Loan from the City.
Lord Digby reports from the Conference, That Mr. Recorder had made a long Speech; the Effect of it, in brief, was, that the Lord Mayor, &c. had called a Common-council; that they proposed the Loan of One hundred and Twenty thousand Pounds; they set forth the Security, upon which it was desired; expressed the Desires of the Parliament, and Necessities of the Kingdom: But, in fine, no Money would be promised. That the Lord Mayor, and Court of Aldermen, and himself, were very willing to yield their best Endeavours to the Furtherance of the Service; but they were no constitutive Body, nor able to make Laws for the Lending of Monies; and therefore could but persuade, and not compel.
Ordered, That the same Committee, formerly appointed to treat with the City, shall repair to the Committee of the Lords, to confer with them, and to make Tender of personal Security, to be joined with the Lord Mayor, Recorder, and Aldermen, for the Advancement of ready Monies.
