Friday, August 2. Present:—Earl of Halifax, Mr. Pitt, Mr. Grenville, Mr. Townshend.

Georgia.

Their lordships, pursuant to the minutes of the 18th of July last, took into further consideration the Order of the Committee of Council, referring some parts of the memorial of the Trustees for establishing the Colony of Georgia, and the draught of a report thereupon was ordered to be prepared.

Their lordships likewise took into consideration the Order of the Committee of Council, referring a memorial of the said Trustees upon an Act proposed by them for the importation into and regulation of negroes in that colony, as also a letter from Mr. Martyn, their Secretary, inclosing a return made by the Trustees to the Board's observations upon that Act, mentioned in the minutes of the 18th of June last, and ordered the draught of a report upon the said memorial and Act to be prepared.

Nova Scotia.

Read the following letters and papers received from the Honourable Edward Cornwallis, Esquire, his Majesty's Governor of Nova Scotia, viz.:—
Letter from Colonel Cornwallis, Governor of Nova Scotia, to the Board, dated Halifax, the 24th of June, 1751, containing an account of the present state and condition of that province.
Copy of the Committee of the House of Representatives of the Massachusets Bay, their answer to Governor Phips, February 16th, 1750–1.
Mr. Stevens's letter to Lieutenant-Governor Phips, dated Boston, 4th April, 1751.
Copy of a letter from Governor Cornwallis to Spencer Phips, Esquire, Lieutenant-Governor of the Massachusets Bay, dated at Halifax, the 26th of January, 1750–1.

Letter from Colonel Cornwallis, Governor of Nova Scotia, dated at Halifax, the 25th June, 1751, advising the Board of bills drawn on Mr. Kilby, on account of that colony since the 12th of April last.

Nova Scotia.

Ordered that the above-mentioned accounts and vouchers be referred to Mr. Kilby, and that he be directed to examine the same and make report of his observations to the Board.

Ordered that a copy of the letter from Colonel Cornwallis, containing advice of bills drawn by him, be delivered to Mr. Kilby.

New York.

Read a letter from Mr. Clinton, Governor of New York, to the Board, dated the 10th of June, 1751, and transmitting the following papers, viz.:—

Read a letter from Mr. Johnston, Governor of North Carolina, dated the 15th of February, 1750–1, in answer to one from Mr. Hill, dated the 19th July, 1750, for an account of the boundaries of that province, and transmitting:—
A plan of the line between Virginia and North Carolina, from Peter's Creek to Steep Rock Creek, run in the year 1749.

Nevis.

Read a letter from Mr. Paris, dated the 9th of July, 1751, inclosing a copy of the protest of the President and three other members of his Majesty's Council of Nevis, the 9th of January, 1750–1, made on occasion of a bill, entitled, an Act to repeal an Act to prevent Papists and reputed Papists from settling in this Island.

South Carolina.

Read a letter from Mr. Glen, Governor of South Carolina, dated in February, 1750–1, giving the Board an account of the boundaries of that province, and of the encroachments made upon it by the subjects of foreign princes.

New Jersey.

Read a letter from Mr. Belcher, Governor of New Jersey, to the Board, dated at Burlington, the 20th of April, 1751, transmitting the following papers, viz.:—
Printed proclamation for dissolving the Assembly of New Jersey, dated the 25th February, 1750–1.
Minutes of Council from the 28th of January, 1750–1, to the 22nd of February following.
Printed votes of the Assembly from the 24th of January to the 22nd of February, 1750–1.
List of trading vessels entered and cleared at the port of Salem in New Jersey from June, 1736, to Christmas, 1750.
An Act to revive the Militia Act. Passed February 15th, 1750–1.

Nova Scotia.

Mr. Dick attending, was called in and laid before the Board the following papers, viz.:—
Memorial of Mr. Dick, praying payment of money due to him on account of the foreign protestants sent by him this year to the province of Nova Scotia.
Deposition of John Spurrier and Charles Kennoway, master and mate of the ship Anne, which carried over certain foreign protestants to Nova Scotia last year, taken before the magistrates of Rotterdam, relative to the bad treatment of the said foreign protestants during the voyage.

Ordered, that Mr. Kilby do immediately pay Mr. Dick the sum due to him for the bounty of one guinea per head allowed him for the said foreign protestants, and that the sum due for the passage of such as could not pay their freights be paid to Mr. Dick as soon as other prior demands for the service will admit of.

Virginia.

Read an Order of Council, dated April the 30th, 1751, directing the Board to prepare the draught of a warrant for transmitting a new seal to the Governor of Virginia, impowering him to make use thereof, and requiring him to return the old seal in order to its being defaced.

Virginia.

Ordered, that the draught of a proper warrant be prepared, and also the draught of a letter to the Earl of Holdernesse, inclosing the same for his Majesty's signature.

Their lordships took into consideration the following draughts of representations, report, and letters prepared pursuant to their directions, and having agreed thereto, ordered them to be transcribed, viz.:—
Representation to his Majesty upon the laws passed in Virginia in 1748 and 1749.
South Carolina.
Representation to his Majesty proposing the repeal of two Acts passed in South Carolina in the year 1747.
Georgia.
Report to the Lords of the Committee of Council upon some parts of the memorial of the Trustees for establishing the Colony of Georgia.
Virginia.
Letter to the Earl of Holdernesse inclosing the draught of a warrant for his Majesty's signature, impowering the Governor of Virginia to make use of a new seal prepared for that colony.

Plantations General.

Santa Lucia.

The Solicitor and Clerk of the Reports laid before the Board a draught of a memorial to be delivered by his Majesty's Commissaries to the Commissaries of his Most Christian Majesty, in answer to their memorial relative to the Island of Santa Lucia, and the same having been taken into consideration, a considerable progress was made therein.

Ordered, that this memorial be taken into further consideration to-morrow morning, and that the draught of a letter to the Earl of Holdernesse thereupon be prepared.

Nova Scotia.

Ordered, that the letter from Mr. Cornwallis, Governor of Nova Scotia, mentioned in the minutes of Friday last, and such of the papers as relate to the state of the province be copied, to be sent to the Earl of Holdernesse; and the draught of a letter to his Lordship for that purpose having been prepared, was agreed to and ordered to be transcribed.

New York.

Ordered, that the letter from Mr. Clinton, mentioned in the said minutes, and the several papers therewith transmitted be copied, to be sent to the Earl of Holdernesse; and the draught of a letter to his Lordship for that purpose having been prepared, was agreed to and ordered to be transcribed.

Georgia.

The draught of a report to the Lords of the Committee of Council upon the memorial of the Trustees for establishing the Colony of Georgia, praying the Crown's approbation of an Act proposed by them for the importation and regulation of negroes in that colony, having been prepared pursuant to the minutes of Friday last, was agreed to and ordered to be transcribed.

Tuesday, August 6. Present:—Earl of Halifax, Mr. Pitt, Mr. Grenville, Mr. Townshend.

Plantations General.

Santa Lucia.

Their lordships, pursuant to the preceding minutes, took into their further consideration the draught of a memorial, relating to the Crown's right to the Island of Santa Lucia; and having agreed thereto, ordered it to be transcribed to be sent to the Earl of Holdernesse; and the draught of a letter to his Lordship thereupon having been prepared, was agreed to, transcribed and signed.

New Jersey.

Read an Order of the Lords of the Committee of Council for Plantation Affairs, dated the 30th of July, 1751, directing this Board to prepare the draught of an additional instruction for the Governor of New Jersey, relative to the present state of that province, and the riots and disorders, which have so long subsisted therein.

Ordered, that the draught of an additional instruction for Mr. Belcher be prepared, conformable to the directions of the said Order; and also the draught of a report to the Lords of the Committee of Council thereupon.

Nevis.

Read Mr. Attorney General's report, dated the 6th of August, 1751, upon the copy of a bill lately passed in Nevis for repealing an Act passed there in 1701, to prevent Papists and reputed Papists from settling in that Island.

Their lordships taking the said report into consideration, and also a letter from Mr. Paris to the Secretary, mentioned in the minutes of Friday last, resolved, that as Mr. Paris had prayed that the consideration of the law might be suspended until he received proper instructions from the Council of Nevis relative thereto, the consideration be accordingly postponed to another opportunity.

Virginia.

The following representations, reports and letters having been transcribed, pursuant to the minutes of Friday last and yesterday, were laid before the Board, and signed, viz.:—
