Mar. 11. Royal warrant to the Clerk of the Signet for a grant to Samuel Morland of 664l. 4s. 5d. as royal bounty and in consideration of good services performed, being the sum due to the King from the executors of Dr. Nicholson, late bishop of Gloucester, and William Warner, his sub-collector, for the Tenths of the clergy in that diocese for the years 1669 and 1670: to be paid by tallies on the said persons: or to be kept distinct in the Exchequer and issued to said Moreland if same should happen to be paid into the Exchequer. (Vacated and struck through, and replaced by a like warrant dated 1681, April 21, for a similar privy seal: the difference being that the said later draft recites this grant to be in consideration of 300l. to be by said Moreland paid into the Receipt, 100l. thereof before the grant pass and 200l. thereof on or before 1681, May 12, and in consideration further of said Moreland's good services.) Mar. 12. Treasury warrant to the Customs Commissioners to give the Hudson's Bay Company the like privilege that the East India Company and Africa Company and other Companies of merchants have, by their charter, for the shipping out, customs free, of the clothes, provisions, victuals, arms, ammunition, implements and materials necessary for the maintaining and defence of their forts, colonies and factories: but no such materials or provisions are to be shipped off without passing a warrant for the same. Treasury reference to same of the petition of William Holland who has been left out of the establishment of the Customs in spite of having put in an answer to the information against him: offers to justify himself. Reference Book I, p. 235.
Same to the Wine Licence Commissioners of the petition of Visct. Grandison and Col. Villiers, praying for confirmation of an order of Treasurer Danby dated May 1674, for tallies on the Wine Licence revenue for the arrears of that revenue for three years ending 1764, March 25. The Commissioners are to certify how much of said arrears still remains in their hands, and how much is still behind and unpaid. Ibid.

Same to the Attorney General of the petition to the King from Anthony, Visct. Falkland for a grant of all [ballast and sand] land, soil, gravel and stone within England and Wales (except the river Thames) within the high water mark and the lowest ebb of the sea, under the rent of 100l. per an.: the King having formerly granted a lease to James Halsall, esq., and others for a term of years of all the ballast and sand for ships in England and Wales from the highest water mark to the lowest ebb under a certain rent which was never paid nor conditions performed whereby said grant is void. Same to the Customs Commissioners of the petition of Abraham Peters for a place as landwaiter or jerquer London port. The Treasury Lords recommend him for the first such place vacant. Ibid.
Same to same of the petition of Thomas Burton, Jon. Evans, Richd. Goodlad et al. [the] five [under] searchers of London port for payment of the arrears of 96l. due to said Burton. Evance, Goodlad and Beauvoire for two years to Sept. 29 last on their salary at 12l. per an. each, and 39l. to Pierce for 3¼ quarters' salary to same time: they being obliged to constant attendance in their office from sunrise to sunset all the winter and from six in the morning to six at night in summer, and in consideration thereof were always heretofore paid half yearly by the Customs Cashier on a dormant warrant. Henry Guy to [the Auditor of the Receipt] to issue (out of Customs money that will be paid into the Exchequer for that purpose) 8,000l. to the Keeper of the Privy Purse. Disposition Book II, p. 53.
Same to same repeating the instructions of Jan. 6 last for paying off Major Brett's order of date 1680, July 3, for 60l. for half a year's interest on 2,000l. which [60l. at that time] you had not directions either to issue or to reserve." Ibid, p. 54.
Same to the Attorney General forwarding per Mr. Hoare the petition of John, Joseph and Phil. Roettiers, [Gravers of the Mint,] and Peter Janson, [Smith of the Mint]. Same to the Ordnance Commissioners to furnish Mr. Segar with a close waggon against Wednesday next at Whitehall to carry to Oxford the books, papers and other things belonging to the Treasury Office. Ibid.
Same to the Navy Commissioners to assign the payment of Capt. Daniell Parsons's debt of about 109l. out of two weeks of the [Navy's] weekly money. Ibid.
The Treasury Lords to the Commissioners for co. Southampton of the last Six Months' Assessment. William Taylor, Receiver of said Assessment for your county, has very timely answered same into the Exchequer and obtained his quietus est. At his request we give you advice hereof. Ibid.
Mar. 12. The Treasury Lords to the like Commissioners for co. Leicester. On Feb. 1 last we gave you notice of the great failure of John Hartop, Receiver General appointed by you for said assessment for your county. His arrear is about 2,160l. Having no answer from you we called said Receiver before us to know when his money should be paid in. To this he gives us a very uncertain and insufficient answer. It concerns you to see this great arrear speedily satisfied, for 8 per cent. interest must be paid for it at the Exchequer from the time it was due from your county to the day it comes to be answered at the Exchequer. The Receivers' bond may be put in suit as soon as you send it up to the King's Remembrancer. Out Letters General VI, p. 214.

Same to the Farmers of unwrought wood. You have not observed the directions of Feb. 17 last to pay 225l. into the Exchequer in part of your last Christmas quarter's rent. Pay same forthwith. Ibid, p. 215.
Same to the Navy Commissioners. The accounts of Sir Josiah Child, Mr. Papillion et al. relating to the Victualling, are not yet brought to the Auditors. Also Sir Tho. Littleton's account as Treasurer of the Navy is 10 years in arrear [i.e. undeclared]. The said accomptants allege that said accounts are not despatched by you. The Treasury Lords desire you to expedite the said accounts now lying before your Board, so that they can be transmitted to the Auditors for preparation. Ibid.
Treasury warrant to the Clerk of the Pipe for a lease to John Aston, gent, of the close of pasture land called Bromewell, alias Brintwell, with its appurtenances in Rendgworth [Rangeworthy], co. Gloucester (parcel of the lands and possessions of Sir Nicholas Poyntz, formerly a perquisite of certain lands the possession of the late Monastery of Winchcomb) and of a close in Toddington as below: all for 31 years from 1681, Lady day, at the rent of 13s. 4d. per an. the lessee, at his own charge, to recover possession of the premises for the King and not to compound with any pretended owner thereof to the King's prejudice. Prefixing: (a) Particular, from Auditor Anthony Parsons, of said premises. (1) Said close as late in the possession of Thomas Collimore and lately demised to Mathew Spencer, parcel of the monastery [sic for manor] of Bagston and parcel of the possession of Sir Nicholas Poyntz. (2) A close in Toddington, co. Gloucester, with three selions of land there late in the tenure of Richard Cardwell and lately demised to Thomas Garlick, parcel of the manor of Cotes and late of the monastery of Winchelcombe: all as demised to William Birch, 1606–7, Jan 28, for 40 years at the rent of 13s. 4d. for the close in Rengworth and 4s. per an. for the premises in Toddington.

Mar. 12. Report to the King from the Treasury Lords on the petition of Robert Williamson. We are of opinion same may be granted. Warrants not Relating to Money VIII, p. 318.
Prefixing: Report dated March 4 inst. from Sir Robert Sawyer, Attorney General, to the Treasury Lords to the like effect on said petition.
Treasury warrant to the Receipt to vacate 13 tallies as follows, levied on the Customs for the service of the Navy: five thereof dated 1675, Aug. 21, for 22,000l.; two dated 1675, Sept. 9, for 6,000l.; three dated 1666, Oct. 19, for 15,000l.; three dated 1666, Oct. 20, for 15,000l., or in all for 58,000l.; same being ordered to be cancelled in the privy seal of 1679, Aug. 20, the Treasurer of the Navy being thereupon allowed the said sum of 58,000l. in his account. Henry Guy, in whose possession they remain, is hereby to deliver same to the Auditor of the Receipt, who is to vacate them and the counter tallies thereof and make memoranda of the doing thereof. Same to Tho. Agar and Charles Strode, Surveyors General of Woods, Trent South, to fell old pollard oaks in Waltham forest or horn beams in Walwood to the value of 220l. for the repairs of his Majesty's lodge in Chapel Heynault walk in Waltham forest for Samuel Maydwell, present keeper of said walk: said repairs being reported on by said Surveyors 1678–80, Mar. 11, and 1680–1, Feb. 24. An account of the proceeds is to be made before the Auditor for co. Essex before Michaelmas next. Ibid, p. 320.
Same to the Barons of the Exchequer, the Treasurer's Remembrancer, the Clerk of the Pipe, and the Controller of the Pipe, to discharge the persons following of their convictions on the Recusancy statutes and of the seizures of their estates made thereupon, they being all of them Quakers: it being certified by Sir Charles Crofts Read, kt., and Tho. Holland, two of the Justices of the Peace for co. Suffolk, that all the said persons did on the 17 Nov. last publicly and openly declare and subscribe the declaration as in the Act of 30 Car. II. for the more effectual preserving the King's person: in consideration whereof the King did by order in Council of Feb. 16 last direct such discharge as herein. The said persons are as follows: Francis Bugg, clothier; Edw. Peachy, grocer; John Folks, husbandman; Joseph Mason, husbandman; William Rolph, Joseph Ellington, clothier; all of Mildenhall, co. Suffolk; Thomas Wood, of Wetherden, co. Suffolk, linen weaver; Thomas Judge, of Ashfield Magna, co. Suffolk, linen weaver; George Browne, of Norton, co. Suffolk, wheelwright; Stephen Baldero, of Hopton, co. Suffolk, linen weaver; and Tho. Balbrooke of Woolpit, co., Suffolk, husbandman. Ibid, pp. 321–4.

Mar. 12. Treasury warrant to the Auditor of the Receipt to take in from James Leere, gent, clerk or agent to Sir George Wharton, a tally for 1,344l. 11s. 0d. levied 1680, May 12, on the Hearthmoney Farmers as for the use of the Office of Ordnance and to vacate same together with the foil or counter tally, and in lieu thereof to levy two other tallies, one for 844l. 11s. 0d., the other for 500l., as of same date and on same Hearthmoney rent: it being necessary for his Majesty's service that said original tally should be split. Same dormant to Sir Peter Killigrew, the Receiver of the Duchy of Cornwall, to detain in his own hands from time to time the annuity or pension of 300l. payable to him out of the revenues of said Duchy, as same shall grow due, and also all arrears thereupon: and warrant clause to the Auditor of said Duchy to allow same in said Killigrew's account. Treasury warrant to Auditor John Phelips to allow 45l. 1s. 9d. to Hugh Holland in account as Receiver of Hearthmoney for London and Westminster for the year ended 1673, Sept. 29, for his extraordinary pains and diligence by which the revenue was considerably improved: and not to charge him with any 12 per cent. damages or interest for the money remaining on the foot of his account. Clause of direction by way of endorsement on a money order dated March 13 inst. for 5,758l. 1s. 8½d. to Sir Robert Vyner for gold works, gilt and white plate delivered into the Jewel House: as by the privy seal of Dec. 31 [sic. for Aug. 31] last, ut supra Calendar of Treasury Books, Vol. VI, p. 681–2. By the present direction said order is to be satisfied out of such money as shall be paid into the Exchequer by Sir Gilbert Talbot, Master of the Jewels, for the produce of a certain parcel of plate sold in pursuance of the privy seal of Aug. 31 last, ut supra ibid, pp. 681–2. Treasury warrant to the Customs Commissioners to order the Customs Cashier to pay 60l. to William Culliford for his extraordinary service in detecting the frauds and defects of officers, for seizing considerable parcels of uncustomed and prohibited goods and prosecuting several routs and riots to conviction. Money warrant for 4,000l. to the Duke of Monmouth for half a year to 1680, June 24, and for part of the succeeding quarter upon his annuity or yearly pension of 6,000l. Ibid, p. 3.
Same for 150l. to John Rogers and Anne his wife (the daughter of Richard Pendrell, deceased), for 1½ years to 1680, Lady day on their pension of 100l. out of the Tenths of the dioceses of York, Winchester, Lincoln, Exeter and Sarum. Ibid, p. 4.
Treasury warrant to Henry Guy, in accordance with the privy seal of 1679–80, Feb. 25, to assign to Francis Dorrington et al., owners of the ship Lester (which ship was sunk at Blackwall upon the approach of the Dutch fleet in June, 1667; as for the value of said ship and her lading as by a Navy bill dated 1668, July 16) the 1,447l. 2s. 0d. remaining still unassigned out of the order No. 104 for 18,590l. registered on the 412,925l. 14s. 6d. [part of the Eighteen Months' Assessment], which order was made payable to Lemuel Kingdon for the Forces and by Kingdon assigned to Guy for his Majesty's service; whereof said Guy has already in obedience to Treasury orders assigned to Richard Kent and Charles Duncombe 13,200l. Mar. 14. Treasury reference to William Harbord, Surveyor General of Crown Lands, to the petition of Sir William Jennens for a lease for 99 years of a certain piece of ground on the north-east part of St. James's Park between Rossington's Buildings and Albemarle House, being 456 feet in length and 223 feet in depth, for building a Bagnio: same being referred to the Treasury from the King Feb. 28 last. Reference Book I, p. 236.
Same to same of the petition of Frances, Duchess Dowager of Richmond and Lenox (as by a reference thereof from the King of Feb. 25 last) for a reversionary lease for 40 years of the offices of aulnager of the old and new draperies in England and Wales, same having been granted in 1664 to the late Duke her husband for 60 years upon which petitioner has her jointure and has purchased of her said late husband's executors the interest of the said farm. Treasury order to the Customs Commissioners to present Charles Fytche for the first vacant landwaiter's place in the outports. Ibid, p. 238.
Treasury reference to same of the petition of George Moore, merchant, shewing that in July, 1678, he imported about 400 quarters of oats in the Boore, Derrick Thompson master, that it was disputable whether the price was above the rate so as to pass the said corn at the low duty. Some thereof was sold above, but the major part was sold under which the Customs Commissioners would have the ruling market price within the meaning of the law and so would have petitioner pay the high duty; whereby a controversy arose between them and him [and whilst same was] depending the said corn was kept till it was so damaged that it yielded little above the duty of 5s. 4d. [per] quarter, and yet the Commissioners insist on the high duty and sue him for same. Prays an abatement of said duty of 5s. 4d. Ibid.
Same to the Taxes Agents of the petition of Lady Philadelphia Wentworth (as by the reference thereof dated the 8th inst from the King): shewing that there is above 3,000l. unpaid on her pension of 600l. per an.; that there is an arrear of 1,169l. 3s. 3d. due to the King in several counties of Wales never discovered but by petitioner: prays a grant thereof as towards the arrear of her pension. Same to the Attorney General of the petition of John Canham et al., Receivers General and Collectors of the Law duty under the grant of 1677, April 25: praying power to compound with offenders for fines and penalties in order to avoid charge and clamour. Ibid.
Mar. 14. Treasury reference to Mr. Stephens of the King's warrant for a privy seal concerning Mr. Parry's account of the money of the Queen's [Portugal or dowry] portion. Reference Book I, p. 240.
Henry Guy to the Wine Licence Commissioners not to grant any licences for retailing wines for a longer time than till Michaelmas next before which time the Treasury Lords will find whether the prohibition upon French wines will expire or not. Out Letters (General) VI, p. 215.
Same to the Attorney General. The Treasury Lords approve the following draft and desire you to see the Excise Farmers sign and seal same. Ibid, p. 216.
Prefixing: Draft of articles of agreement to be observed by the Excise Farmers (George Dashwood, Thomas Rowney, Sam Dashwood, Felix Calvert, Jon. Friend, William Stronge and Edwd. Buckley). On the 19th inst. there will remain due to the King 70,588l. to complete our rent of the present year of the Excise farm. We hereby covenant to pay weekly from the 19th inst. 5,430l. on account of said rent and the further weekly sum of 2,570l. on account of the present year's surplus: we being allowed 6 per cent. interest from date of such payments to such time as by the former agreements they ought to have been paid.
Same to Mr. Hewer to carry to his Majesty's subalmoner a list of all the poor maimed soldiers of Tangier that are not already provided for in hospitals. Ibid.
Same to Mr. Johnson to pay Capt. Macarty, Capt. Talbott, Lieut. Pursell, Lieut. Pursell [sic], Lieut. Mandevill, Lieut. Driscall and Ensign Corbet according to the list of officers of the Duke of Monmouth's Regiment of Foot that came out of France in the room of those officers that are gone to Tangier. Ibid.
Same to the Auditor of the Receipt. The Treasury Lords are content that Sir Robt. Vyner proceed to make and register assignments upon his perpetual interest provided he leave so much unassigned as amounts to the value of 50,000l. at least until the undischarged orders in his own or Mr. Stratford's name be discharged. You are to see this observed notwithstanding my Lords' direction of July 13 last or any other to the contrary. Ibid, p. 217.
Same to the Mint Commissioners. Mr. Taylor desires to have Mr. Shenton's house for his use. If it can be done without prejudice to anyone, gratify him. Ibid.
Same to the Ordnance Commissioners forwarding the petition of Mary Abrooke (Arooke) for 22l. 4s. 9d. In view of her necessities and the smallness of the sum my Lords desire it to be settled out of the first disposable moneys that shall be paid for the use of the Ordnance. Ibid.
Same to the Auditors of Imprests. The Treasury Lords are satisfied that Edward Griffin, Treasurer of the Chamber, did 1679, June 25, advance to the Guard of the King's Body and others of his Majesty's servants 1,700l. and similarly 1680, Sept. 13, 100l., to John Branche, the serjeant of the King's privy buckhounds. My Lords are content to allow him 8 per cent. interest on both these sums from the time of the advance thereof to 1680–1, Jan. 1. Ibid.

Money warrant for 4,973l. 14s. 10¾d. to William Hewer, Treasurer for the affairs of Tangier, as imprest for the extraordinary service of the present expedition and in part of the 50,000l. for same by the privy seal of 1680, Nov. 17, supra, Calendar of Treasury Books, Vol. VI, p. 741. Hereof 2,107l. 3s. 1d. is to pay four bills of exchange drawn from Col. Sackvile, 2,556l. 11s. 9¾d. is to pay five other bills from Mr. Shere, 100l, for Major Beckman on account of pay and 210l. for Mr. Pearse for quarters of sick soldiers. (Money order dated Mar. 16 hereon. Together with: a later letter of direction dated 1681, May 16, for the remaining 2,401l. 15s. 8¾d. of this order to be satisfied by tallies on the Customs.) Appending: copy of a previous report dated 1680–1, Feb. 9. from same to same on the like petition of Adam Gronen. On the occasion of the petition of Jacob Bell to the late Treasurer Danby, we reported 1676, May 23, representing the absolute use [need] of said commodity for several trades as certified by the dyers and feltmakers of London, and the impossibility of importing it from the places of growth, except through France or Holland, as is certified by divers merchants and druggists dealing in this commodity. Similarly on 1677, April 24, we reported advising a general liberty of importing it as was the case with the King's proclamation permitting the importation of spices from Holland, and that it should not be made an advantage by particular persons.
Mar. 16. Henry Guy to the Auditor of the Receipt. In your last certificate [of the weekly issues and remains of the Exchequer] there remains in the Exchequer 400l. of King's Bench fines. Hereof the Treasury Lords have directed 200l. to Lady Windham, in pursuance of the privy seal of Oct. 20 last. The remainder is to be kept for my Lords' particular direction. My Lords desire that the Teller in whose hands these fines remain do advance 100l. in part thereof to Robert Squibb, junr., who is directed immediately to pay same for his Majesty's service.
