The Commons of England assembled in Parliament, having about the months of January and February, One thousand six hundred forty seven, taken an effectual course to reduce their Forces to the numbers of the Establishment then made, and for the disbanding of Supernumerary Forces; And having provided for the pay and maintenance of those that were so established, by an Assessment of Threescore thousand pounds per mensem; whereby not only Free-quarter was wholly taken off, but also the Soldiery were reduced to an orderly way of maintaining themselves with their pay, without taking ought from any man, but what they bought and paid for, at such rates as they could agree with the people, and were Billetted, for the most part, in Market-Towns, and at Inns, Alehouses, and Victualling-houses therein, until by Insurrections begun, through the instigation of Malignants in some countries, and by refusal or non-payment of the said Assessments in other parts, that good order was interrupted, and unavoidably broken off: And having seen by that experience (as well as by their own reason) the great ease and freedom from former Oppressions which the people enjoyed through that course, until the said interruption thereof: Now whereas upon occasion of the said Insurrections in some parts, with the Revolts in others, and of the great Invasion from Scotland the last Summer; for the suppressing and resisting thereof, very many new Forces were necessarily raised in several countreys, and the Regiments of the established Army and Garisons were necessarily increased, much above the numbers of the said Establishment; By which means the aforesaid assessment of Threescore thousand pounds per mensem hath proved to fall far short of paying the Forces thus encreased, so as many of them have been forced in want of pay, for many moneths past, to go upon Free-quarter again; and yet for want of moneys, whereby to give them any reasonable satisfaction for their last years extraordinary Service, all other the receipts of publique Moneys being, through former improvident and evil managing of the Publique Treasury, so clogged with vast anticipations charged upon them, the said Forces (although some of them might now be spared) cannot for [the] present be disbanded or reduced, until by some extraordinary means, Moneys can be raised for some reasonable satisfaction in order thereunto: And considering what encouragement and advantage to new disturbances, was taken by Malignants and Enemies last Spring, upon the Parliaments reducing of their Forces to so small a number, and what occasion and opportunity to the raising and fomenting of those disturbances, did then happen by the sudden disbanding of so many Supernumerary Forces together (though intended for the speedier easing of the People) and for as much as the extraordinary Manning of the new Garisons of Berwick and Carlisle, and other Places in the North, to prevent the like invasion from the Malignants in Scotland, and of divers other new Garisons in England and Wales, by the last years experience, found necessary to be secured (for preventing the like Insurrections of Malignants and disaffected persons within this Nation) do require the present upholding of a greater strength therein, for some further time, then by the said former establishment was intended and provided; For which purpose it is found necessary, That out of the forces now in being, there be four thousand foot added to the number of the last establishment for England: And whereas also by the defection of some of the Scottish forces in Ireland, and evil carriage of others of them, and partly by Inchequins Revolt, and by his late Conjunction with Ormond, and other Irish Rebels, and by means of the Peace made by Ormond with the Rebels, on the late Kings behalf, the said adverse forces in Ireland, are grown so strong and united, and our forces and Garisons there so weakned, as that it doth require both the continuing of a greater strength at home for the safety of the Commonwealth, against any attempts from thence, or from elsewhere; and also the sending over of greater supplies thither, both of Forces, Money and Provisions then ever heretofore: The said Commons assembled in Parliament, taking the premises into their serious consideration, do finde it necessary, that there be some present, sufficient and certain provision of Moneys beyond the ordinary proportion, whereby the Forces already in Ireland may be relieved and supplied, and such as are further necessary to be sent over thither (which they have resolved to be Four thousand Horse and Dragoons, and Eight thousand Foot, out of the Forces now in being here) may be provided for, transported and maintained, and whereby the Forces and Garisons yet requisite to be kept up in England and Wales may be maintained, and the rest of the Forces now in being that might be spared (until with reasonable satisfaction, and without such danger of disturbances as last year, they can be disbanded) may also be put into a way of present pay, so as all Free-quarter may be immediately taken off, the necessary charge of all which is found will amount unto One hundred twenty thousand pounds per mensem, or upwards. Now although the said sum of One hundred twenty thousand pounds per mensem, be necessary to be some way provided for the uses aforesaid; yet considering the great burthens, pressures and damages which the people have so long sustained, and the impoverishing of many parts thereby, the said Commons are not willing to lay so great a charge by way of Assessment upon the people: But whereas there hath hitherto been leavied that way threescore thousand pounds per mensem for the Forces in England; and twenty thousand pounds per mensem for the Forces in Ireland, they finde it necessary that there be an addition of ten thousand pounds per mensem, so as to make up the Assessments for both the said Forces in England and Ireland, Ninety thousand pounds per mensem for the said six moneths: And although they are not insensible, that the way of assessing and levying the same (for want of an equal pound Rate upon land and goods) in many counties hath been hitherto very unequal; and they are therefore resolved speedily to apply themselves to the settling of more equal Rates and Rules for the said Assessments; yet considering that the present altering of the present way of assessing or levying the same for the first three moneths, would unavoidably retard the raising and bringing in of the moneys, so as it would not be had within the time requisite for expediting of the said service of Ireland, and payment of the Forces in England, so as to take away or keep off Free-quarter; they finde it most requisite, that for the said first three moneths, the money be levied according to the same way and rules as in the late Assessments hitherto have been held in the several counties respectively: Be it therefore Enacted, and it is Enacted and Ordained by this present Parliament, and by authority thereof, that towards the said monethly charge of One hundred twenty thousand pounds per mensem for the said Forces and services both in England and Ireland, the said sum of Ninety thousand pounds per mensem for the first three moneths next ensuing, from the Five and twentieth day of March, One thousand six hundred forty nine, until the Four and twentieth day of June next ensuing, shall be taxed, collected, levied and paid in the several counties and places hereafter named respectively, by the several sums, and according to the several rates and proportions, and in the maner and form hereafter expressed; viz.

The county of Bedford, the sum of One thousand and ten pounds ten shillings eleven pence three farthings.

The county of Berks, the sum of One thousand twenty-five pounds thirteen shilling seven pence half peny.

And be it further Enacted by authority aforesaid, That the several and respective Commissioners hereby appointed for the several and respective Cities, Counties and Places aforesaid; shall within eight days next ensuing the publication hereof, meet together at some fitting place, if conveniently it may be done, in every of the said cities, counties and places respectively; And after such time, three or more of them at the least, shall once in every week at the least meet at such convenient places as they shall think fit and appoint, for the more speedy putting in execution the contents of this Act for the first three moneths assessment; And the said respective Commissioners are hereby required and authorized, at the days and places of their said meeting, to divide and apportion the several sums of money appointed by this Act to be leavied for the maintenance of the said Forces, upon the several and respective Wards, Divisions, Hundreds, Lathes, and Wapentakes, within the several Cities, Counties and places aforesaid, according to the usual proportions and divisions of rates in the said places; And likewise shall and may agree to divide and sever themselves for the better execution of this Act, into such Wards, Hundreds, Places, and Divisions, within their respective Cities, Counties and Places, as to them shall seem expedient; And to take to their assistance, for the more speedy execution of the said Service in their several Divisions, such able and sufficient persons as they shall think fit, and to assemble and meet as to them shall seem good; And forthwith the said Commissioners, or any two or more of them, respectively, are hereby authorized and required to direct their Warrants to such Persons as they shall think fit, within their several respective divisions, to be assessors of the said rates which said persons so appointed by the said Commissioners, are hereby authorized and required to assess all and every person and persons whatsoever, having any Lands, Goods Annuities, Rents, Offices, Parks, Warrens, or other Profits, or any other Real or Personal estate whatsoever, within the Limits, Circuits and Bounds of their respective Divisions, according to the rate proportioned upon the same. And be it further Enacted, That the several and respective Commissioners in each of the several counties, cities and places, or such as they or any two of them shall nominate and appoint, shall, and hereby have power to assess and leavy the several sums to be assessed or imposed upon any the Premises, in such maner and form, and according to the most equal and usual rates for assessing and leavying of money, for maintenance of the Forces raised by the Parliament, or by a certain rate upon the true yearly values of any the Premises, and according to the true value of Goods, Chattels, Debts, or other estate Real or Personal, within the said several counties, cities, limits or places respectively: And to the end the said Rates be equally and indifferently assessed, and the moneys duly collected, and true accompt thereof made, The said Assessors are hereby required, within six days after such Assessments made, to deliver one Copy of their respective assessments fairly written, and subscribed by them, unto the said respective Commissioners; and the said respective Commissioners are hereby ordered and required, to sign and seal two Duplicates of the said respective Assessments, whereof one Duplicate the said respective Commissioners are to deliver to the respective Collectors, with warrant to them to collect the said assessments; and one other Duplicate to the said Treasurers at War: And the said several Commissioners, or any two of them, are hereby respectively authorized from time to time, to nominate one or more sufficient and honest persons in every Division or allotment, to be Collectors of the said moneys so assessed and rated; which said Collectors, and every of them, are hereby authorized and required to Collect the said moneys so assessed; and the said Commissioners, or any three or more of them, are hereby authorized, to allow the said respective Collectors, and their Sub-Collectors, one peny a piece in the pound for their pains, in Collecting the said Moneys, and one peny in the Pound to the Commissioners Clerks respectively for their pains in fair writing the said assessments and Duplicates; and if any person shall refuse or neglect to pay any sum of money, whereat he shall be rated or assessed, That then it shall and may be lawful to and for the said Collectors, or any of them, who are hereby required and authorized thereunto, to leavy the sum so assessed, by distress and sale of the goods of such person so refusing or neglecting to pay, deducting the sum assessed, and the reasonable charges of distraining, and restore the overplus to the owner thereof; and to break open any House, Chest, Trunck, Box, or other thing where any such Goods are, and to call to their assistance, any of the Forces within the Cities, Counties or Places, where any resistance shall be made, or any other Officer or Officers, person or persons whatsoever; which said Forces, Officers and Persons are hereby required to be ayding and assisting in the premises, as they shall answer the contrary at their perils. And if any question or difference happen upon the taking of such distress, between the parties distrained or distraining, the same shall be ended and determined by the said Commissioners, or any two or more of them; and the said several Commissioners, or any two or more of them, are hereby authorized to use such other lawful ways or means for the speedy leavying of the said Assessments, as to them shall be thought fit; and if any person or persons shall neglect or refuse to pay his Assessment, and convey his or their goods, or other personal Estate, whereby the sum of money so assessed, cannot be leavied according to this Act, Then the said respective Commissioners, or any two or more of them, are hereby authorized to Imprison the persons and Sequester the Estate of every such person, for the advancement of the said Service; and the Tenants of all Houses and Lands which shall be rated by vertue of this Act, are hereby required and authorized to pay such sums of Money as shall be rated upon such House and Lands, and to deduct out of their Rents so much of the said rates as in respect of the Rents of every such House and Land, the Landlords should or ought to pay and bear; and the said Landlords, both mediate and immediate, according to their respective interest are hereby required to allow such deductions and paiments upon the receipt of the residue of their Rents; And be it Enacted, that every tenant paying the said Assessment, shall be acquitted and discharged for so much money as the said Assessment shall amount unto, as if the same had been actually paid unto such person or persons unto whom his Rents should have been due and payable: And in case that the proportions set by this Act upon all and every the respective Counties, Cities and places, shall not be fully assessed, levyed and paid, according to the true meaning thereof; And that if any of the said Assessments or Taxes shall be rated or imposed upon any person, not being of ability to pay the same, or upon any empty or void House or Land, where the same cannot be Collected or Levied; or that through any other wilfulness, negligence, or mistake, the said Assessment shall fall short and not be paid, That then, in all and every such cases, the several and respective Commissioners, Assessors and Collectors aforesaid, and every of them respectively, are hereby authorized and required to assess, or cause to be Assessed, Collected, Levied, and paid, all and every such sum and sums of money, upon the several and respective Divisions, Hundreds and Parishes, where the same shall be unassessed, not Collected, Levied, nor paid; the said new assessment to be made, collected, and levied in such maner, and by such means as in this Act for the Assessment is Declared; Provided, that the town of Lyn in Norfolk, pay no more for the said first three moneths Assessment, then according to that proportion, which the Committee of Lords and Commons for the Eastern Association Ordered that town should pay, as by their Order of the twentieth of November, 1645 appeareth: And it is further Enacted, That if any person or persons shall finde him or themselves agrieved, that he or they is overrated, and shall within six days after demand made of the sum of money assessed on him, complain to the Commissioners who Signed or allowed his or their Assessment; the major part of the said Commissioners who Signed or allowed his or their Assessment, shall have power, upon examination, within eight days after the demand as aforesaid, to relieve such person or persons, and to charge the same upon such other person or persons as they shall see cause: And the said Collectors, and every of them, are hereby required from time to time to pay such sum or sums of money as shall be by them Collected by vertue of this Act, to the ReceiverGeneral appointed by the said Commissioners for the said County, for the receiving of Moneys to be Levied by vertue of this Act. And be it Enacted by the authority aforesaid, that power be, and is hereby given to the respective Commissioners in the several and respective Counties, Cities and Places, in this Act nominated, to appoint in each particular County a general Receiver, who shall receive the Assessments of the said Counties from the particular Collectors and Sub-Collectors; And the said general Receiver of each particular County, to transmit, or cause to be paid the moneys by him received, unto the Treasurers at Wars, or where or to whom they shall appoint to receive the same; And that the said Treasurers at Wars do allow unto the said Receiver-General in each County, a Sallary for his pains, not exceeding one peny in the pound upon his Accompt: And be it further Enacted by the authority aforesaid, That if any person or persons shall wilfully neglect, or refuse to perform his duty in the due and speedy execution of this present Act, The said respective Commissioners, or any three or more of them, have hereby power to impose upon such person or persons so refusing or neglecting their duties, such Fine or Fines as to them shall be thought fit, and cause the same to be Leavied by Distress, and sale of his Goods, in Manner and Form aforesaid: Provided, That no Fine to be imposed by any of the said Commissioners, shall for any one Offence, exceed the sum of Twenty pounds; which said Fine shall be paid for the use of the Forces Raised by Authority of Parliament; and that no priviledged Place, or Person, Body Politique or Corporate, within the Cities, Counties and Places aforesaid shall be exempted from the said Assessment and Taxes: And be it further Enacted, That the said several and respective Commissioners, and every of them, shall from time to time give a true and perfect accompt of all their doing and proceedings in the execution of this Act, to the Committee for the Army, or to such persons as the Parliament shall appoint: And it is further Enacted by the Authority aforesaid, That the said sum of Ninety thousand pounds per mensem, for the last three Moneths, to commence from the Four and twentieth day of June now next ensuing, to the Nine and twentieth day of September following, shall be Assessed, Taxed, Leavied, and paid in the several counties and places before named respectively, by the several sums, and according to the several proportion, and in such maner and form as is hereafter expressed; Viz.

The county of Westmerland, the sum of Ninety two pounds twelve shillings.

The Isle of Anglesey, the sum of One hundred seventy four pounds ten shillings.

The county of Brecknock, the sum of Four hundred sixty five pounds.

The county of Cardigan, the sum of Five hundred forty nine pounds.

The county of Carmarthen the sum of Four hundred fifty three pounds.

The county of Carnarvan, the sum of two hundred and sixty pounds.

The county of Denbigh, the sum of three hundred and fifty pounds.

The county of Flint, the sum of One hundred seventy four pounds ten shillings.

The county of Glamorgan, the sum of Five hundred and ninety pounds.

The county of Merioneth, the sum of One hundred and sixty pounds.

The county of Montgomery, the sum of three hundred and eighty pounds.

The county of Pembroke, the sum of Five hundred twenty and two pounds.

The county of Radnor, the sum of three hundred twenty and seven pounds.

The town of Haverford-West, the sum of Forty five pounds.

And whereas several complaints have been heretofore, and at this present are made by several Divisions, Towns and Places, in the several Counties aforementioned, of inequallity in their taxes and assessments, compared with other Divisions, Townships, and Places, within the same Counties; And that some Places and persons have been assessed, and paid double or treble, what other places and persons in other Divisions and Parishes in the same County, for the like Estates, have been rated and assessed to pay; And that divers inconveniences have been thereby occasioned, and the payment of the Assessments much obstructed: For the prevention whereof for the future, and for the more equal and right proportioning of the several sums before mentioned, in the several Counties, Cities and Places aforesaid; Be it Enacted by this present Parliament, and by the authority thereof, That the several and respective sums of money to be Rated, Assessed, and Levied, for the three Moneths Assessment, commencing from the Four and twentieth day of June next, to the Nine and twentieth of September following, by vertue of this Act, shall be taxed and assessed by a pound rate on the several Divisions, Hundreds, Ridings, Lathes, Wapentakes, and Parishes, the respective Counties and Cities aforesaid, for all and every their Lands, Tenements, Hereditaments, Goods, Chattels, Money, Stock, Merchandize, Office, or Estate whatsoever, according to the value thereof (that is to say) so much upon every twenty shillings Rent, or yearly value of Land and Real Estate, and so much upon Money, Stock, and other Personal Estate, by an equal Rule (wherein every twenty pounds in Money, Stock, or other Personal Estate, shall bear the like charge as shall be laid upon every twenty shillings yearly Rent, or yearly value of Land) will raise the Monethly sum or sums charged on the respective counties and places aforesaid: For the better effecting whereof, It is hereby Enacted, That the several and respective Commissioners hereby appointed in the several and respective counties and cities, shall meet together on the second day of May, in the year of our Lord God, One thousand six hundred forty and nine, at the most common and usual place of Meeting for each of the said counties and cities respectively; and the said Commissioners, or as many of them as shall then and there attend and be present, shall cause this present Act for the last three Moneths assessments to be put in execution, according to their best discretion and judgement: And having agreed amongst themselves of some general Rules and Directions for the doing thereof, and having then and there appointed another time for their second general Meeting, which shall be at or before the sixth day of June next ensuing, at the furthest, to receive the Returns from the several Divisions, Hundreds, Ridings, Lathes, Wapentakes, Townships, Parishes and Places, The said Commissioners shall repair unto their several Divisions, Ridings, Lathes, Wapentakes or Hundreds, and then with all convenient speed, they or any two of them shall cause two or three of the honest and able Inhabitants in the several and respective Townships and places within their said Divisions, Ridings, Lathes, Wapentakes, and Hundreds, to be named and appointed Surveyors and Assessors, who (or any two of them) are to ascertain and rate the yearly value and profits of the said Township, Parish and Place, for which they shal be appointed Surveyors, or Assessors, and to return the same to the said Commissioners, or to such person or persons as shall be appointed to receive the same. And for their better proceeding, and more perfect discovery of the truth in the same, that the intention of an equal rate throughout the said County, and in every part thereof, may be obtained. The said Commissioners in their several and respective Divisions and Limits, or any two of them, may, and are hereby authorised to administer an oath (if they shall see cause) unto the respective Surveyors and assessors, for the faithful discharge of the trust reposed in them, and for their just and impartial dealing in the same; which said Surveyors and Assessors are to deliver in their several surveys perfected and subscribed by them, unto the Commissioners, or to such person or persons as shall be appointed to receive the same two or three days at y^e least before y^e said second general meeting of the said Commissioners; to the end that the said Commissioners may deliver in all the several Surveys to be made throughout the said County, at the said second general meeting appointed as aforesaid, at or before the said sixth day of June next ensuing; at which said general meeting the said Commissioners or the major part of them then present, shall upon view and perusal of the said several Surveys, cast up the true Revenue and yearly Profits of the whole county or city, to the end that an equal pound rate may be apportioned upon every Division Hundred, Riding, Lath, Wapentake, Township and Parish, according to the proportion and sum of money charged upon the said county by vertue of this present Act, whereunto the said Commissioners, or the major part of them then and there assembled, are by vertue of this Act authorised and appointed to proportion the same, which being done, the Commissioners or any two of them, shall send forth their Warrants to the High Constables, and other Officers or persons within their several Divisions, Hundreds, Ridings, Lathes, or Wapentakes, to cause the said several proportions and sums of Money to be equally Assessed, Taxed, Leavied, and Collected, in due maner and form, according to the true intent and meaning of this Act; and to appoint Assessors and Collectors for the perfecting thereof, who are hereby likewise authorized and required to put the business with all care and diligence in present execution: And it is further Enacted by the authority aforesaid, That the said Assessors, Surveyors, Collectors, and other persons to be nominated and appointed for the said last three moneths Assessments, shall receive all allowances, and shall have, and it is hereby given unto them, and every of them respectively, all and singular the powers and authorities whatsoever, for the effectual proceedings in the said service of the last three moneths Assessments, as are given and appointed to any the Assessors, Collectors, and other officers or persons limited in this Act, for or concerning the Assessing, Levying, Collecting, or Receiving of the said first three moneths Assessments: And the said Commissioners shall and may, and are hereby authorized, to use, exercise, and put in execution, all such powers and authorities for the effectual proceedings in the said service for the last three moneths Assessments, as are given, limited, and appointed to them, or any of them in this Act, touching the said first three moneths Assessments. And it is further Enacted and Ordained by the authority aforesaid, That the said Treasurers at War do from time to time, upon Certificate from the Commissioners in this Act appointed for the several and respective counties, cities and places, make due allowance and payment of all Free-Quarter to be taken by any the Forces under the command of the Lord Fairfax, from the said five and twentieth of March, to the expiration of this present Act, according to such instructions, rules and directions of Parliament, as at any time heretofore have been made in that behalf.

Provided also, and be it Enacted, That all Fee-farm Rents, or other Rents of the late Kings Revenue, all Rents and other sums reserved by the late Court of Wards, out of any Wards, Infants, or Lunatick Estates; and all other maner of Rents, Payments, and sums of Money, and all Annuities issuing out of any Lands, within any City or County, shall be lyable towards the payment of any sum by this Act to be Taxed and Leavied; and all the Tenants of any Fee-farm Rent, other Rent, sums of Money, or Annuities aforesaid, are hereby directed and authorized to pay them proportionably, according to the Rates and Assessments by this Act, appointed and Enacted; and all such Tenants shall be hereby saved and kept harmless by authority of Parliament, from any further payment of such portion of any such Rent, Rents, Sums or Annuities, either to the Exchequer, to the Committee of the Revenue, or to any person or persons to whom any such Rent, Rents, Sums of Money or Annuities as aforesaid shall or ought to be paid, to all intents and purposes whatsoever, as fully and as amply as if they had paid the same in to the Exchequer, to the Committee of the Revenue, or to any person or persons to whom the same is reserved and become due: And if any difference shall arise between Landlord and Tenant, or any other, concerning the said Rates, the said several Commissioners, or any two or more of them in their several Divisions, have hereby power to settle the same as they shall think fit. Provided always, That nothing contained in this Act, shall be extended to charge either of the Universities, or any of the Colledges or Halls within the said Universities, or any the rents and revenues due and payable to the said Universities or Colledges, or any of them, not to charge any Master, Fellow or Schollar of any the said Colledges, or any Reader, Officer or Minister of the said Universities or Colledges, or any of them, for and in regard of any Stipend, Wages or Profit whatsoever, arising or growing due to them in respest of their said several places and imployments in the said Universities: And that nothing in this Act contained, shall be extended to charge any of the Colledges of Winchester, Eaton or Westminster, or any Hospital or Almshouse, or any Free-school, or any the rents and revenues due and payable to them or any of them: And that the Tenant or Tenants of all and every the said Universities, Colledges, Halls, Hospitals, Almshouses and Free-schools respectively, shall be charged by vertue of this Act, for so much onely as the Lands and Tenements held by the said Tenant or Tenants repectively is worth by the year, over and above Rent and Revenue therefore respectively due and payable to the said Universities, Colledges, Halls, Hospitals, and Almshouses, and Free-scholls, or any of them respectively, Any thing in this present Act to the contrary in any wise notwithstanding.
