Bahamas.

Memorial from Mr. Jackson, state of those islands.

A memorial from Mr. Jackson, one of the agents for Captain Phenney, Governor of the Bahamas, in relation to the state of those islands, was read.

A representation upon the state of the Bahamas, and in relation to the complaints against Captain Phenney, ordered to be prepared at the last meeting, was signed; as also a letter, for inclosing the same to the Lord Townshend.

Warrants for new seals.

The Secretary then laid before the Board, four warrants, dated the 24th of the last month, signed by his Majesty, empowering the Governors of the Massachusets Bay, New Hampshire, New Jersey and of Bermuda, to use the new seals, and directing them to return the old ones; and their Lordships gave directions for preparing the draughts of letters to the aforesaid Governors upon this subject.

Letters from Major Gooch, with papers and Acts.

A letter from Major Gooch, Lieut. Governor of Virginia, to the Board, without date, was read.

A letter from him, dated the 8th of June, 1728, was likewise read, and the papers, therein referred to, were laid before the Board, viz:—
Minutes of Council, from the 3rd of February, 1727-8, to the 4th May, 1728.
Minutes of Council in Assembly, from the 1st of February, 1727–8, to the 30th of March, 1728.

Naval officer's lists of ships entered and cleared in Virginia: in the lower district of James River, from Lady Day, 1727, to Lady Day, 1728; in the upper district of James River, from Michaelmas, 1727, to Lady Day, 1728; in Rappahanock River, from the 25th of October, 1727, to 25th of April, 1728; in York River, South Potomack and Accomack, from Michaelmas, 1727, to Lady Day, 1728.

Whereupon ordered that the said Acts to be sent to Mr. Fane, for his opinion thereupon in point of law.

Merchants' petition.

Act laying a duty on slaves.

An Order in Council of the 26th of September, 1728, referring to the Board the petition of several merchants of London trading to Africa and the Plantations, against an Act, passed in Virginia the 30th of March last, for laying a duty on slaves imported, etc., was read.

An Order in Council of the 26th of September, 1728, referring to the Board the petition of the merchants of Bristol against the said Act.

Order in Council upon the said Act.

An Order in Council of the 26th of September, 1728, referring to the Board the petition of several merchants of Liverpool against the said Act, was read.

And their Lordships resolved to consider further of the said Orders, when Mr. Fane shall have made his report upon the said Act, this day ordered to be referred to him.

Salaries and incidents.

The Secretary then laid before the Board an account of the incidental charges of this office, from Midsummer, 1728, to

Michaelmas following, amounting to £108 15s. 9¾d.

Whereupon a letter to the Lords of the Treasury, desiring payment thereof, as also the salaries due to the Secretary and other officers for the same time, was signed.

St. Christophers.

Letter from Mr. Willett, his reconciliation with General Matthew.

A letter from Mr. Willett, one of his Majesty's Council of St. Christophers, dated the 1st of July, 1728, in answer to one from the Secretary of the eighth day of February, 1727–8, relating to a complaint made by him against Mr. Matthew, Lieut. General of the Leeward Islands, signifying his reconciliation with the said Lieut. General, was read.

New York.

Representations, Act. prosecutions signed.

A representation, ordered to be prepared the 3rd of the last month, for repealing an Act, passed at New York in 1727, entituled An Act for preventing prosecutions by information, was agreed and signed.

Nova Scotia.

Representation for a new seal.

Their Lordships also agreed and signed a representation to his Majesty, proposing a seal to be cut for the Province of Nova Scotia.

Barbadoes.

Letters from Mr. Worsely with papers.

The two following letters from Mr. Worseley, Governor of Barbadoes, were read, and the papers, therein respectively referred to, were laid before the Board:—

A letter from him, dated the 20th of July, 1728.
Mr. Worseley's speech to the Council and Assembly.
Deposition of Captain Jasper Morris, Commander of the ship Dolphin, taken by a Spanish privateer.

A letter from him, dated the 14th of August, 1728.
Copy of the Governor's speech to the Assembly, and their answer.
Copy of an address of the Assembly to his late Majesty in 1720–1.

Ordered that the aforesaid copy of the Excise Bill be sent to Mr. Fane, for his opinion thereupon in point of law.

Mr. Fane's report thereupon, representation ordered, and an answer to Mr. Worseley.

Mr. Fane's report upon the draught of the Barbadoes Excise Bill, sent to him the 15th inst., was read; and their Lordships, taking again into consideration the letters and papers from Mr. Worseley, read at the last meeting, gave directions for preparing the draught of a representation upon the said Bill, and of an answer to Mr. Worseley's said letters.

Newfoundland.

Letter from the Duke of Newcastle with the copy of one from the Lord Vere, grievances, fishery.

A letter from the Duke of Newcastle, dated the 18th inst., referring to the Board the copy of a letter from the Lord Vere Beauclerk, Commodore of the Newfoundland squadron for the year, in relation to several grievances, which the fishery labours under, was read; and their Lordships resolved to consider further thereof on this day sennight.

Bahamas.

Captain Rogers appointed Governor.

A letter from the Duke of Newcastle, dated the 18th inst., signifying his Majesty's having appointed Captain Woodes Rogers to be Governor of the Bahama Islands, in the room of Captain Phenney, and directing the draught of a commission and instructions to be prepared for him, was read; whereupon ordered that draughts be accordingly prepared.

Representation, Excise Bill, signed, and letter to the Duke of Newcastle, with letter to Mr. Worseley.

The representation, ordered yesterday to be prepared, upon the draught of the Barbadoes Excise Bill, was agreed and signed, as also

The letter, likewise ordered yesterday to be prepared, to Mr. Worseley, Governor of Barbadoes, was agreed and signed.

Newfoundland.

Grievances, fishery.

A letter from the Duke of Newcastle, dated the 18th inst., referring to the Board the copy of a letter from the Lord Vere Beauclerk, Commodore of the Newfoundland convoy for the year 1728, in relation to several difficulties the fishery there labours under, was again read, and their Lordships resolved to consider further thereof on Thursday morning next.

Barbadoes.

Letter from Mr. Worseley with one paper.

A letter from Mr. Worseley, Governor of Barbadoes, dated the 20th of August, 1728, was read, and the paper, therewith transmitted, laid before the Board, viz:—

Grievances, fishery.

Their Lordships took again into consideration the letter from the Duke of Newcastle, referring the copy of one from the Lord Vere Beauclerk, relating to the Newfoundland fishery, mentioned in the Minutes of the last meeting, and made a progress therein.
