Mr. Whystler reporteth the Bill against Assignment of Debts,with Amendments; which twice read. - Engrossetur.
Salt Patent.
Mr. Whitby reporteth from the grand Committee for Grievances, that the Committee hath resolved, the Patent, granted to Mr. More, and other, for making Salt, to be a Grievance. - No valuable Consideration for the Patent, nor no Rent reserved : Many Grievances in the Execution, and divers inconvenient Clauses in the Patent: Penalties appointed; the Patentees have a third Part thereof: The Patent not describing the Manner of the new Invention, yet a Non obstante. -
The Patentees not the Inventors, but one Waymouth; and Invention, in this Case, not assignable. No new Manufactory in this: Addition of a Circumstance rnaketh it no Invention. Salt thus made, before their Patent; therefore no new Invention.- -
The Powers in this Patent, exorbitant: - To make Laws for making of Salt in England and Ireland. -
That Mr. More protested, if his Patent were condemned by this House, he would relinquish it.
Message to attend the King.
Mr. Chancellor of the Exchequer delivered a Message from his Majesty; that the whole House attend his Majesty To-morrow, at Nine of the Clock, in the Hall at Whytehall; and that, in the mean Time, all Proceedings, both in the House, and at Committees, to cease.
Adjournment.
