Prayers.

Manby's Invention.

An Act, That George Manby, for Fourteen Years, shall have the Use and Benefit of his new Invention for Making of Salt, and Saving and Preserving of Fuel, in this Nation, was this Day read the Second time; and, upon the Question, committed to the Committee of the Navy: And that Sir Arthur Hesilrig, Sir John Danvers, Colonel Thompson, Colonel Jones, Sir Wm. Armyn, Mr. Garland, Colonel Wauton, Sir John Hippesley, Sir Richard Lucy, Mr. Bond, Mr. Leman, Mr. Richard Darley, be added to the Committee of the Navy, as to this Business: And all that come to have Voices, as to this Purpose: And to sit where the Committee of the Navy sit, this Afternoon at Two of the Clock: And Mr. Garland is to have the Care of it.

The humble Petition of many Thousands interested, and whose Livelihoods consist, in the Salt-works, and Making of Salt in the North, was this Day read.

Ordered, That the Consideration of the said Petition be referred to the same Committee to whom the Act touching the new Invention of George Manby, touching Salt, is committed; to consider thereof; and to bear the Parties concerned on both Sides; and report their Opinion to the House.

Late King's Property.

Mr. Garland reports Amendments to an additional Act for the Discovery and Selling of the personal Estate belonging to the late King, Queen, and Prince: Which were twice read.

And one Clause, contained in the Amendments, beginning thus: "And be it further Enacted, by the Authority aforesaid, That all Debts, and other personal Estates," &c.; and ending thus; "Which shall be disposed of, as before in this Act is limited and appointed;" being put to the Question;

It passed with the Negative.

And so the Bill was, upon the Question, re-committed: And the Committee are to sit on Monday, at Two of the Clock in the Afternoon, in the Exchequer Chamber: And all that come to have Voices.

Resolved, That this House doth not intend, that the Trustees and Contractors in the said Act should meddle with the Disposal or Sale of any the Horses or Deer belonging to the late King, Queen, or Prince.

Ordered, That it be referred to the Council of State, to take Consideration of the Business touching the said Horses; and to take care for Preservation of the Race and Breed; and present their Opinions to the House.

Ordered, That, it be referred to the Council of State, to consider what Goods are sit and necessary to be preserved for the Use of the Commonwealth, out of the Goods belonging to the late King, Queen, and Prince; and to report an Inventory thereof, and their Opinions, to the House with all Speed.

Building Ships.

Ordered, That Colonel Wauton do make Report, on Monday next, touching the Building of Ships, and the Means of raising Money for the doing thereof.

Norfolk Weavers.

Ordered, That the Business of Norwich and Norfolk Trade of Weaving be taken into Consideration on Monday next, next after the Report touching the Ships.

Carmen.

Ordered, That the Business touching the Carmen be reported on Monday Morning next.

Cloathing.

Ordered, That the Reporting touching Cloathing be made on Thursday Morning next, the first Business.

Bullion.

Ordered, That the Act touching Bullion be read on Thursday next.

Army Maintenance.

Colonel Venne reports from the Committee of the Army, touching the State of the Charge for the Army.

"Upon Consideration had of the Monthly Charge of the Forces in England and Ireland, which, according to the present Establishment by Estimation, amounts unto One hundred and One thousand Five hundred Seventy-eight Pounds per mensem; and that for Supply of the said Forces there is now no further Provision, in the Power of this Committee, than only by the Sixty thousand Pounds per mensem Assessment for Three Months, ending the Twenty-fourth of June next; and that the whole Three Months Assessments will not fully pay the said Forces to the Twentieth of May next; and that, to pay the said Forces, as they are now established, till the End of June next, the Sum of One hundred and Sixty thousand Pounds must be otherwise supplied, besides what will fall short of being received of the said Sixty thousand Pounds per mensem, by deducting for College Lands, &c.; and so likewise a further Supply proportionable for the Time coming, and as the said Forces shall be increased;"

"It is resolved, That the Parliament be acquainted with the State of Affairs in relation to the Payment of the said Forces, that timely Provision may be made for the Maintenance of them accordingly:"

"That the Parliament be acquainted with the many Inconveniencies arising by the uncertain Deductions, by the Receivers of the Counties, in lieu of College Lands; which gives such a Latitude to them in certifying their Accompts, that whatsoever is Arrear of the Assessments, if they please to say that it is to be allowed for College Lands, there is no Rule to proceed by in the Examination of their Accompts; so that in the last Twelve Months Assessments there is in Arrear, under that Pretence, about Fifty thousand Pounds; and notwithstanding the Directions of Parliament mentioned in the Act for the last Six Months Assessments, That a Particular of all College Lands, &c. should be speedily sent to this Committee, there hath not been one Return made from any Place whatsoever, as by that Act is directed."

"That the Parliament be desired to declare their Pleasure, Whether the Deduction for College Lands be to be made out of the Assessments, or whether the Assessments are to be completely assessed and collected, as the same are charged upon the several Counties, &c. although College Lands, &c. bear but their Proportion, as in the Act is expressed."

"That the present Commissioners of Goldsmiths Hall be desired to take effectual Care for the bringing in Monies upon the Compositions and Sequestrations depending before them; that so the One hundred and Five thousand Pounds already charged upon the Receipts there, for the Forces in England and Ireland, and out of which these Forces are already assigned to receive a Month's Pay, may be speedily paid in to the Treasurers at Wars, for the Prevention of Free Quarter, and Supply of the Army in Ireland."

"That, in regard of the urgent Necessities for Monies to supply the said Forces, a competent Sum may be appointed for that Use, out of the Monies arising by the Sale of Fee-farm Rents, or otherwise, as the House shall think fit; and that what Sum shall be appointed out of the Monies arising upon the Sale of those Rents, may, as Monies thereupon come in, be paid and received proportionably, for the Use of the Army and Navy; for that otherwise, if the Hundred thousand Pounds intended for the Navy, be first wholly satisfied, the Expectation of present Supplies, suitable to the Necessities of the Armies, will not probably be timely answered."

"Ordered, That Colonel Venne be desired to report to the Parliament the Particulars above mentioned."

Ordered, That Letters be prepared by the Committee of the Army, to be sent into all the several and respective Counties of this Commonwealth, for the Sixty thousand Pounds per mensem, to be assessed and brought in together: And that Mr. Speaker do sign the said Letters.

Ordered, That the Commissioners in the respective Counties, Cities, and Places, in the Act for the monthly Assessments of Ninety thousand Pounds, and Sixty thousand Pounds mentioned, do, according to the Direction in the said Act, cause a true particular Account of all the College Lands and Places exempted, in the respective Places for which they are Commissioners, to be sent up speedily to the Parliament, in such fort as by the said Act is directed, as well in relation to the Ninety thousand Pounds per mensem, as the Sixty thousand Pounds; which they are required to do, by the First Day of May next; and, in Default of doing the same by that Time, the House doth expect, that the whole Assessment of the Sixty thousand Pounds per mensem, and the Arrears of the Ninety thousand Pounds per mensem, be levied, and made up, upon the several Counties and Places aforesaid: And that a Clause be put into the Letter to this Effect.

Ordered, That it be referred to the Committee of Goldsmiths Hall, upon Conference with the Committee of the Army, to take the most effectual and speedy way for bringing in the Money, upon Compositions, for Supply of the One hundred and Five thousand Pounds formerly appointed for the Charges of the Army: And that Sir Arthur Hesilrig do take care hereof.

Resolved, That the first Two hundred thousand Pounds that shall be raised by the Sale of Fee-farm Rents, shall be paid; viz. One hundred thousand Pounds to the Use of the Army, and the other One hundred thousand Pounds for the Use of the Navy: And that the Treasurers for the Money to be raised by that Sale be required to make Payment thereof, in equal Portions, as the same shall come in, to the respective Treasurers of the Army and Navy, to be issued by Warrant from the respective Committees for the Army and Navy.

Ordered, That it be referred to the Council of State, to consider, and report to the House, how sufficient Supplies may be made for the Army and Navy; and of the Forces of each of them; and how that Business may be carried on out of the publick Treasury of the Commonwealth.

Ordered, That it be referred to the Council of State, to take care, That the Trustees and Contractors for Sale of the Fee-farm Rents do, with all Speed, expedite the Sale of the said Fee-farm Rents.

Delinquents Estates.

Ordered, That the Act for Sale of Delinquents Estates be brought in on Thursday Morning next.
