Royal warrant to the Clerk of the Signet for a privy seal to the Treasury Lords for taking in at the Receipt loans not exceeding 500,000l. on the Act [4 Wm. and Mary, c. 3] granting certain rates of Excise with offer of survivorships: all by reason that the 500,000l., part of the 1,000,000l. credit thereon, hath not been advanced at the Exchequer before the date of May 1 therein stipulated, and divers subjects are willing to lend on the alternative clauses as therein. Henry Guy to the Auditor of the Receipt to issue 100,000l. to the Earl of Ranelagh on an order dated this day [supra, p. 174] for the service of the Forces: to be issued out of loans to be made by said Earl on the credit of the 500,000l. loans on contributions, ut supra, p. 179, “which sum of 1,000,000l. [sic for 100,000l.] their Lordships do desire may be placed in the first part of the said credit, but that the orders for the said loans may be so drawn as to be payable without interest.” Disposition Book XI, p. 155.
Same to the Customs Commissioners for a certificate of the yield for the year ended 1687, Sept. 29, and every year subsequently, of the 30s. per tun on wines and of the duties on cider, perry and vinegar payable by aliens and which have been usually placed to the account of subsidies (exclusive of the aliens' duties confirmed by the rule annexed to the Act of Tonnage and Poundage). Same to Auditor Bridges to discharge Sir Charles Littleton from the 200l. received by him when he was a Sub-Commissioner of Prizes in the time of Charles II, which sum he alleges was given him by said King as a reward for bringing in an East India prize ship of great value. What is the easiest and most proper way to discharge him thereof? (Treasury warrant [to the King's Remembrancer] to supersede any process against said Littleton for same.) Ibid, p. 57. Money warrant for 1,692l. 5s. 11d. to Sir Leonard Robinson [Chamberlain of the City of London] for the charges and pains of himself, agents and clerks, in receiving from the Exchequer and repaying [to the lenders] 441,668l. for principal and interest to divers citizens of London and others for the loans by them made on credit of the second Twelve Months' Aid and in keeping distinct accounts with the lenders of the said moneys. Henry Guy to the Auditor of the Receipt to forthwith issue 100,000l. to the Treasurer of the Navy: out of loans to be made by said Treasurer on credit of the 4s. May 2. Henry Guy to Mr, Shales, enclosing a certificate, missing, of money paid by the Treasurer of the Navy between April 22 and 30th ult. Out Letters (General) XIV, p. 57.
Same to Mr. Yard to insert (a) infra before the advertisements in the Gazette for the next three weeks. Ibid.
Appending: (a) “the Auditor of their Majesties' Receipt gives notice that the Act for securing certain recompences and advantages upon survivorship and annuities doth direct that the lives of such as have advanced any moneys thereupon before the 1st day of May be named by the several contributors, their executors or administrators or such as was employed by them to pay in the said sums, within 14 days after the 24th of June, 1693.”

Treasury warrant to the Attorney General to enter a noli prosequi to the information against a Dutch built ship called the Horne, now the Sarah, 250 tons, and her lading; Giles Merick, merchant of Bristol, owner thereof, having leave in Aug., 1691, for her to go to Virginia or Maryland for tobacco, which licence of leave Merick got confirmed in 1692, July 14, in consequence of threats of seizure, and the ship arrived at Bristol in Oct. and Merick paid 3,362l. duty on her lading, yet Dutton Colt and Charles Sims, officers of Bristol port, have seized the ship: and on Merick's petition the Customs Commissioners having reported that “by the Common Construction of the Acts of Trade and Navigation and of the practice thereupon for many years past, a foreign [built] ship truly owned and manned by English may import tobacco from their Majesties' Plantations without forfeiture of either ship or goods, as is attested by the certificate of Mr. William Waterson, one of the most ancient and experienced officers in the port of London”: and further that the said ship hath openly and fairly proceeded under all the regular and necessary despatches to and from Virginia, going out in her ballast and being wholly owned and manned by English. This present discharge is not to apply to any other informations should they be exhibited against said ship and goods on any other account. Treasury reference to the Attorney General and Surveyor General of Crown Lands of the petition of Sir Robert Cotton of Combermere, co. Chester, for a lease of the minerals of coal, lead, ore, copper etc. in the lordship of Denbigh; he being their Majesties' steward of the manor of Denbigh and willing to be at expense in searching for said minerals. Treasury letters patent appointing Thomas Lassells, esq., to be housekeeper of the Excise Office with 200l. per an. from Lady day last: as amply etc. as Robert Ferguson, gent., Nicholas Fenn or any other predecessor therein, during royal pleasure: he to keep at his cost a sufficient porter to attend the gate there and sufficient persons to take care of the wood yard and other yards belonging to the said house. Treasury reference to Sir Christopher Wren, Surveyor General of Works, of the petition of Dr. Hawkins, chaplain of the Tower of London, shewing that his dwelling house is very old and ruinous and not large enough to hold his family, that there are the ruins of all [an] old foundation adjoining to his house, upon which an addition of one room and garret may be added to his house at an easy charge: therefore praying for 100l. for said repairs and addition. Report to the Queen from the Treasury Lords on the petition of the poor, distressed widows, masters, owners and others concerned in the transport ships employed in the reduction of Ireland. We find that the debt owing to the petitioners as computed by the Commissioners for Transport Service amounts to about 320,000l., which debt has not been provided for by Parliament. Before his going to Holland we presented to the King a scheme of all the funds for this year [see supra, pp. 153–5] out of which the expense of the war was to be supported, whereby it did appear that not only the estimates were short of what the service will require in this present year, but that the funds provided by Parliament will likewise fall short of those estimates. Nevertheless if your Majesty, in compassion to the distressed condition of the petitioners, and until such time as a provision for this demand can be made by Parliament, shall be graciously inclined to allow interest for some part of the debt due to each petitioner, we are of opinion it may be some relief to them; although this cannot also be done without your Majesty's charging your own revenue therewith, which is already very far anticipated as well for the war as otherwise. May 5. Treasury warrant to the Customs Cashier to pay 285l. 2s. 6d. to Gilbert, Bishop of Sarum, Chancellor of the Order of the Garter, for half a year to 1693, Lady day, on the annuity for the support of the honour of the Order. Money Book XII, p. 69.
Henry Guy to Mr. Twittey. My Lords find that the 500l. directed April 20 last, supra, p. 163, for Lords Willoughby, Morley, Eure, Culpeper and Hunsdon, was by mistake applied to some other use. To whom was it paid? Disposition Book XI, p. 159.

The Treasury Lords to Col. Fras. Kendall, Capt. General and Governor in Chief of Barbados, St. Lucia, Dominica, St. Vincent and the rest of the Caribbee Islands lying to windward of Guadeloupe. When Sir Edwin Stede, Receiver of Casual Revenues in Barbados, came away from thence you have taken the said revenue into your own hands, notwithstanding our warrant of 1690, Sept. 20, permitting said Stede to come for England for the recovery of his health and authorising him to appoint a deputy in his said receipt, in pursuance whereof he appointed John Whetstone to same. We cannot but very much disapprove of your proceedings herein. You are forthwith to restore said Whetstone to the full and free execution and benefit of the office of Receiver of their Majesties' casual revenue in Barbados. May 10. The Treasury Lords to the Commissioners of the 4s. Aid for co. Middlesex. We are informed by Sir Leonard Robinson, Receiver General for London, Westminster and Middlesex for the Quarterly Poll, that he has used his utmost endeavours to procure return from the Commissioners and collectors of the duplicates for the third and fourth quarters thereof with the schedules of arrears for all four quarters: but without result. Of the duplicates one ought to be returned into the Exchequer and the other delivered to the Receiver; the schedule of arrears ought to be delivered by the collectors to the Receiver, signed and allowed by the Commissioners and by him returned into the Exchequer. The payment of the King's money is [by non-compliance] retarded and the Receiver disabled to pass his account. By the Act [4 Wm. and Mary, c. 14] for the Review of the Quarterly Poll if the duplicates are not returned by him by the last day of this Easter term he is subject to a forfeiture of 50l. to any person that will sue for same and he is rendered uncapable of any office of trust in their Majesties' service. We desire you to take special care that the said duplicates and schedule be returned accordingly.
