parliament.

Propositions to the King.

The House, according to the Order of Yesterday, resum ... * * * *;

Resolved, That the House shall insist upon the First Clause of the Seventh Proposition; viz.

"That the Votes of Popish Lords, in the House of Peers, may be taken away, so long as they continue Papists."

Resolved, That the House rests satisfied with his Majesty's Answer to the latter Part of the Seventh Proposition.

Mr. Pierrepointe, Mr. Fienis, Mr. Crue, Mr. Waller, Sir H. Vane jun. Mr. Selden, Mr. Hampden, Mr. Pym, are to withdraw presently; and to consider of the Eighth Proposition of both Houses; and his Majesty's Answer: And to prepare some Conclusion upon the Debate of this House upon them; and to present it to the House.

Propositions concerning Galloway.

A Message from the Lords by Sir Ro. Riche and Mr. Page;

The Lords have agreed to the Propositions that they have received from you, at the last Conference, concerning Galloway; and concerning the Scotts: And have appointed Two Members of their House to prepare a Petition to be presented unto his Majesty, concerning Galloway: And did desire a proportionable Number of this House, to meet at Three of Clock, in the Painted Chamber.

Resolved, That Mr. Holles, Mr. Glyn, Mr. Reynolds, Mr. Marten, be appointed to join with a proportionable Number of the Lords, to prepare a Petition to be presented unto his Majesty, concerning Galloway: And are to meet this Afternoon, at Three of Clock.

Judgment against the Nine Lords.

Mr. Strode is appointed to go to the Lords, to desire their Lordships to proceed to Judgment against the Nine Lords formerly impeached by this House.

Naval Affairs.

He likewise moved the Lords, to join in the Order to the Lord Admiral, for Stay of Captain Moyer at Hull, &c. prout Yesterday.

Lords to sit.

He was likewise to move the Lords to sit this Afternoon.

House to sit.

Resolved, upon the Question, That the House shall sit this Afternoon, at Two of Clock.

Commission of Array, &c.

Ordered, That the Report concerning the Commission of Array, be first made this Afternoon: And next, the Propositions to be resumed.

Leave of Absence.

Sir Ralph Sydenham has Leave to go into the Country.

Mr. Geo. Vane has Leave to go into the Country.

Mr. White has Leave to go to Yorke, concerning the Payment of the Prince's Servants.

Post Meridiem

Action concerning Windesore Election.

RESOLVED, That the Action against the Mayor, and the Bailiffs, &c. of Windesore, upon the Election of Mr. Winwood, shall be stayed, in regard there is a Petition depending here, concerning that Election, which is not yet determined.

Declaration on Commission of Array.

Mr. Glyn presents, from the Committee, the Declaration concerning the Commission of Array, which, was read: And

Resolved, upon the Question, That this House doth assent unto this Declaration: And that the Lords be moved to join with this House therein; and for the Printing and Publishing thereof: And Sir Ph. Stapleton is to go up with a Message to the Lords, to desire a free Conference concerning this Declaration.

Mr. Selden, and Mr. Glyn are appointed Managers of this Conference.

Sir J. Burroughs, &c.

Ordered, That it be referred to the Committee appointed to consider of the Declaration concerning the Commission of Array, to take into Consideration the Pains and Expences of Sir Jo. Burroughs, and of his and other Clerks employed concerning that Business.

Answer from Lords.

Mr. Strode reports, The Lords do agree to the Order concerning the Stay of the Ships at Hull; and will proceed to Judgment with the Nine Lords on Thursday next.

Leave of Absence.

Ordered, That Sir Patricius Curwen shall have Leave to go into the Country.

Ordered, That Sir Jo. Fenwick, and Mr. Fenwick his Son, shall have Leave to go into the County of Northumberland, upon the Service of the House.

Publick Accounts.

Ordered, That the State of the general Accounts, and the Preamble and Conclusion to those Accounts, be reported on Thursday Morning next.

Newcastle, &c.

Ordered, That the Business concerning Newcastle and Leicestershire be taken into Consideration, on Thursday Morning, by Eight . . Clock.

Propositions to the King.

Ordered, That the House do take into Consideration, on Thursday Morning next, the Propositions, and his Majesty's Answer thereunto.

Ordered, That the House do meet To-morrow, at Four . . Clock in the Afternoon.

Portesmouth Garison.

THE Lords and Commons in Parliament assembled, having ordered, That Five thousand and Thirty Pounds, paid to the Garrison of Portesmouth, out of the first Monies are raised by the Bill of Four hundred thousand Pounds in the County of Southampton; These are to authorize and require you that are appointed to be Treasurers by that Act, for the Receiving and Issuing out those Monies, by the Direction of Parliament, to order and appoint the High Collector of the County of Southampton, to pay into the Hands of Colonel Goring, or his Assigns, the Sum of Five thousand and Thirty Pounds; being a Year's Pay to the Garison of Portesmouth: For which an Acquittance under his Hand and Seal, returned into your Hands, shall be a sufficient Discharge to you that are Treasurers, and to the High Collector of the County of Southampton.
