The Treasury Lords to the Lord Lieutenant, Ireland, to enquire into the value of the estates of which the Earl of Mountrath has petitioned for a custodiam in lieu of his pension out of the Irish revenue: viz. the estate of the late Earl of Tyrconnel in co. Kildare with the rectories and tithes etc., now set to tenants by the Revenue Commissioners at 700l. per an., and a small farm in Queen's County, formerly the estate of one Wise, a merchant, and set by said Commissioners at 70l. per an. Mar. 29. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Seymour Tredenham of the ancient duty to the Crown within co. Cornwall commonly called Post Groats, in whose hands or custody soever the same may be, and all arrears thereon due before 1688–9, Feb. 13: to hold for 31 years from 1692, Christmas, at the rent of 10l. per an. The consideration for this grant to be a fine of 1,000l. to be first paid into the Exchequer before this lease pass. King's Warrant Book XVII, pp. 134–5.
Royal sign manual for 40l. to Thomas Smith, John Tailer, John Clarke, Bartho. Rich, Jo[h]n Johnson, Jo[h]n Wood, Josiah Inge and Jane Allen as reward (under the Proclamation of 1692, Sept. 13) for arresting Jo[h]n Neale, a highwayman. (Money warrant dated Mar. 31 hereon.) Royal warrant to the Clerk of the Signet for a privy seal for the felling of timber in Whittlewood and Salcey Forests sufficient to raise 500l. per an. or 5,000l. in the whole; the proceeds to be paid into the Exchequer for Isabella, Duchess of Grafton as in part of 10,000l. unsatisfied on the 12,000l. out of the timber in said forests granted by Charles II to the Earl of Arlington by privy seal dated 1684, April 30 (see supra, Calendar of Treasury Books, Vol. VII, pp. 1112–3), which privy seal became void by the death of Charles II, but was renewed by a privy seal of James II of date 1685, April 6: but thereon only 2,000l, has been paid and the said Duchess, sole heiress of same, has petitioned for the balance of said sum and the Surveyor General of Woods, Trent South, having thereon reported that for several years past there have been sales of decayed trees in said forests for raising moneys for the Office of Ordnance and otherwise and that for the future the sales of the spareable timber there ought not to exceed 500l. per an. nor 5,000l. in the whole. Treasury directions to the Revenue Commissioners, Ireland, on points as follows raised by them: Out Letters (Ireland) VI, p. 276.
1. Every gauger keeping a horse should have the former salary of 40l. per an. We agree.
2. 2d. per £ to be paid out of the officers' salaries to a Bank for the maintenance of such officers as by age or other infirmity are rendered unfit. We agree.
3. Three orders have lately been sent to you requiring you to take notice of three patents which grant near 5,000l. per an. of quit rents to the Countess of Dorchester, Mris. Cheek and Lady Castlehaven: but you have suspended same pending Treasury instruction, and if the orders are to be obeyed you desire that the rents may be collected by the King's officers and not by any private person in the ladies' behalf. You shall speedily receive our direction herein. Meanwhile the King's officers are to continue in the receipt.
4. As Mr. Coote, counsel to your Board, is shortly to be removed to the Bench, you recommend Sir Richard Leving, Solicitor General, to be your counsel, with 200l. per an. salary, which the Lord Lieutenant has approved of. We think fit the Solicitor General be allowed 200l. in lieu of all fees.
5. The Council, upon hearing many hard cases of persons kept out of their estates upon account of forfeitures, notwithstanding they were irregularly seized into the King's hands, have issued orders to you to pay money to some and to make allowances out of their estates to others, which by your commission you are not empowered to comply with; you therefore desire when the point comes to be settled that whatsoever money the Government shall be empowered to order (other than what relates to your particular management) may be paid out of the Treasury. As to this last article we think you have done well therein.
Mar. 29. Royal warrant to the Lord Lieutenant, Ireland, to direct the Revenue Commissioners, Ireland, to pay 200l. per an. to Anne Bagnall out of the profits of her husband's forfeited estates there, for her own support and maintenance and 200l. per an. for the maintenance of her children: to commence from Christmas last. Mar. 30. Same to the Navy Commissioners. “Some observations occurring to my Lords of the Treasury in point of method as to the payment of seamen's wages and recalls of ships, which you are to strictly observe,” it is hereby directed that the moneys appointed for seamen's wages shall be to pay off ships to the time designed, and in such payments to pay only the persons who appear at the pay table; and that all collateral payments by recalls of ships do not exceed 2,000l. a week. Further you are to send to the Treasury weekly an account of the moneys paid to each ship. Ibid.
Treasury reference to William Blathwayt of the petition of Capt. John Robinson, shewing that, being in May, 1687, appointed Treasurer of Bermudas by his father, Sir Robert Robinson, late Governor of Bermudas, that he was at great charge in securing their Majesties' part of the silver etc. of a wreck; that he detained 5 per cent. [thereof] in his hand and gave bond in 500l. to restore same if not allowed and that he delivered the rest of said silver, being 1,191 lbs., to Capt. Frowd at Bermudas and further a bag of broken silver, weighing 63 lbs., to the officers of the Mint: that on his return for England about July, 1688, he prayed to be allowed said bag of silver and the delivery of his abovesaid bond, but the Treasury Lords ordered the Mint officers to take possession of said bag and same was accordingly taken from petitioner from on board the Revenge, and by reason of his employment in their Majesties' sea service he has not till now had an opportunity to seek after the same: therefore praying to have said bag of silver delivered to him, and also his bond, “the rather for that your petitioner's accounts have been inspected and allowed by Mr. Blathwayt.” Reference Book VI, p. 460. Cole, merchant at Algier, 1,260 pieces of Eight and seven Ryalls plate (Seville and Mexico) out of the effects of said Robertson which are in the hands of said Cole, same to be as part of said Cole's indebtedness to Robertson and to be for discharge of a bill of exchange for the like sum which said Robertson drew 1691–2, Mar. 8, on Mr. George Lambe and Company in Algier, payable to said Baker, the said Lamb being gone from Algier before said bill was presented, and Robert Cole, partner to said Robertson, having refused to accept or pay said bill; wherefore it is come back without payment. The desired lease may be valued at 11 years' purchase or 1,517l. The demisable lands which the Queen Dowager can let for 31 years are valued at 144l. 9s. 4d. above the reserved rents. The concurrent term herein may be valued at 720l. or five years' purchase.
