Treasurer Rochester to Francis, Lord Howard of
Effingham, Lieutenant and Governor General of
the Colony of Virginia. Mr. Blathwayt has presented
to me three accounts of his Majesty's revenue in
Virginia (1) of the 2s. per hogshead on tobacco
exported thence for the year 1684. (2) The like
for the year 1685. (3) Several sums received for
his Majesty's quit rents in that colony. In the first
account I find three particulars relating to Lord
Colepeper amounting to 802l. 3s. 0d. for the man-ofwar sloop, for the Guard and for the soldiers'
quarters. These I have not thought fit to allow
as his Lordship has received full satisfaction from
his Majesty in discharge of those particulars, besides
a compensation for all his pretentions during his
government in Virginia; so that the Auditor is
to ease his Majesty's revenue of that charge which
must be made good by Lord Colepeper in pursuance
of his agreement with the late King and the said
King's letter dated 1684, May 24. |

Upon the second account I have only observed
that there is a new charge brought upon the King's
revenue for postage of letters, which is likewise
disallowed [by me]. As to the [third] accompt
[viz. that] of the quit rents I am glad to find that
there is so much already received and that your
letters give assurance of a further improvement
of that revenue. The King is pleased that the
debt of 460l. 19s. 11d. on the duty of 2s. per hogshead be discharged out of the 513l. 15s. 7d. arising
from the quit rents, all for the better support of
the government [of Virginia] as a testimony of his
particular regard for said colony. Intimate this
to the Council and Assembly that they may have
a due sense thereof and further acquaint them that
although by the assignment of Lord Colepeper the
King is legally entitled to the whole profit of the
escheats happening in Virginia, yet as a further
instance of his grace and favour his Majesty will
immediately accept of the composition of two lb.
of tobacco for every acre of escheated lands. There
are some other profits arising to the government
[of Virginia] which are necessary hereafter to be
accounted for according to the practice of other
Plantations and the King's former directions, as
the duty arising by wine licences and the tribute
beaver and other things which are to be brought to
accompt, to what use soever the King shall think
fit that they be continued to be applied. Communicate the subject matter hereof to the revenue
officers and keep me informed of any improvement
of the quit rents, the profits whereof are not to be
disposed of without the King's particular orders. |

filed with us his information of a large discovery
of said lands in co. Surrey and we summoned the
occupiers before us to show their title. Allen is
ready to make far larger discoveries of the like in
other counties. Marryott has produced witnesses as
to some waste lands in Surrey, but he refuses to
make further proof thereof and has boasted he
could stop our Commission at his pleasure. We
think he has some private and sinister designs to
gain a present reward from his Majesty or an
opportunity to bargain with the occupiers. There
are several reputable persons ready to make large
