Feb. 3. Report to the King from Treasurer Danby dated from Wallingford House on the petition of the Mayor, commonalty and citizens of London, governors of the possessions, revenues and goods of the Hospitals of Edw. VI., Christ, Bridewell and St. Thomas the Apostle : all as by the order of reference thereon from Secretary Williamson Feb. 18 last [sic]. By report from the Surveyor General of Crown Lands, I find that the place mentioned in said petition extends from the South East corner of the tenement and ground belonging to the Hospital of Bridewell now in the tenure of William Nurse near the place called Frying Pan Stairs adjoining on the East part to the houses and grounds of Dr. Benj. Whichcott in his wife's right, now in the occupation of James Braines along by the Thames side westward to the South West corner of the house and ground of the same hospital now in the tenure of John Wilson towards Wapping Dock, in length about 450 foot and in breadth about 84 foot at the East End, viz. from Wapping Street to the South East corner of the said ground (as it is now wharfed up) including 11 foot only taken in since the fire ; and about 76 foot at the West End thereof from the said street to the Thames (as it is now wharfed in there) including 2 foot only taken in since the fire : and it appears that the ground as it is now taken into the wharf since the fire contains only 1729 foot more than formerly was wharfed in, amounting to about 6 perches of ground besides the 2 stairs mentioned in said petition, one whereof is placed at the end of the street called King Edward St. and the other at Wapping Dock which are necessary to be enlarged to 12 foot in breadth or more if it shall be thought fit with causeways to the low water mark for the better landing of passengers, coals and other commodities and especially for the more free access to and from the water in case of fire, the want whereof was the main occasion of burning most of the houses consumed in the last dreadful fire there wherein above 200 houses belonging to the said poor hospital (besides many others) were then destroyed together with great quantities of pitch, tar, timber, cables, cordage, sails and other naval provisions. I find also by the said report that there is belonging to the hospital a further range of ground extending from the West end of the said Wilson's tenement westwards to the middle of the alley at a place called the New Stairs towards the Tower containing in length about 915 foot more whereon the said Stairs at Wapping Dock and the said New Stairs are placed. To the end that the wharfage alongst all the said ground (being now crooked and irregular in a great part thereof) may be inlarged and [made] more straight and convenient I advise that this Hospital may have a grant according to their petition not only of the said six perches so taken in as aforesaid but also of a perch or two more in depth of all alongst the shore next adjoining to the said Hospital ground containing about 80 pole in length in the whole : whereby they may be encouraged to enlarge and improve said wharfs, stairs and causeways for the benefit of the public as well as their own. Royal warrant to the Attorney or Solicitor General for a great seal to add Sir John Ellwes to the Excise Commission as follows : the Commissioners to be Sir Samuel Morland, Kt. and Bart., Sir Robert Wiseman, Sir John James, Sir Robert Southwell Kts., Robert Huntingdon, Francis Finch and Edward Wingate with the salary of 500l. each save said Wingate who is to have 250l. per an. : Henry Frederick Thynne to be a commissioner with 500l. per an. salary in reversion after any of the first six above : likewise Frederick Christian Howard a Commissioner similarly after the death of any two of the said six and said Thynne ; and likewise Sir John Elwes a Commissioner similarly after the death of any three of said six and said Thynne and Howard. You are obliged to pay over the running cash of the Excise revenue (during your farm) to some person to be appointed Receiver or Receivers General and Managers of said revenue and you are to have 6 per cent. consideration for the sum you shall so pay before the days of payment [of your rent] expressed in your general covenants. The receipt and management of said revenue is put into the hands of Sir John James and Rob. Huntington. You are therefore hereby to pay said running cash to them as above. Same from same to said Sir John James and Robert Huntington by virtue of the privy seal of 1671-2 Jan. 16 to allow 6 per cent. interest to the Excise Farmers on moneys pre-paid as above : giving the Farmers receipts for such interest in part payment of their farm rent due next after the statement of the account of such interest "which is to be stated from time to time upon each day of payment appointed by their general covenants as hath been usual." Feb. 7. Entry of Treasurer Danby's approval of the report from the Lord Lieutenant of Ireland on the petition of Callaghan, Earl of Clancarty to the King (as by the order of reference of Jan. 24 last) ; said petition shewing that for his brother's services the King granted to petitioner all forfeited lands in the barony of Muskerry not set out to adventurers, soldiers or restored to proprietors : which [grant] is like to ruin him because of 758l. per an. quit rents demanded by John Forth and partners besides those demanded by the undertakers amounting to 5,309l. and therefore praying to be freed from arrears of quit rent for the time past. Hereon the Lord Lientenant reports that the whole arrear is 7,110l. viz. 5,309l. to Forth and partners and 1,801l. to the Earl of Ranelagh and partners and what shall be remitted must be defalked to them : but because the levying this arrear will distress petitioner and the lands are coarse and barren, conceives that the King may accept 3,000l. for the whole, payable by 1,000l. a year. Feb. 8. Treasurer Danby's constitution of John Smith gent. as Receiver General of Crown Revenues for London Essex, Midd, and Herts loco John Watts Esq. who has not accompted for said revenue for a year ended 1674 Sept. 29, which by law he ought to have done long before this and hath also received a great part of said revenue for the year ended Sept. 29 last and hath absconded and is not to be found. Smith is hereby empowered to receive also the fee farm rent of 296l. 19s. 4½d. payable by the Dean and Chapter of Westminster towards payment of the officers at Hampton Court and other perpetual payments within the county of Middlesex. Feb. 9 Royal letters patent for a grant of the office of Receiver and Paymaster of the Guards, Garrisons and Forces in England to Sir Henry Puckering alias Newton, Kt. and Bart., to execute the office by himself or his deputy "to be appointed (approved and allowed) by us by warrant under our royal sign manual" : with the fee of 400l. per an. and all other just perquisites and advantages thereto belonging : all loco Sir Stephen Fox whose patent dated 1660-1 Mar. 18 is hereby revoked. Royal letters patent granting to Joseph Roberts of the parish of All Saints in Canterbury, gentleman, as royal bounty the several fines of 40l. set upon him and 10l. each set upon William Porter, of the parish of St. Paul's in Canterbury, weaver, Henry Mason of Longport, Kent, cordwainer and Richard Ellis of St. Mary Breddin [Bredman], in Canterbury, labourer, who were convicted of riot for being present and acting at a Riding commonly called Skiminton in [said] city (all which fines were paid by said Roberts and remain in the hands of Sir Thomas Fanshaw, King's Coroner and Attorney in the King's Bench : said Roberts having petitioned setting forth his ignorance that the fact aforesaid was against any law). Feb. 11. Royal warrant to the Clerk of the Signet for a privy seal as follows. In 1669 it was found convenient for the King's service to enclose and take into the new fort near Tilbury 22 acres 3 roods of fresh marsh and 4 acres of salt marsh with a house and barn on part thereof (all belonging to the Deanery of St. Paul's, London) valued by the Surveyor General of Crown Lands at 34l. 3s. 3d. per an. the profits whereof for 6 years to Sept 29 last amount to 204l. 19s. 6d., which, added to 683l. 5s. 0d. (the value set on the premises by the said Surveyor General) makes 888l. 4s. 6d. Direction is hereby to be given to the Trustees for Fee Farms to contract with the Dean and Chapter of St. Paul's for such fee farm and other rents payable by the Dean and Chapter of Lichfield or by any other ecclesiastical or other persons as at 16 years' purchase for rents in possession and 8 years' purchase for rents in reversion will amount to 888l. 4s. 6d. : with the usual allowance for rebate of interest and the usual clause for settling said purchase by orders drawn on the Receipt of the Exchequer : the said lands at Tilbury to be effectually settled and conveyed to the Crown : and the said rents as above to be granted to the said Dean of London are to be settled in such manner that the same may not be aliened nor granted by lease at lesser or other rents than as rated in the contract so to be made for same. Feb. 12. Same from same to same to discharge the seizure of 50 bales and cases of goods laden at Rochelle on the Quaker ketch, Joseph Harris commander, upon account of a French merchant and driven into Falmouth by distress where the said commander "conscious of his crime in taking the said goods to freight," clandestinely conveyed the same on board the ship John of London, William Gilford master, then lying in Falmouth and bound for Lisbon, but same were thereupon seized as being unshipped without payment of Custom : the matter appearing to have been wholly transacted by combination between Harris and Gilford without the authority or privity of the proprietor [of the goods]. Feb. 13. Warrant from Treasurer Danby to Edward Seymour and Samuell Maydwell (appointed by privy seal of Jan. 31 last Receivers General of the Law duties) to make contracts and agreements with such agents or persons as shall be needful for bringing in the said revenue at the best rates same can be done : all by reason that several branches of the said revenue have been received by sub-collectors in the several counties, whose contracts and agreements for further receipt thereof are now at an end. Entry of Treasurer Danby's approval of the report from the Lord Lieutenant of Ireland on the petition of Roger, Earl of Orrery (as by the order of reference of Oct. 7 last) said petition setting forth that he has due to him in Ireland in debentures stated 8,000 acres and has discovered concealed lands liable to satisfy such debentures and praying therefore that his debentures may be placed on those lands : and further showing that there is about 120 acres of forfeited land called Ballyclogh held by custodiam by Mr. Lillis in the heart of petitioner's old estate in co. Limerick and praying that part of his debentures may be placed thereon. Hereon the Lord Lieutenant reports that on petitioner making good his assertions (that several lands which he purchased of soldiers were decreed from him by the Court of Claims and that he has had no reprisals therefor) he may place his deficiencies on forfeited lands which he shall discover up to 8,000 acres profitable land, plantation measure, and be preferred to place such deficiency on the said 120 acres. Royal warrant to the Clerk of the Signet for a privy seal for the payment to Lemuel Kingdon (by whom the payment of the Guards and Garrisons and contingencies is to be executed and carried on under the inspection of Sir Henry Puckering alias Newton the Paymaster of said Guards and Garrisons) of the yearly sum of 220,000l. (as by the privy seal of 1674-5, Feb. 10) from 1675-6, Jan. 1 : to be by him paid according to musters duly certified by the Commissaries General : and further all such sums as he shall from time to time disburse for interest not exceeding 6 per cent. per an. as he "may hereafter have occasion to borrow or be required to advance money for the timely supply of our service."
