Warrant by Treasurer Rochester, dated Windsor Castle, to the Customs Commissioners to employ Mathew Anderton as Collector of Chester port loco Sir Peter Pindar, who by reason of his great age and weakness of his eyesight is willing to be eased of his said employment at Michaelmas next, as he has signified by letter to the Customs Commissioners; said Anderton having been long deputy customer of said port with great integrity. Royal warrant [to the Lord Chancellor of Ireland] to give order to the Receiver General of the Revenue, Ireland, to pay 3,000l. to Henry, Earl of Clarendon, as royal bounty towards his equipage and preparation for his employment as Lieutenant General and General Governor of Ireland. Royal warrant to the Clerk of the Signet for a privy seal for payment to Charles Osborne, esq., out of the Customs revenue, of 333l. 6s. 8d. in lieu of salary as General Surveyor of the Customs for the half year ended June 24 last. (Warrant by Treasurer Rochester dated Oct. 30 hereon to the Customs Cashier to so pay same. This warrant quotes the privy seal as dated Sept. 30.) King's Warrant Book X, pp. 194–5. Same to the Attorney or Solicitor General for a great seal for continuing and establishing the office of Collector, Surveyor and searcher of the Customs within the Colonies of New England under the management of the Customs Commissioners of England and for a regrant thereof to Edward Randolph with the salary of 100l.: the said office having been erected by patent of 1679, Oct. 15, under the great seal and granted to said Randolph during pleasure, his grant being therefore void by the death of Charles II.: but it being thought necessary for the better observance of the laws of Trade and Navigation to continue said office which said Randolph has faithfully executed to the utmost of his power. He is hereby to be empowered to search for and seize all European goods carried to any of the New England Colonies contrary to Acts of Parliament being not bona-fide laden in England and such enumerated commodities as shall come to New England from any other the King's Plantations without payment of the duties as by 25 Car. II, c. 7, and to seize all ships lading enumerated commodities without first giving bond as by the Navigation Act of 12 Car. II, c. 18, and also all goods and ships liable to forfeiture as uncustomed or prohibited. King's Warrant Book X, pp. 195–6.
Money warrant for 3,000l. to Thomas Hall in repayment of so much by him lent into the Exchequer the 8th inst. on credit of the Hearthmoney due at Lady next day: with 6 per cent. interest payable [or to be made into principal] at the end of every six months. Sept. 21. Robert Squibb (in the absence of Henry Guy) to Mr. Stephens [Navy Cashier] for an account what is due to Deptford and Woolwich Yards for one quarter; also whether said Yards are now in course for a double quarter. The money is ready. If they are in turn for a double quarter the money for one quarter will be paid this week and for the other quarter next week. But keep in hand this money you receive this week for the one quarter until you receive that for the other. There is ordered 1,642l. for stores for the supply of the Sallee squadron. Appending: letter dated Windsor Castle, Sept. 7, from Henry Savile, Vice-Chamberlain, to Treasurer Rochester. There is wanting for the King's service two cases of Manchester bayes for two rich cushions that were made to the old offering carpet used at the Coronation and four cases of the same bayes for four stools made to the two blue velvet chairs for the Coronation: to be delivered to Mr. Kinnersly, Yeoman of the Removing Wardrobe. There is also wanting for the Queen's service an airing basket and a close stool covered with Turkey leather with double pans: to be delivered to Mr. Rogers, keeper of the Standing Wardrobe at Whitehall. Also a suite of feathers to be scoured for the King's bed.
Same to the Earl of Clarendon to direct the clerks of the Privy Seal to insert in every docquet which they send to the Treasury [a statement] whether the grant is to be for life or during pleasure. Ibid, p. 147.
Same to the Customs Commissioners, enclosing a memorial of the Marquis de Valparaiso, Envoy Extraordinary from the King of Spain, concerning some goods stopped by the Customs officers at Rochester. If they are for his own use they are to be delivered Customs free. Ibid.

Warrant by Treasurer Rochester, dated Whitehall, to same to employ John Rousby as collector of the Plantation duties at Patuxent river in Maryland; and Nehemiah Blackiston, who was intended to be collector of said duties in the whole Province of Maryland, to be collector thereof within the rivers of Wicomico and Pocomoke and places adjacent, to officiate only at Wicomico, where he inhabits, and George Layfeild, Comptroller and Surveyor to act as his deputy at Pocomoke for his present salary with power to appoint deputies for the duty of his own employment in the other two rivers. Reference by Treasurer Rochester to the Clerks of the Privy Council of the petition of Barbara Douglas, shewing that her former husband, Thom. Bell, and Sir John Cox were killed with one shot at your Majesty's back on board the Royal Prince in the late Dutch wars and that her present husband, William Douglas, has remained two years in slavery at Algiers and left petitioner helpless with three small children: having received no compensation for her previous husband's death prays for the ransom of her present husband, being 240l. or for some charity to save her from perishing. Same by same to William Hewer of the petition of James Power, shewing that he served as Ensign in the Earl of Dunbarton's Regiment at Tangier, and has 77l. 16s. 8d. due to him in the hands of Capt. John Preston which he was prevented receiving by being sent for to Ireland by the Duke of Ormonde: prays to be preferred before any Tangier creditors in whose behalf Capt. The rates thereof are to be 25l. for providing the boat and 145l. per an. for keeping thereof, viz. 40l. to a tidesurveyor and 25l. each to four able seamen and 5l. for wear and tear. Ibid.

Chantree's Company in Ireland, viz. 31l. 19s. 0d. to William Baine for 244 days as Corporal and 517 days as Serjeant; 9l. 10s. 3d. to John Marsh for 761 days as a private centinel; 9l. 10s. 3d. to Jno. Same by same to same to pay to the respective Captains of Horse and Foot of the late garrison of Tangier six months' pay (adjusted ut supra, p. 300) to themselves and to such soldiers and troopers only as shall appear by the last muster rolls of July 1 last to be now actually belonging to their respective Companies. As to the widows and other relations who have arrears of pay due on Tangier muster rolls, you are hereby to pay such as appear due by certificate from the Captain or chief officers under whom their husbands served, if same agree with the muster rolls. Appending: said petition as referred by Treasurer Rochester to the said Commissioners July 7 last: petitioner shewing that he was Receiver General of Hearthmoney in several counties for several years; that by the death of the late King such collectors being to enter into new bonds to the present King petitioner was prevented by sickness and the Commissioners deputed another: prays to be restored, being well acquainted with those counties where an improvement [in the said revenue] may be most expected.

Henry Guy to the Navy Commissioners to assign the 2,290l. 6s. 1d. due for the freight of the ship Europa for payment out of the 200l. per week (part of 400l. per week) which was assigned for payment of Lord Colepeper's bill of freight: the Europa's bill having been due from 1679, Dec. 10, "and no bill of freight due before that." Sept. 26. Same to the Customs Commissioners to send bearer for the Countess of Rochester's box of sugar candy which will be found in the two boxes in the warehouse carried thither by Mr. Lucas from a Rotterdam ship. Out Letters (General) IX, p. 148.
Warrant by Treasurer Rochester, dated Windsor Castle, to same to employ Richard Maydstone and his mate as boatmen at Whitstable in Sandwich port at 60l. per an.: as by the memorial of the said Commissioners of the 24th inst. showing that, upon laying down [discharging] the [Customs] smacks, Mr. Dickinson in his late survey of the coast of Kent and Sussex has for the better guarding those coasts appointed several small boats, and amongst them the above. Appending: letter dated Windsor, Sept. 23, from the Earl of Ailesbury, Lord Chamberlain, to the Lord Treasurer. The King and Queen have commanded that the mourning in both their apartments at Whitehall should be taken up and fitted to the borders of wainscot and the foot-carpets which were of black cloth to be taken away and Portugal mats with black colours in them to be laid and nailed down in the Queen's Privy Chamber, her Withdrawing Room, her Great Bedchamber, under the bed in the King's Bedchamber, under the purple bed in the King's Withdrawing Room and in the Great Eating Room, the last named not to be nailed down. Please order this to be done before the remove of the Court to Whitehall, which will be in the middle of next week.
