June 11. Same by same to the Surveyor General of Crown Lands of the petition of Sir Robert Townshend for a renewal of the lease of Coventry Park in the manor of Chilesmore and Duchy of Cornwall, granted him for 31 years by Charles II, he having been at great charges in recovering it to the Crown and in building the mansion house. Reference by Treasurer Rochester to the Customs Commissioners of the petition of Thomas Treglith; shewing that he formerly informed of William Thomlynson, formerly a tidesman at Topsham, for taking bribes together with Peregrine Parlibien (Parliaben) another tidesman there; that Sir Dudley North examined Tomlynson in May last but Tomlynson has not appeared for further examination and Henry, brother to said Peregrine Parlabyen, told John Morgan that either friends or silver should clear his said brother: therefore prays that Tomlynson may be further examined. June 12. Warrant dormant by Treasurer Rochester to the Customs Commissioners to pay Anthony Segar his yearly fee or salary of 62l. 13s. 4d. as one of the collectors of the great Customs and subsidies in Southampton port. Money Book VI, p. 72.

Warrant by Treasurer Rochester to the Customs Commissioners to pay 15l. to Mr. Plumb, late Clerk to the Solicitor [to the Customs], for appearing as evidence against Mr. Levy for frauds; Plumb having been ever since retained in the [said] Solicitor's service but [now] to be discharged from that office. Ibid.
Same by same to Philip Frowde, Governor of the Post Office, to make an additional allowance of 20l. per an. to Thomas Meeres, postmaster of Harborough, for performing two new stages intended from Harborough to Uppingham and Oakham for the conveniency of those towns and the places adjacent in consideration also that his present stages are very difficult and chargeable: said Frowde having reported that it will increase the revenue of the Post Office to settle a post to Uppingham and Oakham. Same by same to the Receipt. It is of great importance that persons who have or shall lend money at the Receipt should upon their receiving satisfaction deliver back their tallies of loan to be cancelled so as to secure the King and his successor against any further demand thereon. Although such tallies ought to have been delivered in and vacated from time to time and very many directions have been given to that purpose by the late Treasury Lords and by myself in the particular warrants for repayments of loans "yet, as I am informed by the Clerk of the Pells, the said tallies are left sometimes in one place and sometimes in another and sometimes the party never delivers them up to anybody, which may prove of ill consequence." Therefore the Chamberlains of the Exchequer, the Auditor of the Receipt, the Clerk of the Pells and all others concerned are forthwith to cancel all such tallies of loan and the counter tallies or foyles thereof as have been satisfied and delivered in: and for the future particular care is to be taken to take in the tallies and counter tallies for such loans and to cancel them and to make endorsement upon the respective entries thereof that the moneys due thereon are satisfied. June 12. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to John Cary, gent., of the office of Ranger alias Riding Forester in New Forest, co. Southampton: to wit, the office he held at the death of Charles II: with the fee of 6d. a day payable quarterly at the Exchequer in lieu of the like fee which has been payable out of the Crown revenues of co. Henry Guy to the Customs Commissioners to report on the enclosed petition [missing] of Diego Maget which is to be reported on to the Committee for Trade and Plantations. You are also to sell to the King's best advantage the redwood shipped on the Mary, Capt. Carter, and on the Coaster, Capt. Bramble. June 15. Reference by same to the Customs Commissioners of the petition of William, Earl of Yarmouth, shewing that his father had a grant from Charles II of some straggling parts of the Customs in which grant three years are unexpired at Michaelmas next but a stop is put to same by the King's or Lord Treasurer's order on some allegations that said farm determines with the late King's life and that the management of it separated from the rest of the Customs is a prejudice to the revenue: is ready to disprove this latter statement and prays consideration of his right. Reference Book III, p. 112.

Henry Guy to Mr. Stephens [Cashier to the Treasurer of the Navy]. The Customs Cashier is ordered to pay 610l. into the Exchequer to-morrow [to be issued to the Navy Treasurer] for fitting out to sea the Mary Rose and the Spanish Merchant. June 19. Henry Guy to the Commissioners of Excise and Hearthmoney. Send me this evening your opinion as to the method of collecting and managing the new imposition upon tobacco and sugar now granted to the King. Out Letters (General) IX, p. 89.
Same to the Customs Commissioners to deliver to Mr. Peirce, the King's waiter, for the Earl of Peterborough some pictures in cases and other things directed to said Earl and now at the Custom House; after payment of Custom. Ibid.

Reference by Treasurer Rochester to Charles Fox, Paymaster of the Forces, of the petition of Sir Joseph Tredenham, shewing that in 27 Car. II. he was granted the office of Captain of the Castle of St. Mawes, co. Cornwall, with the fee of 3s. a day and held same till 1679–80, Jan. 16, when he was commanded to disband the garrison except two gunners and since said date he has not been paid his said fee: prays payment thereof and that same may be put on the establishment of the army for the future. Reference Book III, p. 114.
Same by same to the Customs Commissioners of the order of reference from the King in Council dated Whitehall, June 12, made on reading the petition of John Clippingdale, master of the ship John and Catherine, praying for said ship to be made free, he having re-fitted her in English form out of a wracked outlandish bottom insomuch that three-fourth parts are English built, "or that a pass may be granted her to go to any of his Majesty's Caribbee Islands with leave to lade back for England, he having unadvisedly contracted to carry about 200 French people to Carolina." Ibid.
Same by same to the Commissioners of Excise and Hearthmoney of the petition of the Earl of Derby shewing that by reason of the poverty of his tenants in the Isle of Man he is obliged to accept cattle, fish, beer etc. in lieu of rent, which provisions are spent yearly in his house in Lancashire; that by Treasury order of 1679–80, Mar. 12, he was permitted to import same to Chester and Liverpool free of Customs, but said order is alleged to be void by the late King's death: therefore prays fresh order for same. Same by same to Philip Frowde, of the petition of Sir Thomas Dereham; shewing that when the Post Office was settled on the present King, then Duke of York by 15 Car. II, c. 14, 5,382l. 10s. 0d. was reserved to the King [Charles II] for payment of postmasters, expresses etc. and by the same Act none of the money was to be paid into the Exchequer; that the Duchess of Cleveland and Lady Green obtained grants of all the abovesaid sum excepting 182l. 10s. 0d. belonging to the Court Post or Letter Carrier to the King and [this alienation] obliged the Post Office to seek their extraordinaries from the Exchequer; that several years since Sir Thomas Deerham bought the said place of Court Post which he holds by patent for life and has been constantly paid quarterly by the Receiver General [of the Post Office revenue] Sir Allen Apsley, until the late King's decease; and there is likewise allowed to the said Letter Carrier the fee of 10s. a day extraordinary when the King resides out of London, the bill [for said extraordinary] being [first] signed by a Secretary of State "which last used to be included in the extraordinaries of the Post Office and paid by the Cashier [thereof] so soon as [the bill was] received from the Treasury"; but that the present King's accession has made some change in the payments, the Post Office not having any more recourse to the Treasury for their extraordinaries and the Receiver General ceasing to pay as formerly: therefore prays a dormant warrant for his said salary and extraordinary. June 19. Reference by Treasurer Rochester to the Surveyor General of Crown Lands of the petition of John Holman for a fresh life in a small tenement in the manor of Boyton, parcel of the Duchy of Cornwall. Reference Book III, p. 118.
Same by same to same of the petition of Peter Walley, shewing that the late King granted him a patent for the sole use and benefit of a certain engine lately invented by him by which he has lately conveyed water from the Thames to Sir John Butler's house upon the hill at Richmond; therefore praying leave to supply the said town with water. Same by same to same of the petition of Charles Garrett for leave to sell the stacked wood grubbed in the enclosure in Braywood and to proceed in taking up the other roots and to plough said enclosure and to sow 80 acres thereof with acrons so that same may produce timber; and likewise for stay of the informations against petitioner and Thomas Tuling. June 20. Money warrant for 300l. to Thomas Neale, Groom Porter, for half a year to Christmas last on the 600l. per an. to him in lieu of all his bills for furnishing several sorts of household goods and provisions to the King's royal palaces as by the duty of his office. Money Book VI, p. 79.
Privy seal for payment to Thomas Checke, esq., Lieutenant of the Tower, of the several allowances or expenses of the Tower as follows, being the same as were payable in the time of Charles II, viz. 200l. per an. for himself; 16d. a day for the Gentleman Porter; 14d. a day each for the Yeomen Warders together with such quarterly bills for fuel, repairs, diet and charges of prisoners as shall be signed by six members of the Privy Council: all to commence from Lady day past and to be paid quarterly without account or imprest. The Corporation of Kingston upon Hull having surrendered their Charter to the late King it was agreed between Lord Dartmouth and said Corporation, and approved of by the then Treasury Lords, that they should be paid 18l. per an. out of the Customs of their port in consideration of the Castle and some land heretofore belonging to the Corporation, which was then put into his Majesty's possession ut supra, Calendar of Treasury Books, Vol. VII, p. 1493. The Corporation are now renewing their Charter and the said grant of 18l. per an. is comprehended therein. You are to report whether said land is of the value of 18l. per an. Ibid.

Reference by Treasurer Rochester to the Surveyor General of Crown Lands of the order of reference dated May 13 last from the King in Council of the petition of the Master and assistants of the Hospital in the New Work near the borough of Leicester on behalf of the poor people of said Hospital; praying that the usual allowance of 230l. 1s. 7d. and 20 marks as a fee or salary for the Master which was formerly paid out of the fee farm rents of the Duchy of Lancaster, may be continued for the support of said Hospital, "the same (since the sale of the fee farm rents) falling short [by] 24l. yearly besides the fee of 20 marks to the Master."
