THE present Volume, compiled on the principles detailed by Mr. Lemon in his Preface to the Volume of State Paper Calendars edited by him, is the first of a series of three, which will include the English State Papers of the time of James I. As it commences with the virtual, though not nominal, union of the Kingdoms of England and Scotland, it has been thought advisable that the Scottish Papers, which, antecedent to this period, are a distinct series, should be incorporated with the English.

The Papers relating to the Gunpowder Plot also, which have hitherto formed a separate collection, are now calendared in chronological sequence with the other Papers.

The Second Volume is already in progress, and will be completed, it is hoped, in the course of next year; and the concluding Volume will follow as rapidly as may be, consistently with the care required in the compilation of works of this description.
