January 7. 5. Duke of Montagu's letter of the 5th instant read about the cabinet and chair makers dismissed from the King's service.
The Postmasters' report of the 10th instant read, for contracting with Col. Spotswood for the managing of the American posts for 10 years at 300l. per annum, and 10 per cent. out of the clear profits by way of commission. Agreed to be charged upon the revenues out of the American posts only.
Hezekiah Ogle, sailor, called in and informed their Lordships as to a great quantity of East India and other goods from Holland run into a creek in Inverness. Frecker to write to the Commissioners of Customs in Scotland to let them know the daily informations their Lordships receive of fraud and abuses in the revenue there, particularly at Inverness. Ogle to be paid 10l.
Cracherode's memorial for 2,000l. for law charges, great number of street robbers being to be tried this session, read and agreed to.
Mr. Tonson and Mr. Knaplock's petition of 1729, July 29, for 591l. 10s. for printing reports, &c.of the House of Commons, read. Agreed that they be paid for all extraordinary papers and proceedings that the House may order to be printed, but their Lordships cannot advise that the King should be at the charge of paying them for the votes daily delivered to the House of Commons.
Report from the Barons of the Exchequer, Scotland, dated 1728–9, February 18, on the Earl of Breadalbane's petition to be discharged of 190l. 1s. 8d. for 10 years' arrears of feu duties in the county of Perth, read and agreed to.
Report of the Commissioners of Customs of December 12 last, on Robert Belbin's petition, read. Said Commissioners are to afford Belbin relief against Roger Hale, against whom Belbin informed for running goods.
“Inquire what representations on paper have been given into the Treasury from the Plantation Office or otherwise about bringing over Palatine families from Germany and settling them in Nova Scotia, so as my Lords may give an answer to Daniel Hintz, who demands 20s. a day for that service.”

Mr. Lowther to pay out of the King's money in his hands the fees and charges of Mr. Blackmore's order for 600l.

Warrant from the Lords of the Treasury to Thomas Spence, Paymaster of the Lotteries, on the petition of Matthew Dove, praying payment of three years' interest due, 1722, Lady Day, on a 10l. prize in the first lottery, 1719, which was subscribed into South Sea Stock. The annuity in arrear to be paid on production of the certificate of the late paymasters of the said annuity. [Warrants not relating to money XXIV. p. 229.]

Warrant from the Lords of the Treasury to the Barons of the Exchequer in Scotland to cause a new lease or tack to be passed under the Seal of the Exchequer Court of Scotland, to John Sinclair of Ulbster, of the tithe, parsonage, and vicarage of the parish of Falkirk for 19 years, to commence from Lammas, 1726, and to Andrew Sinclair [sic? clerical error for John Sinclair], the tithes of Thurso East and the precincts thereof, specified in detail.

January 8. 12. Report of the Commissioners of Customs to the Lords of the Treasury concerning George and Jerrard Selby, of Holy Island, Durham, and Robert Taylor, of the same place, under prosecution for running goods. Advise the furthering the prosecution, as the men are worth considerable sums, and may be brought to offer higher compositions, and as Mr. Kettelby, who carries on the prosecution at his own charge, desires the prosecution may not be stopped. 2 pages.

Warrant from the Lords of the Treasury for the execution of a warrant, dated 1727, November 2, from the Duke of Grafton to the Master of the Great Wardrobe, for the supply of the following particulars to His Excellency Brigadier Hunter, Governor of Jamaica, for the use of His Majesty's chapel there, viz. 1 large Bible, 2 large Common Prayer Books, 12 small common Prayer Books, 2 cushions for the reading desk, a cushion and cloth for the pulpit, a carpet for the altar, all of crimson damask with silk fringe, 2 linen cloths for the altar, and 2 surplices.

Warrant from the Lords of the Treasury for execution of a warrant, dated 1729, September 13, from the Duke of Grafton to the Master of the Great Wardrobe, to deliver to the Honourable Grey Maynard, 6 large trunk coffers covered with Russia leather, and bound with iron, with strong shooting bolt locks, 6 French hammers, 6 dust baskets lined with tin, 6 strong folding yards, 6 ladders of different sizes, and paper, pens, and ink, for the use of His Majesty's removing wardrobe.

January 8. 15. Warrant under the royal sign manual addressed to Spencer Lord Wilmington for the issue to Lieut.-Gen. George Wade, 613l. clear of all charges, out of contingencies to complete 3,528l. on account of the work of the year 1729, for finishing the new road for wheel carriage from Dunkeld through the middle of the Highlands. Said road is in length 102 miles 6 furlongs, of which 40 were finished in 1728. The remaining 62 miles have been completed this year (1729), except 10 miles, which will require the work of 100 men for a month or six weeks to perfect. Wages of men engaged in the work:—

Royal sign manual directed to the Lords of the Treasury for the issue of 27,660l. to Thomas Cremer, by way of imprest, and upon account for the service, &c. of Cofferer of the Household till the present vacancy is supplied by appointment of a successor to Henry Earl of Lincoln, late cofferer, deceased. January 9. 18. Memorial of Augustus Schutz to the Lords of the Treasury, stating sums due to the Office of His Majesty's Robes at Christmas, 1729, amounting to 1,428l. 6s. 6d. and praying order for issue of same by way of imprest and upon account. January 9. 19. Same from the Duke of Somerset to the Lords of the Treasury concerning his accounts as Master of the Horse to Queen Anne, and pressing the case of the poor tradesmen whose debts are still unpaid in that account to the amount of 3,309l. 12s.d. Requests issue of same to put himself out of the disagreeable situation of being called upon by issues of process, for stop of which he is obliged to apply to their Lordships, and also reimbursement of the surplus paid out by him beyond his receipts.

January 9. 20. John Scrope to the Postmaster General. The Lords of the Treasury have considered your representation of the 2nd on the present state of His Majesty's letter office in America, and the expectation of improving same by putting it under Col. Spotswood, who is forthwith repairing thither, and has offered to undertake the arrangement of the said revenue upon a contract for 10 years with a salary of 300l. a year and 10 per cent. of the clear profits. Their Lordships agree thereto, and direct the expediting his contract and instructions with all speed.

January 10. 21. Royal sign manual directed to the Lords of the Treasury for the issue to Sir Clement Cotterell, Master of the Ceremonies, of 350l. to be paid as a present to Marquis D'Aix, Envoy Extraordinary from the King of Sardinia, who has had his audience of leave to return home; and 33l. 10s. for fees on receiving same. January 10. 22. J. Scrope to the Commissioners of Customs in Scotland, transmitting from the Lords of the Treasury the information of Hezekiah Ogle, sailor, concerning a great quantity of East India and other goods run in Helmsdale Creek (“Hamsdale”) on the coast of Sutherland. Their Lordships receive informations daily of frauds and abuses in the revenues in that kingdom.

January 10. 23. Warrant from the Lords of the Treasury to the Commissioners of Customs regarding an order of the Privy Council concerning calling in the present passes for securing the ships and vessels of His Majesty's subjects from the cruising ships of Barbary and issuing a new form of pass from March 1 next, under the same regulations as were settled by order of His late Majesty in Council in 1722. January 12. 24. Alured Popple to John Scrope. The Committee of the Privy Council having approved the settling some Palatines in Nova Scotia, according to the method proposed by the Commissioners for Trade and Plantations, with an allowance of 120l. to Mr. Hintz and two Palatines to assist him in transporting them from Germany thither, prays favourable orders from the Lords of the Treasury lest the present season be let slip.. 1 page.

January 15. 25. J. Scrope to Mr. Taylor, Deputy Remembrancer, expressing surprise at the information in Taylor's letter of the 10th that the Receivers General for the counties of Cambridge, Chester, and Worcester and for the Palace of Whitehall, had not given security for their receipts of the duties on houses. The warrants for taking the securities of three of those receivers were signed by the Lords of the Treasury in October 1727, and the other for Cheshire in August last. [Letter Book XVIII. p. 422.]
January 15. 26. A certificate of such sums of money for post fines demised by indenture under the Great Seal of England bearing date 1696, July 18, to the Right Honble. Lord Raby (now Earl of Strafford) and his assigns at the yearly rent of 2,276l. as have been accounted for and answered to His Majesty's use by the sheriffs of the several counties and the city of Lichfield and for the years 13 Geo. I. and 1 Geo. II. upon the determination of their respective accounts. Certified by Robert Gardner, Deputy Clerk of the Pipe, “at the request of Thos. Earl of Strafford, by virtue of the above indenture, that allowances may be obtained thereupon.” [Money Book XXXV. p. 139.]
January 16. 27. Officers of the Ordnance bring in the estimate for the land service in that office for 1730, amounting to 94,400l. 9s. 3d. Read and approved.
William Turin's petition to be continued cabinet-maker to the Wardrobe read and rejected.
Sign manual to be prepared on the letter from the Board of Trade of the 12th instant for 120l. to be paid to Mr. Hintz for settling some Palatines in Nova Scotia.
“A representation of the 3rd instant from the Board of Works for a clerk and a, labourer in trust at 100l. per an. and 2s. 2d. per diem to be appointed to look after the King's House at Greenwich being now placed on the ordinary of the works, read and esteemed an expense which may be avoided while Sir John Jennings inhabits the house.”
A proposal by Wm. Lee and Christopher Imber for raising a revenue by stamping wills read and disregarded.
The memorial of the Officers of the Works for 7,388l. 1s. 11d. for Christmas quarter's expense in that office read and ordered. Exception taken to the item of 2,000l. on account of works carrying on at Windsor, of which no information or estimate has been laid before their Lordships.
Mr. Lowther to pay John Wyat 17l. 17s. 6d. for expenses in guarding, packing, and sending the present from the King to the Dey of Algiers from hence to Portsmouth.
Mr. Lowther to pay 7l. 10s. to Thos. Mann for accessories provided for the Treasury Office.

Scrope to the Board of Works, concerning their memorial of the 15th instant, for an imprest of 2,000l. for the works carrying on at Windsor. “Your demanding so great an imprest before you had apprised the Lords of the Treasury of any works carrying on there by His Majesty's command and laid an estimate before them of the charge thereof is contrary to your instructions.” [Lord Chamberlain's Warrant Book I. 315.]

January 19. 30. Warrant from the Lords of the Treasury for execution of a warrant, of date 1729, December 19, from the Duke of Grafton to the Hon. James Brudenell, Master of His Majesty's Jewel Office, for providing 90 ozs. of gilt plate as a gift from the King to Sir Charles Hotham at the christening of his child.

Same from same to the Commissioners of Customs authorising the continuance of John Rae in the office of Surveyor General of the south-west parts of Scotland for one year from January 7 instant, at 200l. per annum, and for the selling of the “Prince Frederick”sloop, Nathaniel Tucker, commander, and the discharge of the crew and in lieu thereof the taking into His Majesty's service two small boats having six able hands in each, the commander at 20l. the men at 15l. per annum; all as an experiment for one year.

Warrant from the Lords of the Treasury to the Clerk of the Pipe or his deputy for the preparation of a lease to pass the Exchequer Seal of a messuage and yard in the field, or close called Pall Mall Field, alias St. James's Field, late in the parish of St. Martin in the Fields, and now in the new parish of St. James's, in Little Rider Street, abutting east on ground of Thomas Langhorn, and other messuages and tenements, in all 11 messuages and tenements in Little Rider Street, Bury Street, and Duke Street, parcel of Pall Mall Field, to Robert Young for 39 years from 1740, Michaelmas, at a rent of 21l. 12s. and tine of 380l.

35. Reasons for ascertaining the duties on great raisins from Malaga. On account of certain disputes lately arisen whether raisins in frails from Malaga shall pay duties as great raisins, viz., 10s. 24/20d. per cwt. as formerly, and not as Alicante and Denia raisins, which pay only 6s. 414/20d. per cwt., it is desired that it may be explained by a law that they should pay as great raisins as formerly, so that the revenue should not suffer. 2pages.

Warrant under the royal sign manual, countersigned by the Lords of the Treasury, to the Lord Lieutenant of Ireland, exempting George Dodington, one of the Lords of the Treasury, who is constituted Clerk of the Pells and also Clerk of the Treasury of the Exchequer in Ireland, from the tax of 4s. in the £ on all salaries in Ireland, the King's service requiring him to remain in England. Warrant under the royal sign manual to the Lord Lieutenant of Ireland exempting Hugh Viscount Falmouth and Richard Edgecumbe, who are constituted Vice-Treasurer, Receiver, or Paymaster General of the Royal Revenues there, from the tax of 4s. in the £ on all salaries in Ireland. Report by Anthony Cracherode to the Lords of the Treasury on the petition of Thomas Willis, John Willis, and John Graham, claiming the proclamation reward for arresting and prosecuting John Wilson, one of the persons concerned in the murder of Thomas Ball at his house in the Mint in 1725. Confirms the statements of the petition, but as the reward was offered by His late Majesty and the arrest was not made while the promise was in force, petitioners are not legally entitled. 2½pages.

Warrant under the royal sign manual, countersigned by the Lords of the Treasury [to the Lord Lieutenant of Ireland], authorising the issue of the necessary orders to the Receivers General and Paymasters of the Revenue in Ireland to return to Spencer Lord Wilmington in the speediest way that may be the full sum of 27,238l. 2s. 6d. paid and charged by him on the foot of the English establishment to the three regiments of foot commanded by Brigadier Newton, Col. Hays, and Col. Middleton, which are on the establishment of Ireland, but continued serving at Gibraltar from 1728, December 25, to 1729, December 24, the Parliament of Great Britain having provided only the difference of pay between the English and Irish establishments.

Same directed to Richard Earl of Scarborough, Master of the Horse, appointing the management of the royal stud to be under his care from 1729, October 1, and authorising him to defray the expenses of the stud for one year from same date, making contracts for farriery and medicine, and giving the stud free liberty to graze in the royal parks in the proper season by letters to the rangers or keepers of the parks. Warrant under the royal sign manual, countersigned by the Lords of the Treasury [to the Lord Lieutenant of Ireland], directing him to give the necessary directions to the Vice Treasurer and Paymaster General to pay to Capt. Claude Lavabre, a French Protestant officer who served in Piedmont under the King of Sardinia by command of Queen Anne, 4s. 9d. per day for half-pay as a reduced captain of foot, to commence from December 25 last.

January 29. 50. Memorial of the Commissioners of Excise to the Lords of the Treasury concerning the Deputy Auditor's refusal to enter upon the examination of their general arrear accounts owing to the absence of vouchers for sundry payments made by the collectors in the country for the duty of malt exported, repaid, &c. said vouchers having been presumably destroyed by the late Deputy Auditor as useless waste paper. Pray relief in order to their discharge from the large sums set in super. 2 pages (in duplicate).
Appending:—(a.) Schedule of the several payments which have been made by the collectors of excise and allowed on their arrear accompts of the malt duty for the years 1703–22, for which payments proper vouchers have been exhibited. 2 pages (in duplicate).
(b.) Affidavit by Tho. Smith, dated 1729, January 29, of his delivery of vouchers duly to the Deputy Auditor or his clerks during the time he was concerned in stating and making up the accounts of the said duty, viz. 1720–5. 2 pages (in duplicate).
