their oil in the same manner they have done for
many years past by virtue thereof. |

from Col. Stede, Lieutenant Governor of Barbados,
to Mr. Blathwayt. I enclose you an accompt of
sundry goods shipped off by the Commissioners or
Agents of the late Farmers [of the Four and a Half
per cent. Duty in Barbados] being collected by them
on account of said duty before the expiration of the
farm but shipped since [such expiration] "for which
they pretend to pay no [export Customs] duty for it
to the King, which [claim] we have disputed with
them, and at last submitted to my Lord Treasurer's
determination." |

enclosed papers [missing]; one being a memorial
delivered by the French ambassador to the King;
two others touching sugars etc. shipped from
Barbados since 1684, Dec. 25, for the late Farmers

Royal warrant to the Governor of Virginia. Thomas
Sands of London, merchant, petitioned the late
King concerning tobacco exported from Virginia
in 1665, but captured by the Dutch ut supra,
Calendar of Treasury Books, Vol. V, p. 800, on which
petition Treasurer Danby reported ut ibid, p. 999.
Thereupon several orders of Council were passed
for allowing him to export an equal quantity of
tobacco free of the Virginia duty of 2s. per hogshead.
Notwithstanding this the said Sands had no benefit
of the said orders, but has been put to great charge
in seven years' solicitation of this business wherefore
he has prayed leave to ship 800 hogsheads of tobacco
free of the impost of that country. You are hereby
required to order him such liberty. |

contrary to the method therein directed. Hereon
Mr. Graham and Mr. Burton have reported to the
Lord Treasurer that said petitioner has stood three
times in the pillory and lain 11 months in execution
for said fine and is certified by many worthy persons
as loyal. Thereupon the Lord Treasurer was about
to report [favourably] to the King, but Sir James
Butler has told his lordship that the Queen Dowager
and St. Katherine's Hospital have a right to the said
fine. You are to examine and report what title the
said Queen or the hospital may have to said fine. |
