PRAYERS.

Cleve's, &c. Petition.

ORDERED, That the Committee for New England shall have Power to receive the Petition of Geo. Clevc Gentleman, and others, this Day exhibited.

Army.

Ordered, That Orders be forthwith sent to the Lord Mayor and Sheriffs of London and Middlesex, and to the Justices and Officers of Westminster, and the Liberties, to proclaim, by Beat of Drum, in all Places and Parts of their Liberties, that all Soldiers and Officers do repair to their Colours, upon Pain of Loss of their Pay, and of Death.

Sir W. Fleming.

Ordered, That the Execution of the Order, Yesterday made, for Removal of Sir Wm. Fleming from the King's Bench to Windesore, be suspended, till the House take further Order.

Lawly's Pass.

Ordered, That Sir Tho. Lawly Merchant, and his Lady, shall have Liberty to pass to Rotterdam; and, in his Way, to go to Gravesend, by Land, with his Coach and Four Horses, and One Man in his Company.

Stanynought's Scholarship.

Ordered, That Mr. Peter Stanynought, a young Scholar of Westminster School, chosen to Christ Church in Oxon, shall have Liberty to go to Oxon, to his Scholarship.

Lady Blagrave's Bill.

Ordered, That my Lady Blagrave's Bill be sent up to the Lords, at the next Message; and that my Lady Blagrave shall have Mr. Speaker's Warrant, to go to Oxon, to solicit the passing of that Bill with the King, with a Coach and Four Horses, Two Men Servants, and Two Maid Servants; provided that she carry no Letters with her.

The Tower.

Ordered, That Two hundred Pounds of the Duke of Richmond's Licence Money for Transportation of Cloths undrest, in the Hands of the Committee at Haberdashers Hall, be paid, upon Account, into the Hands of Sir Peter Wentworth; to be employed for the Reparation and Cleansing the Tower.

Conisbye's Imprisonment.

Ordered, That Mr. Conisbye, formerly committed to the Tower, as close Prisoner, be restrained to his Chamber; and no Man suffered to speak with him, but in the Presence of his Keeper; and that he be permitted no Pen and Ink, nor Paper, but at such times as the Lieutenant shall think fit and appoint; and that his close Imprisonment be taken off.

Seizure of Horses.

Ordered, That the Twelve Horses seized in the County of Essex from Sir Wm. Maxey, Sir Tho. Wiseman, and others, together with the Arms, be employed in the County, for the Service thereof, in Captain Riche's Troop; and that the said Captain do satisfy the Charges, in seizing and bringing up the said Horses, out of the said Horses, by the Sale of such as ... not fit for Service.

Payment to Harley, &c.

Ordered, That the Treasurers upon the Four hundred thousand Pounds do pay unto Sir Robert Harley, Sir Philip Stapilton, and others, the Thousand Pounds, taken up, upon their Security, for the Service of the Parliament.

Letter, &c. read.

A Letter from the Committee at Oxon, of the Seventh of April, with the Paper concerning the Magazines, and all the other Papers concerning the Forts, Castles, Towns, and Ships, and concerning the Disbanding; the which Papers, on each Head, are severally figured: The which were all read.

Surrey Assessments.

Ordered, That Sir Ambrose Browne be enjoined forthwith to go into the County of Surrey, to advance the Service of the House, in that County upon the Ordinance of the weekly Assessments, and all Ordinances for the Advance of Monies: And that all the Members of this House, that serve for that County, do join in signing the Warrants: And that all the Committees, and other Commissioners, of that County, that are not Members of this House, do join in the signing of the Warrants; and do meet respectively to advance that Service: And that the Commissioners, that are Members of this House, shall return the Names of such Commissioners as shall refuse to sign the Warrants.

Treaty with the King.

A Message from the Lords by Dr. Aylett and Dr. Heath;

The Lords desire a present Conference, by Committees of both Houses, in the Painted Chamber, if it may stand with the Conveniency of this House, concerning some Papers, which they have this Morning received from the Committee at Oxon.

Answer returned by the same Messengers;

The House has considered their Lordships Message; and will give a present Meeting, as is desired.

Mr. Pym, Mr. Marten, Mr. Reynolds, Mr. Holles, Mr. Glyn, are appointed Reporters of this Conference.

Mr. Holles reports from the Conference, that the Earl of Manchester acquainted them, that they had received a Letter, and divers Papers, from their Committee at Oxon, in Answer to the Propositions of both Houses. The Letter was read:-The Papers, being the same which this House received from their Committee, were not read.-Then he told them, though the Lords were not at all satisfied with these Answers, yet they were of Opinion, and did desire, that the Committee of both Houses formerly appointed for the Treaty and Cessation, might meet this Afternoon, at Two of Clock, to consider of them.

Resolved, That the Committee of this House, formerly appointed for the Treaty and Cessation, do meet this Afternoon, at Two of Clock, in the Painted Chamber, with the Committee of the Lords; to consider of the Papers this Day received from the Committee at Oxon, in Answer to the two first Propositions.

Persoh summoned.

Resolved, &c. That Lieutenant Markeham be forthwith summoned, in safe Custody.

Treaty with the King.

Ordered, That the Committee of this House, appointed to consider of the Papers this Day received from Oxon, do consider of some fit Way for Addresses to be made to his Majesty, that the Commissioners of Scotland, residing at Oxon, may, according to their Instructions, repair to London: And they are to consider of the Interruptions hitherto given.

Irish Affairs.

Ordered, That the Letter brought by Mr. Jepson, from the Lord Inchiquin, and the Business concerning the State of Munster, be taken into Consideration the first Business this Afternoon.

Ordered, That the Business concerning the Capuchins, now in the Sheriffs Custody, be considered of this Afternoon.

Waller's Petition.

THE humble Petition of Sir Hardres Waller was presented to the House; and ordered to be referred to the Committee for Irish Affairs.

Person to attend.

Resolved, &c. That Captain Sussex Camocke shall be forthwith summoned to attend this House.

Langerforte and Harwiche.

Resolved, &c. That Sir Harbotle Grimston and Mr. Squire Bence, Members of this House, shall be forthwith sent, as a Committee, to Langerforte and Harwiche, to inquire after the State and Condition of that Fort and Town; and, if they find Occasion, to take care of the Safety of the said Fort and Town; and to certify this House thereof: And that Sir Tho. Barrington do acquaint the Earl of Holland herewith; and to desire his Lordship's Assistance herein.

And further Ordered, That the Bailiffs of Ipswiche be aiding and assisting to the said Committee, as there shall be Occasion.

Raising men abroad.

Ordered, That the Information of Thomas Richardson, dated 6 Aprilis 1643, now read; giving Notice, that 3 Aprilis he was at Oastend; where he received Information, that Eight thousand Men were raising in Flanders, and to be shipped at Dunkirke, in the King of Spain's Ships, and to come for England; shall be forthwith sent to the Earl of Warwicke; and also a Copy of the Letter concerning Langerfort.

Payment of the Army, &c.

Rules to be observed in the Muster and Payment of the Army, to be recommended to his Excellency the Lord General, was read; and assented unto.

Service in Army.

An Order concerning the forcing of such as were not able to find Arms or Horses, to serve in the stead of such as did find Horses and Arms, was this Day read; and re-committed.

Message to Lords.

* * Carried up to the Lords the Order concerning the Isle of Wight; concerning the Monies staid at Gravesend; concerning Mr. Frost; for the Arrears of Lieutenant Colonel Gibb; the Ordinance concerning repaying Twenty-four thousand Pounds, payable by the Month, of the weekly Assessments, in the City of London, upon the publick Faith; the Sequestrations of Sabridgeworth, Gilstone, Cottingham, Witham, and Heylen; the Order for the Committee to dispose of the Contribution Money for Ireland.

Repayment of Money

An Ordinance for Securing and Re-payment of the Sum of Two thousand Six hundred Pounds, advanced for the publick Service of the Kingdom, upon the particular Credits and Securities, at several times, of William Earl of Bedford, Denzell Holles Esquire, Sir Tho. Trenchard, Sir Walth. Erle, Knights, Jo. Browne Esquire, Dennis Bond, Jo. Hill, Rich. Berry, Gentlemen, with others, in or about September 1642, out of such Monies as shall be raised within the County of Dorsett, upon the Ordinance of the weekly Assessment: And, if that shall not be sufficient for Re-payment of the said Two thousand Six hundred Pounds, with the Interest, then the Lords and Commons do engage the publick Faith for Repayment of the same.

Military Stores.

Ordered, That the Deputy Lieutenants of the County of Essex may issue out of the publick Stores and Magazines of the County, unto the Lord Grey of Warke, for the Service of the Forces sent out of that County, such Proportions of Powder and other Ammunition, as they, in their Discretions, shall think convenient and necessary.

Sussex Assessments, &c.

Resolved, &c. That Sir Tho. Pelham, and Mr. Stapeley, be enjoined forthwith, to go down into the County of Sussex, to advance the Service upon the Ordinances for the weekly Assessments, and for sequestring and seizing the Estates of Papists, Bishops, and notorious Delinquents.

Treaty with the King.

Mr. Pym presented, from the Committee, additional Instructions, to be sent to the Committees at Oxon, to direct them in their Proceedings upon his Majesty's Answer this Day received from the Committee at Oxon: The which were read; and, by Vote, upon the Question, assented unto; and ordered to be sent unto the Lords for their Concurrence: And then

It was Resolved, &c. That an Instruction should be added; that if they should not receive a positive Answer, according to the Desires of both Houses, to the Two first Propositions, before the time limited shall be expired; that then, the next Day after, they shall come away, without expecting any further Direction.

Sir Jo. Potts went up to the Lords, to desire a Conference, by Committees of both Houses, so soon as may stand with their Lordships Conveniency, concerning additional Instructions, to be sent to the Committee attending his Majesty at Oxon.

Sir Jo. Potts brings Answer, that the Lords will give a present Meeting, at a Conference, as is desired.-

Person Summoned.

Resolved, &c. That Sir Belthazar Jerbier be summoned, and brought in safe custody, for not appearing upon the Summons of the Committee.

Ordinance amended.

Ordered, That Mr. Richard Norton be named, in the Ordinance of the Eleventh of February, instead of Sir Tho. Jervoise; and have the like Power, to all Intents and Purposes, as Sir Tho. Jervoise, by the said Ordinance, had, might, or ought to have.

Answer from Lords.

Mr. Reynolds brings .., that to all the Orders carried up by him, the Lords will send Answer .. Messengers of their own.

Scotch Commissioners.

Mr. Pym likewise presented, from the Committee of this House, an Instruction concerning the Commissioners from Scotland, now at Oxon; &c: The which was read; and re-committed.

Subscriptions for Ireland.

Mr. Maynard reports the Amendments to the Bill concerning such as have not brought in their Monies according to their Subscriptions, for reducing the Rebels in Ireland to their Obedience, &c. which was formerly recommitted: The which were read; and, by Vote, upon the Question, assented unto: And the bill, with the Amendments, upon the Question, ordered to be ingrossed.

Treaty with the King.

Mr. Pym reports that the Lords do agree in all the Instructions carried up at this Conference, with some little Alterations in the last Article, viz. leaving out these Words, "upon the Day following come from Oxon;" likewise, the Word "all" after the Word "with," and before the Word "convenient," to be left out: The which was put to the Question; and, by Vote, upon the Question, assented unto, to be left out accordingly.

The Question being propounded, whether this Concurrence with the Lords should be now returned to the Lords;

Bandonbrige Town.

Ordered, That a Collection shall be made for the Relief of the distressed Inhabitants in the Town of Bandonbrige (being all English Protestants) for one Lord's Day, in all the Parish Churches in London and Westminster, and the Suburbs thereof, with the Borough of Southwarke; and that there shall be a Collection likewise made, one Lord's Day, in the City of Bristoll, and County of Somersett; and that the Monies so collected shall be paid to Captain William Woodhouse, and Mr. Abraham Savage, or their Assignees; upon Account.
