Committees.

ORDERED, That the Committees to whom these following Bills were committed, viz. the Bill for raising Money . . Cobham House and Park; the Bill for lessening the Number of Attornies; the Bill to enable the Lord Morley to sell Lands; and the Bill for Preservation of the Fishing in several Rivers of this Kingdom; be revived; and do sit this Afternoon in the Places formerly appointed.

Cotton's Estate.

A Bill to enable Sir John Cotton Baronet to dispose of a Messuage called St. German's, and Lands therewith used, near St. Alban's in the County of Hertford.

Resolved, &c. That the Bill be read a Second time.

Northern Borders.

A Bill to prevent Theft and Rapine on the Northern Borders, was read the Second time.

Resolved, &c. That the Bill be committed, to Sir John Fenwick, Colonel Kirby, Mr. Serjeant Rigby, Sir Anth. Irby, Lord O Brien, Colonel Gilby, Sir Roger Bradshaw, Sir George Downing, Sir Tho. Allen, Sir Gilbert Gerrard, Sir Wm. Blacket, Mr. Stockdale, Sir Ralp Dalavall, Sir Wm. Franckland, Mr. Palmes, Sir Christopher Musgrave, Sir John Lowther, Sir Rich. West Derby and Wavertree Manors.

An ingrossed Bill, sent from the Lords, intituled, An Act to confirm an Agreement made between the Lords and Tenants of the Manors of West Derby and Wavertree.

Resolved, &c. That the Bill be committed to Sir John Otway, Mr. Serjeant Rigby, Sir Roger Bradshaw, Sir John Covert, Lord O Brien, Mr. Wright, Mr. Eyres, Mr. Greenvile, Sir Rowland Berkly, Mr. Price, Mr. Papillon, Colonel Kirby, Sir Tho. Allen, Sir Courtney Poole, Mr. Crouch, Sir John Birkenhead, Colonel Whitley, Sir Trevor Williams, Sir Edm. Jenings, Sir Fr. Russell, Mr. Morrice, Sir Edm. Bowyer, Mr. Leveson Gower, and all that serve for they Counties of Lancaster, Chester, and Derby: And they are to meet To-morrow at Two of the Clock in the Afternoon, in the Duchy Chamber: And have Power to send for Persons, Papers, and Records.

Lord Cullens Estate.

Mr. Wright reports from the Committee to whom the Bill to enable Brian Viscount Cullen to sell Lands for Payment of his Debts, was committed, some Amendments, agreed by the Committee to be made to the Bill: Which he read in his Place; and afterwards delivered the same in at the Clerk's Table: Where the same were again twice read; and, upon the Question, severally agreed to.

Resolved, &c. That the Bill, with the Amendments agreed to, be ingrossed.

Exporting Wool.

Ordered, That the Bill to prevent the Exportation of Wool be read on Monday Morning next.

Tobacco Pipe making.

A Bill, sent from the Lords, for encouraging the Trade of Tobacco Pipe-making, was read the First time.

Resolved, &c. That the Bill be read a Second time.

Court of Chancery.

A Bill for regulating the Proceedings in the High Court of Chancery, was read the First time.

Resolved, &c. That the Bill be read a Second time, on Tuesday Morning next, after Ten of the Clock.

Supply.

The House then resolved itself into a Committee of the whole House, to proceed further in the Consideration of his Majesty's Supply for the Support of his present Alliances, made with the States General of the United Provinces, for the Preservation of the Spanish Netherlands; and lessening the Power of France.

Mr. Speaker left the Chair.

Sir Edw. Deering took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Sir Edw. Deering reports from the said Committee, That they had taken the Matter referred to them into Consideration; and had agreed upon Two Votes: Which he read in his Place; and afterwards delivered the same in at the Clerk's Table: And the same, being twice read, are as followeth; viz.

Resolved, &c. That it is the Opinion of this Committee, that the House be moved to appoint a Committee, to consider of the Charge of setting forth and maintaining Ninety Ships of War, for a Month; viz. Four of the First Rate, Five of the Second Rate, Sixteen of the Third Rate, Forty-seven of the Fourth Rate, Twelve of the Fifth Rate, and Six of the Sixth Rate; and to report their Opinions to the House.

Resolved, &c. That the Consideration of the Papers presented by the Master of the Ordnance, and Mr. Secretary of the Admiralty, be referred to the same Committee: And that That Committee have Power to send for Persons, Papers, and Records:

And humbly moved from the said Committee, That they may have Leave to sit again To-morrow Morning, Ten of the Clock.

The Question being put, To agree with the Committee;

It was resolved in the Affirmative.

Hearth Money Patents.

Resolved, &c. That this House will enter upon the Debate concerning the Patent granted to the Farmers of the Duty of Hearth Money on Monday Morning next, at Ten of the Clock: At which Time the said Farmers are to attend.

Northampton Writ.

Ordered, That Mr. Speaker do issue out his Warrant to the Clerk of the Crown, to make out a new Writ for the Electing of a Knight of the Shire for the County of Northampton, in the room of the Lord Burleigh, called up to the House of Lords.

Winchelsea Election.

A Petition of Cresheld Draper was read; complaining of an undue Return of John Banks, to serve for the Port and Town of Winchelsea in the County of Sussex, in Wrong of the Petitioner, who was duly elected.

Resolved, &c. That it be referred to the Committee of Privileges and Elections, to examine the Matter of the said Petition; and report the same, with their Opinions therein, to the House.

Members Protections.

The House taking into Debate the great Grievance to the People, occasioned by Protections;

Resolved, &c. That all Protections and written Certificates of the Members of this House be declared void in Law; and be forthwith withdrawn, and called in: And that none be granted for the future: And that, if any shall be granted by any Member, such Member shall be liable to the Censure of the House: And that the Privilege of Members for their menial Servants be observed, according to Law: And that if any menial Servant shall be arrested, and detained, contrary to Privilege, he shall, upon Complaint thereof made, be discharged, by Order from Mr. Speaker.

Ordered, That this be declared to be the Standing Order of the House.

Ordered, That these Orders against written Protections be published, by setting them up at Westminster Hall Gate; and at the several Courts in Westminster Hall; and at the Inns of Court, and Inns of Chancery; and at the Exchange: And that the Knights of the Shire do send Copies thereof to the Sheriffs of their respective Counties; and the Bugesses to their Boroughs.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
