Royal warrant to the Earl of Ranelagh to pay the deduction of one day's pay yearly out of the pay of the Guards, Garrisons and Land Forces (directed to be deducted by the warrant of Mar. 1 inst. annexed to the present establishment of the Forces) and the further sums of 12,000l. a year (out of the remainder of the deduction of 12d. per £ out of Army pay as directed by another royal warrant of Mar. 1 inst.) to the Deputy Treasurer of the Royal Hospital at Chelsea by such monthly or quarterly payments as shall be judged most convenient: to be for the use and service of said Hospital according to orders to be given by the Commissioners for inspecting and governing said Hospital. Mar. 21. Henry Guy to the Auditor of the Receipt to issue 348l. to Charles Fox and Lord Coningsby on any unsatisfied orders (not being those payable out of the 4s. Aid) in their names for the Forces in Ireland: to be issued out of loans to be made by said Fox on the three fourths of the Customs: and to be paid over to Isaac Teale, Apothecary General, in full of 448l. for medicines by him delivered to several Regiments of Horse, Foot and Dragoons for the year 1692. The remainder of said 1,500l., which will be about 200l., may be paid to Col. Prefixing: said Robinson's petition shewing that he has not received any salary for the four years of his Governorship, but hath from time to time sent home to England such money as came to his hands, as also 12 copper guns, upwards of 3,000 lb. weight each, and aship of his own of 34 guns, valued at 2,000l., which was given him by the pirates he took (which said ship his present Majesty gave to the Portuguese), together with all other things which might anyways turn to account or be advantageous to their Majesties and the present Government, all which amounted to near 20,000l., and hoping he might get more money out of the wreck, out of which he might have paid himself, was altogether disappointed by the coming of Sir John Narborough to the said wreck: therefore prays payment of his four years' salary.

Royal warrant to the Clerk of the Signet for a privy seal for taking in loans at the Exchequer up to a total of 510,000l. at 8 per cent., payable quarterly, on credit of the Additional Impositions granted by 4 Wm. and Mary, c. 5: the orders of loan to be registered etc. in accordance with the provisions of said Act. Royal warrant to Brook Bridges and Thomas Done, Auditors of Imprests, to allow to the Earl of Ranelagh in his account of the Forces for the year commencing 1690–1, Jan. 1, the sum of 4,417l. 14s. 2d. for moneys paid by him at several times, by Treasury order, to Sir Joseph Herne for the exchange of moneys remitted by said Herne into the Low Countries for the subsistence of the Troops there. Same to same for a same for payment of a yearly sum of 240l. to John Goddard, esq., as Lieut.-Governor and Commander in Chief of the Bermudas or Summer Islands in America: to be payable quarterly from the 1st inst. out of any unappropriated moneys in the Exchequer: the King having in the instructions given to said Goddard signified his pleasure that for his support in that Government he should take to himself 12 shares of land there at the value of 60l. per an. and the profit arising by licences granted for fishing for whales at the value of 100l. per an., and also 240l. per an. out of such revenue as the King should appoint. Mar. 22. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Vere, Earl of Westmorland, of all the lands of Sir Alexander Bence and John Bence extended or seized or hereunder to be extended or seized for debts as follows. The said two Bences were with the Earl of Ranelagh et al., two of the Farmers of the Revenue, Ireland, under the inden ture of 1671, Aug. 4 (supra, Calendar of Treasury Books, Vol. VII, p. 1146). Under a writ of scire facias out of the Exchequer, Ireland, judgment was obtained 1683, May 25, against the said Earl of Ranelagh et al. for 76,752l. 18s.d. And the said Earl of Ranelagh, Sir Alex. Bence, Sir James Hayes, John Bence, John Stepney and Lemuel Kingdon became bound to Charles II 1676, May 29, in 30,000l. for adjusting their accounts, and for repaying 24,000l. lent to them by Charles II as imprest towards paying the 1675, Christmas quarter's Military List of Ireland: and thereon a scire facias issued in Ireland in Easter term, 35 Car. II, and the several judgments thereon have been certified into the Chancery, England, and thence transmitted to the Exchequer, England. Further by a great seal dated 1684, Sept., the king covenanted (ut supra, Calendar of Treasury Books, Vol. VII, pp. 1330–2) concerning levying on the estates of the said persons. And afterwards James II discharged the heirs of said Kingdon from the said bond. And further the sum of 14,254l. 15s. 5d. was paid to James II at the Exchequer, England, by Robert Grahme and others: upon which by a great seal dated 1687, Aug. 5, James II granted to them the like sum due upon the farm of the great branches of the Revenue, Ireland, granted to Alderman Forth, deceased, and partners, to which the abovesaid [farm] contract with the Earl of Ranelagh et al. doth relate. And by a further great seal James II in consideration of 6,944l. 4s. 8d. paid into the Exchequer released the heirs of George Dashwood from the abovesaid debts. King's Warrant Book XVII, pp. 112–16.
Now, therefore, in consideration of the good and faithful services of the Earl of Westmorland the present King grants to him all the Crown title and interest for and in respect of the debts owing to the Crown upon the abovesaid contract, bond or judgment and all the estates, real or personal, of the said two Bences. Commissions are to issue to find and seize said estates.
Same to the Clerk of the Signet for a privy seal for 8,000l. to Thomas, Marquess of Carmarthen, President of the Privy Council, in consideration of many good services and in lieu of the benefit which he might expect of disposing two of the Six Clerks' places in Chancery promised to the said Marquess by a sign manual of James II 1684–5, Feb. 20, which promise was given him in lieu of the office of Master of the Rolls, which according to a former grant or promise of Charles II he should have had upon the decease of Sir Harbottle Grimston: to be payable out of the Tenths of the Clergy by 1,333l. 6s. 8d. per an. (See infra, p. 197, under date May 12.) Ibid, pp. 117–18.
Same to John Richards, gent., to take to his own use, out of moneys issued to him for the service of the Office of Treasurer of the Chamber, the sum of 3,219l. 13s. 2d. in repayment of moneys by him advanced as follows, viz. 2,184l. owing to the King by Sir Rowland Gwynne, late Treasurer of the Chamber; 505l. 13s. 2d. which said Gwynne is indebted to Sir William Forrester on bond dated 1687, July 23, “the principal of which was lent as supposed conducing to our service”; 530l. to be furnished, without account, to Henry Guy for secret service: the said Richards having been appointed to pay all the wages etc. payable in the Office of Treasurer of the Chamber and having agreed to advance moneys as above on condition to continue to execute the office of Treasurer of the Chamber until he be repaid the said sum and 6 per cent. interest thereon out of the fees payable on payments made in said Office and also to receive a salary of 200l. per an. These conditions the King hereby accepts and promises and authorises said Richards to similarly detain his said salary.
Mar. 22. Royal warrant to Brook Bridges and Thomas Done, Auditors of Imprests, to allow 11,619l. 14s.d. for sums as follow to the Earl of Ranelagh in his account of the Forces 1688–9, Jan. 1, to 1689, April 30, viz.: King's Warrant Book XVII, pp. 120–21.
4,398l. 11s.d., remainder of 12,249l. 1s. 1d., by him paid to Capt. John Shales, Commissary General of the Provisions et al., upon account of the encampment upon Hounslow Heath in 1687; whereof 7,850l. 9s.d. had been deducted from the Army by said Earl.
4,791l. 3s. 1d., remainder of 10,292l. 8s. 9d. paid by him to said Shales on account of the like encampment in 1688: whereof 5,550l. 5s. 8d. was similarly deducted.
2,430l. paid to said Shales on account of making provisions for the late King's Army at Salisbury and 300l. for provisions of hay etc. to be put on board for the use of the Forces which went for Flanders in 1689.
The said items have been disallowed hitherto by the Auditor in regard the said Shales has not yet made his account for the said sums and said Earl has obtained no regular warrants for allowance. The King, being well satisfied that said Earl ought to be allowed same, having long since paid said sums, hereby directs their allowance.

Royal warrant to the Earl of Ranelagh to detain in his hands, out of the remainder of the deduction of 12d. per £ from the pay of the Forces the several yearly sums of 3,000l. for his own salary as Paymaster General of the Forces; 1,500l. for his under officers and clerks here in England; 600l. a year for incident charges of his office: 556l. 1s. 8d. for the New Year's gifts newly [sic ? for usually] given by him to the officers and clerks of the Exchequer and Treasury Chambers: to commence as from 1692, April 1, until further order: the said Earl having lately petitioned the King to ascertain his own and his under officers' salaries and incidents and office charges. Mar. 22. Royal warrant to the Commissioners of Chelsea Hospital to direct the Deputy Treasurer of said Hospital to pay (out of the 12,000l. per an. and one day's pay directed ut supra, pp. 109–110) the salaries of the Governor and other officers and servants of said Hospital according to the establishment thereof, commencing 1691–2, Jan. 1; also the weekly sums allowed by the King to the superannuated and disabled officers and soldiers who are or shall be mustered as belonging thereunto; and the several contracts or agreements made by said Commissioners relating to the service of said Hospital. And further to state the accounts of said Deputy Treasurer at the end of every six months or oftener. And to apply the remainder of said income in paying what is due for lands already purchased for the use thereof and in buying other lands as they think necessary for same, in repairing and furnishing the buildings, and clearing the bills for building work done or to be done since 1692, April 1.
Same to the Board of Greencloth to pay 1,000l. per an. from 1690, Oct. 1, to Tregonnel Frampton for managing and taking care of 10 running horses to be kept for the King's service at Newmarket: being by contract with him for his own service and for the keeping the said horses with all sorts of provisions, medicines and other necessaries convenient for same and for servants' wages, liveries and all other extraordinary expenses whatsoever: to be paid quarterly by the Cofferer of the Household during pleasure and to be accounted in the ordinary expense of the Stables. Royal warrant to the Attorney or Solicitor General for a great seal to revoke the grant to John Berkeley, esq. (now Visct. Fitzharding) and Christopher Walters, gent., of the office of one of the two searchers at Gravesend and to grant said office to Visct. Fitzharding and William Shaw, to hold during pleasure: as amply etc. as Henry, Earl of Clarendon, William Chiffinch and Martin Fowkes, esq. (in trust for Thomas Chiffinch, the other searcher there). Same to the Attorney General to enter satisfaction for the King's moiety on the record of the judgment of 216l. against Thomas Ladds of Lydd, co. Kent, grazier, who in Michaelmas term, 1692, was convicted in the Exchequer for transporting wool: the said Ladds having petitioned shewing that he was wrongfully convicted on the single testimony of Thomas Baker, a person of very evil fame and scandalous life, and petitioner being far away from the place where he was sworn to be seen at with the wool. Same to same to enter satisfaction similarly of the fine of 20l. set on Marcando Levando at the last General Quarter Sessions for Middlesex for unlawfully pressing one Thomas Little on which he was committed to Newgate: he being a private sentinell and very poor, with a wife and two children. The Treasury Lords to the Lord Lieutenant, Ireland. In a late address to the King the House of Lords have represented that the usual and ancient methods of the Exchequer have not been of late observed in Ireland. In an address (among other things relating to Ireland) the House of Commons desired a true account of the escheats and forfeited estates, both real and personal, and stores left by the late King James in Ireland. Please have such an account prepared.
Mar. 22. Royal warrant to the Lord Lieutenant, Ireland, approving and directing the allowance in account to the Paymasters of the Forces, Ireland, of all payments made or to be made by them for the Hospital at Dublin as follows, viz.: by reason there has not been for a considerable time past any clearing of the pay of the Forces (all payments on the Military List of Ireland having of late for the most part been made upon account) there is no present fund for answering the charge of the support and maintenance of the ancient, maimed and infirm officers and soldiers now or hereafter placed in the Hospital near Dublin and for defraying the necessary salaries and charges thereof, which depends upon the 6d. per £, part of the [12d. per £] deduction from military pay from 1691–2, Jan. 1: notwithstanding which the said Paymasters have continued to make payments for same under orders and warrants from the Lord Lieutenant, which however they consider does not sufficiently justify them. Same to same for a great seal for the payment until until June 24 next and no longer of the allowances of 6,250l. per an. to Charles Fox and Lord Coningsby, Paymasters of the Forces, Ireland, out of the abovesaid deduction of 12d. per £, the said Fox and Coningsby having been appointed Paymasters by a great seal of 1690, June 5, and further by a great seal of 1690, July 30, appointed Receivers General and Paymasters General of all the revenue in Ireland, in order to avoid the inconveniences which would have arisen if the payments and receipts had been managed by different persons; and further by the royal warrant of 1690, Dec. 31, the King having appointed for them (out of the said deduction of 12d. per £) 2,000l. each for salary and 2,250l. for their several deputies, clerks or officers: and the King having since granted to said Lord Coningsby the offices of Vice Treasurer and Treasurer at War, Ireland, without prejudice to the offices above granted to said Fox and Coningsby and with the profits of his said office of Vice Treasurer save and except the fee of 6d. per £ on his payments for [civil] salaries, pensions etc.: and thereupon the said Fox and Coningsby having petitioned to be paid the said Vice Treasurer's said 6d. per £ deduction as in lieu of their abovesaid allowances of 6,250l. per an. After 1693, June 24, therefore, they are hereby to be paid the said whole fee or deduction of 6d. per £ out of such payments: but with a covenant on their part to exhibit an account thereof to the Lord Lieutenant and to answer to the Crown any surplus yield of said deduction over and above the said sum of 6,250l. per an.
