Names of Commissioners for compounding withdelinquents, etc.; Powers. Proviso.; Commissioners oath.

Be it Enacted by this present Parliament, and by authority of the same, That Samuel Moyer, James Russel, Edward Winslow, Josias Barners, William Mullins, Arthur Squib the younger, and Richard Moor, Esqs; or any four or more of them, shall be and hereby are constituted and appointed Commissioners for Compounding with Delinquents, and for managing of all and every the Estates of Delinquents and Popish Recusants, that already are, or hereafter shall be under Sequestration; And the said Commissioners or any four or more of them, shall and may, and hereby are authorized, enabled and required, from and after the Two and twentieth day of April, in the year One thousand six hundred and fifty, to observe and put in execution all and every the Powers and Authorities, and Instructions heretofore given, and now in force by vertue of any Act, Ordinance or Order of Parliament, to the Commissioners appointed by Authority of Parliament for Compounding with Delinquents, and for the managing of all Estates under Sequestration; as also all and every the powers, and Authorities and Instructions heretofore given and now in force by vertue of any Act, Ordinance or Order of Parliament, to the Committee of Lords and Commons for advance of moneys, formerly sitting at Haberdashers-hall, Any Act, Ordinance, or Order of Parliament heretofore made to the contrary in any wise notwithstanding. Provided, That nothing in this Act shall entend to the impowering of the Commissioners aforesaid, to put in execution one Ordinance of the Lords and Commons in Parliament, of the Twenty-sixth of November, One thousand six hundred forty and two, giving Power to certain Members of both Houses of Parliament, for the advancing and procuring of money and other necessaries for the Army: And the said Commissioners and every of them are enjoyned and required, at or before the said Two and twentieth day of April, to take the Oath hereafter expressed, before the Lords Commissioners of the Great-Seal or any two of them, who are hereby authorized and required to administer the same in haec verba; viz.

I A. B., do swear, That I will according to my best skill and knowledge, faithfully discharge the trust committed unto me in relation to an Act of Parliament, for impowering several Commissioners to put in execution all and every the Powers and Authorities heretofore given to the Commissioners for Compounding with Delinquents, and for managing of all Estates under Sequestration: And to the Committee for advance of money formerly sitting at Haberdasher's Hall; and that I will not for favor or affection, reward or gifts, or hopes of reward or gift, break the same.

Continuance of Act.

And the same Oath mutatis mutandis, all and every the SubCommissioners, and all other officers that are or shall be appointed for the ends aforesaid, are hereby required to administer the same. Provided, That nothing in this Act shall extend to give authority to the Commissioners aforesaid, to issue forth their Warrants for the paying of any sum or sums of money to any person whatsoever, without the special Order and Direction of the Parliament, or of such Committee as shall be authorized and appointed by the Parliament to do the same. Provided, That this Act continue in force until the Three and twentieth day of January, One thousand six hundred fifty and one, and no longer.
