Appending: memorial dated Jan. 4 inst. to the Lord Treasurer from Theodore Jacobson, Agent for the Hanse Towns, shewing that the Hamburg convoy Leopoldus Primus at present in Plymouth port with orders to conduct to Spain and Portugal some merchant ships belonging to the city [of Hamburg] had a small Vict[ualle]r, called the Young Tobias, "desinged him [the Commander of the Leopoldus Primus] from thence [Hamburg] only with provisions for the ship's crew" therefore prays on behalf of the Senate of Hamburg leave to transfer said provisions from the Young Tobias to the Leopoldus Primus.

Warrant by Treasurer Rochester to the Customs Commissioners to permit Thomas Glover, merchant, to re-ship for some foreign port some beaver skins which he imported ignorantly from Holland, one parcel being seized under the Navigation Act and he obliged to compound with the King and the Customs officers and pay two-thirds of the value besides, amounting to some hundreds of pounds, and another parcel thereof coming from Amsterdam he tried to stop, but could not, and on their arrival in the ship belonging to Samuel Smith, they were seized by Mr. Watts, the tidesurveyor. Warrant by Treasurer Rochester to the King's Remembrancer for a special writ of Capias, Fi Fa and extent against Jeffery Grove and Richard Stadding, both of Taunton St. Mary Magdalen, clothiers, and Thomas Standard, of Taunton St. James, clothier, sureties of Christopher Cooke of Wilton, co. Somerset, clothier, on the said Cooke's recognizance of 1,000l. for his appearance at the last General Assizes there; same being forfeited, as is certified by John Tayleur in the absence of the sheriff of Somerset. Jan. 7. Warrant by Treasurer Rochester to the Clerk of the Pipe for a lease to Sir Hugh Piper of the agistment of the Park of Launceston as demised 1663, May 22, to Thomas Rosse of Richmond, Surrey. The present lease to be for 99 years terminable on three lives, at the ancient rent of 33s. 4d. per an., fine of 100l. and 25l. for buying off the increased rent of 8l. 6s. 8d. for the remainder of the term in being. Warrants not Relating to Money XI, pp. 190–2, 193.
Prefixing and appending: (a) particular and memorandum of the premises by Richard Meredith, Deputy Auditor of the Duchy of Cornwall. There is no assignment from Rosse enrolled in my office, but Piper has been accepted as tenant ever since 1661. (b) Ratal thereof by John Fisher in the absence of the Surveyor General of Crown Lands. (c) Entry of the Treasury signature dated Jan. 23 of the docquet of this lease.

Warrant by Treasurer Rochester to William Aldworth, Auditor for co. Huntingdon, to allow the items of 13l. 3s. 10d. and 12l. 16s. 6d. expended by Mr. East in several journeys to Staughton Magna, co. Huntingdon, when employed by Mr. Graham to survey and take possession of that manor upon the King's purchase thereof. Money Book VI, pp. 210–11.
Prefixing: bill of said charges and Auditor Aldworth's report thereon on a reference from the Lord Treasurer. The charges are reasonable. The Attorney General and divers ancient officers of the Exchequer have informed me that the purchase deeds ought to be enrolled before the Auditor for the county and then lodged in the King's Remembrancer's Office among the rest of the evidences of the King's revenue; but for the other part of the King's private estate in England which is granted to the Queen's Trustees there is no need to put them in charge before the respective Auditors until the termination of the Queen's interest therein.
Jan. 9. Royal warrant authorising Charles Fox, late Paymaster of the Forces, to pay the Forces up to Jan. 1 inst.: Richard, Earl of Ranelagh, having been appointed Paymaster in his place by great seal dated Dec. 28 last, but the King designing that Ranelagh should enter on said office only from Jan. 1 inst. in order to the better and more regular making up of the accounts of said Fox, the accounts of the Paymaster of the Forces terminating yearly at Dec. 31. Fox is likewise to receive all moneys unpaid on orders already drawn on the privy seal of 1685, Sept. 10, and he is likewise to sign all debentures relating to said office before Jan. 1 inst. Jan. 9. Henry Guy to the Commissioners of the Privy Seal to take care that no grants pass the privy seal of any lands, or moneys or other things relating to the revenue, nor pardons of fines, forfeitures etc. until the Lord Treasurer shall have first signed the docquet thereof according to orders of Council heretofore made in that behalf. Same to the Customs Commissioners. In your report of the 4th inst. you say you conceive the three Lower Counties of Delaware River to be a separate Plantation and that [merchants in] it ought to give security and pay the duties (as other colonies do) for goods passing from one Plantation to another. Send the Lord Treasurer a form of what you think fit to be sent to the said Plantation to induce them to pay the said duties and to give security as you say they ought to do. Ibid.
Jan. 11. Royal warrant to the Clerk of the Signet for a privy seal for an annuity or yearly pension of 800l. to Sir John Chichely in consideration of good and faithful services: to be payable quarterly from Christmas, 1684, during pleasure: the four quarters to Christmas last to be paid forthwith. Jan. 11. Treasurer Rochester to the Earl of Bath. There is some difficulty in the cause depending before you between the King and James Kemp of Penryn, merchant. If it seems difficult or doubtful to you please suspend judgment thereon so that I may lay it before the King in Council. But if no such doubt arise I desire you to give judgment in the cause as soon as you conveniently can. (This letter is struck through, but is repeated verbatim as part of the following item.) Prefixing. memorial dated Jan. 11 inst. from Ano. Stephens to the Lord Treasurer. In 1682 I lent 2,500l. to John Hinds of London, goldsmith, who was also one of the late Farmers or Managers of the Hearthmoney, and received from him two tallies of 3,500l. for part of their advance money, the said Hinds asserting that the said Farmers could not be discharged upon their account without producing the said tallies. I beg that the Farmers be not discharged till said tallies be produced or the money satisfied.
Same to the Customs Commissioners to send a Customs officer to the Duchess of Lauderdale's house at Ham to visit her goods which are to be sent to Scotland. Ibid.

You have given the Lord Treasurer an abstract of bills, tickets and books entered and numbered at the Navy Office between Nov. 30 and Dec. 14 last, and another abstract of such bills as are assigned for payment and paid in the same time, and also a state of the cash in the Treasury of the Navy between said dates and an estimate of the debt of the Navy made up to Dec. 14. Report by same to the King on the petition of Col. James Graham appointed by Charles II Ranger and Keeper of the Park and House at Bagshot wherein he has expended 3,819l. 11s. 10d. in ready money (the house being very ruinous) and 247l. 0s. 4½d. for impaling etc. The grant of said office being during pleasure is determined by the late King's death. The account (here detailed) as prepared by Auditor Done, shows that he has expended 3,758l. 9s. 7d. leaving 2,558l. 9s. 7d. due over the 1,200l. imprested to him and there is further due said 247l. 0s. 4½d. to artificers etc.: but out of the total surplusage of 2,805l. 9s. 11½d. the item of 139l. for Exchequer fees ought not to be allowed. The surplusage therefore will be 2,666l. 9s. 11½d. Ibid, pp. 192–3.

Francis Munday as assistant to the surveyor at the Pill at 40l. per an. loco Thomas Allen, one of the tidesmen in fee in Bristol port, lately deceased, said Allen having tor some time officiated as such assistant at the Pill with the salary of 10l. per an. and 3s. a day or 64l. 15s. 0d. per an. in all.
Jan. 11. Reference by Treasurer Rochester to Sir Robert Sawyer. Attorney General, of the petition of the Lord Mayor and other Commissioners of the Royal Foundation in Christ's Hospital as referred from the King Dec. 31 last: petitioners praying a grant of a further discovery made by them of a yearly sum of 50l. for eight years left by Thomas Bell, of London, chirurgeon, in his will dated 1680. Dec. 17, to Mr. Collins, Mr. Griffith, Mr. Cockayne and Mr. Partridge, ministers of the Independent churches, to be disposed of among the ministers and poor of Congregational churches. The said Bell died about 1681, so that there is 225l. due on said annuity. Reference Book III, p. 237.

Appending: (a) the case of Robt. Johnson, born in Scotland but free of Belfast in Ireland, and owner of a plantation in Antigua and has there a house and servants. By the Act of Post Nati all the subjects of Scotland born after King James [the First's] coming to this Crown [of England] are naturalised and in all cases pay the same Customs and no more than the English born subjects: and living in England, Ireland or the Plantations (as the laws of the Customs and Navigation now stand) are entitled to the same privileges of being owners of ships and sailing as English. The said Johnson caused to be built at Coleraine in Ireland the ship May Flower of Belfast, burthen about 50 tons of which he is sole owner, to trade between England, Ireland and the Plantations and manned her according [to law] with the subjects of said places, yet lately arriving from Antigua laden with sugar, tobacco, indigo, and cotton, his ship is seized at Whitehaven by Capt. Kirby upon pretence she belonged to the people of Scotland, though the said Johnson has neither house, family or any kind of habitation there or elsewhere but at Antigua.

Appending: (a) letter dated Jan. 11 inst. to Treasurer Rochester from Sir Richard Dutton. My account is passing before the Auditor. He tells me there is 1,276l. 7s. 6d. balance of the last account which was cleared by my salary to Dec., 1683, for which a privy seal must be passed or a tally struck. I pray your warrant for one or the other of these so that the Auditor may be impowered to discharge me of so much on my account, and also that I may in like manner be allowed, in my account, my salary, which to Christmas last comes to 1,782l. 10s. 0d.

Jan. 13. Henry Guy to the Earl of Ranelagh [Paymaster of the Forces] to forthwith furnish Capt. Shales with 200l. towards building the Hospital upon Hounslow Heath "in the same manner that Mr. Fox used to do; which Mr. Toll can acquaint your lordship with." Out Letters (General) IX, p. 247.
Copy of a Treasury minute. Sir William Stapleton. Governor in Chief of the Leeward Islands, attended the Lord Treasurer this day touching the pay due to himself and two Foot Companies in St. Christopher. My Lord, taking note of the arrears due in July last, amounting to 13,914l. 2s. 8d., assures Sir William that 3,000l. shall be immediately satisfied to him and the remainder of the debt shall be likewise suddenly discharged in sterling money; but that so much as is become due since July last to the two Foot Companies, or shall grow due to them, shall be answered in a very short time and so constantly for the future every three months or oftener without fail in prices of Eight which are to be received by the soldiers at the current rate in St. Christopher: with which Sir William Stapleton seems very well satisfied. Jan. 14. Henry Guy to the Customs Cashier to forthwith pay into the Exchequer 3,478l. 10s. 8d. in part of 3,608l. 18s. 1½d. remaining of the money received by said Cashier for sugar and other goods sold upon account of the Four and a Half per cent. Duty from Barbados and the Leeward Islands.
