Astley's, &c. Nat.

MR. Papillion reports from the Committee to whom the Bill for Naturalizing Ann Astley, and others, was referred, That they had thought fit to make several Amendments therein: Which he read in his Place; and afterwards delivered the same in at the Clerk's Table: Where the same were once read throughout; and afterwards, a Second time, one by one; and agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Bill of Indemnity.

Resolved, That this House do, on Tuesday Morning next, at Eleven of the Clock, resolve itself into a Committee of the whole House, to consider of the Heads for a Bill of Indemnity; and nothing to intervene.

Chettle's Estate.

A Bill to enable Tho. Chettle to sell Lands, and provide for his Wife and Children, was read the First time.

Resolved, That the Bill be read a Second time.

Leave of Absence.

Ordered, That Mr. Brereton have Leave to go into the Country, for a Month.

Ipswich Writ.

Ordered, That Mr. Speaker do grant his Warrant to the Clerk of the Crown, to issue forth a new Writ, for the Electing of a Burgess to serve in this present Parliament for the Borough of Ipswich in the County of Suffolke, in the Room of Peyton Ventris, Esquire, now One of the Judges of the Court of Common Pleas.

Leave of Absence.

Ordered, That Colonel Berkly have Leave to go into the Country, for a Fortnight.

Ordered, That Colonel Deane have Leave to go into the Country, for Three Weeks.

Ordered, That Colonel Strangewayes have Leave to go into the Country, for Three Weeks.

Ordered, That Sir Wm. Morley have Leave to go into the Country, for a Fortnight.

Measures of Norwich Stuffs.

A Petition of divers Wholesale and Retale Mercers, Salesmen, and others, in Behalf of themselves, and all other Dealers in Norwich Stuffs, was read; setting forth, That the said Commodities, called Norwich Stuffs, by Act of Parliament made 7 Edw. IV. ought to contain Thirty Yards in Length to every Piece: But that since that, and to this Time, the Weavers or Makers of the said Stuff have violated the said Act, by putting Tickets upon every Piece Twenty-eight Yards utmost Content, and imposing the same upon the Buyer at that Rate; and that, in truth, the same are generally but Twenty-five, Twenty-six, or Twenty-seven Yards: And praying that an Office may be erected, by Act of Parliament, for the City of Norwich and County of Norfolke, for the due Measuring of all such Stuffs.

Also a Petition of the Wardens and Assistants of the Company of Worsted-weavers of Norwich was read; setting forth, That since the Making the Statute of 14 Car. II. intituled, An Act for regulating the Making of Stuffs in Norfolke and Norwich; whereby Twelve Wardens and Thirty Assistants were to be yearly chosen, and duly sworn, in such manner as that Act directs, well and truly to survey, measure, and Seal, all such Stuffs made in the said City and County, under the said Regulation as be well and sufficiently made; the Traders in the said Stuffs have grown so numerous, that the Number of the said Wardens and Assistants, appointed by the said Act, are too few for surveying and measuring the said Stuffs; by which means, many defective Stuffs have been packed up, and sent up to London, before the same have been searched or viewed: And praying that a Bill may be brought in, to increase the Number of Wardens and Assistants in Norfolke and Norwich, to Twenty-four Wardens and Forty Assistants, or to such Number as the House shall think fit.

Resolved, That a Committee be appointed to prepare and bring in a Bill for regulating the Abuses in the Measures of Worsted Stuffs.

And it is referred unto Mr. Coninsby, Sir Tho. Clarges, Mr. Blowfeild, Sir Fra. Russell, Sir Nevill Catelyn, Mr. Paul Foley, Mr. Parker, Lord Falkland, Mr. Christy, Mr. Tho. Foley, Sir Patience Ward, Sir Robert Davers, Mr. Done, Sir Tho. Dyke, Mr. Fenwick, Mr. Fuller, Mr. Papillion, Mr. England, Mr. Newport, Mr. Mildmay, Mr. Deane, Mr. Arnold, Mr. Colt, Mr. Hamden, Sir Wm. Poultney, Mr. Burrard; and all the Members that serve for the County of Norfolke and Suffolke, and City of London: And they are to meet on Monday next, at Four of the Clock, in the Duchy Chamber: And they are to examine the Matter of the said Petitions; and to report the same, with their Opinions therein, with all convenient Speed.

Hackney Coaches.

A Motion being made, That the Committee to whom the Bill for Licensing Hackney Coaches, is referred, may consider of a Regulation of Hackney Coaches within Fifteen Miles of the City of London, and coming to the said City.

Resolved, That it be referred to the said Committee, to consider of a Regulation of such Hackney Coaches accordingly.

Leave of Absence.

Ordered, That Mr. Burrard have Leave to go into the Country, for Three Weeks.

Ordered, That Mr. Fletcher have Leave to go into the Country, for a Month.

Privilege-Persons discharged from custody.

The Right honourable the Marquis of Winchester informing the House, That Peter Barradell, who was in Custody of the Serjeant at Arms attending this House, for a Breach of Privilege in arresting Mr. Michael East a Servant to his Lordship, had made his Submission to his Lordship; and therefore prayed, that he may be discharged out of Custody.

Resolved, That the said Peter Barradell be discharged out of Custody, paying his just Fees.

The Right honourable the Marquis of Winchester informing the House, That Archibald Sparke, who was in Custody of the Serjeant at Arms attending this House, for a Breach of Privilege in arresting Mr. Michael East, a Servant to his Lordship, had made his Submission to his Lordship; and therefore prayed, that he may be discharged out of Custody;

Resolved, That the said Archibald Sparke be discharged out of Custody, paying his just Fees.

The Right honourable the Marquis of Winchester informing this House, That Robert Lambert, who was in Custody of the Serjeant at Arms attending this House, for a Breach of Privilege in arresting Mr. Michael East, a Servant to his Lordship, had made his Submission to his Lordship; and therefore prayed, he may be discharged out of Custody;

Resolved, That the said Robert Lambert be discharged out of Custody, paying his just Fees.

Call of the House.

The Order of the * * Instant, for the Calling over the House this Day, was read.

And a Motion being made, That the Calling over of the House be adjourned to a farther Day;

The Question was put, That it be adjourned;

And it passed in the Negative.

The House was then, according to their Order, called over; and the Defaulters noted down: And afterwards the Defaulters were called over again; and such as made Default again, were noted down.

The House then proceeded to call over the names of such Members as had the Leave of the House to go into the Country, without any time set for their Return; and before the Order of the House was made for ascertaining a Time for the Return of such Members as should ask Leave to go into the Country; and also, such as had Leave, pursuant to such Order:

And the House took Notice, That some of such Members were not yet returned, as had Leave without a Time set for their Return; and also, that several had staid beyond the Time given them.

Ordered, That such Members of this House, as have had Leave to go into the Country, without any Time set for their Returning, do return to the Service of the House within a Fortnight: and that the Clerk of the House do send this Order to them; to the end they may have Notice thereof.

Ordered, That all such Members who had a certain Time given them to go into the Country, do return in Ten Days next.

Members who have not taken Oaths.

The House finding, that several of the Members returned by the Clerk of the Crown, had not, as yet, taken the Oath appointed by the Act of Parliament, intituled, An Act for preventing * * * *; and, particularly, that Charles Lord Fanshaw, Burgess for the Borough of Mitchell in the County of Cornwall, and Sir Henry Mounson, Baronet, Citizen for the City of Lincolne, although they were resident in or about the City of London, had absented themselves from the Service of the House, ever since the Oaths were enjoined to be taken; and others of them were detained in the Country by Sickness;

Ordered, That Charles Lord Viscount Fanshaw, who serves in this present Parliament as a Burgess for the Borough of Mitchell in the County of Cornwall, be summoned to attend this House upon Monday Morning next.

Ordered, That Sir Henry Mounson, Baronet, who serves in this present Parliament as a Citizen for the City of Lincolne, be summoned to attend this House on Monday Morning next.

Resolved, That the Clerk of the House do send a Letter to such other Members of the House, as are in the Country, who have not taken the Oaths appointed by the said Act of Parliament; signifying to them, That the House expects their Attendance, with all convenient Speed; and that they will intimate the Time, when they will come to attend the Service of the House.

Royal Assent to Bills.

A Message from the King, by Sir Thomas Duppa, Gentleman Usher of the Black Rod;

Mr. Speaker,

The King commands this honourable House to attend Him, immediately, in the House of Peers.

Accordingly, Mr. Speaker and the House went to attend his Majesty.

And being returned;

Mr. Speaker acquaints the House, That his Majesty had given the Royal Assent to several Bills; viz.

An Act for the better securing the Government by disarming Papists, and reputed Papists.

An Act, that the Simoniacal Promotion of One Person may not prejudice another.

An Act for rectifying a Mistake in a certain Act in this present Parliament, for the amoving Papists from the Cities of London and Westminster.

An Act for the Naturalization of Henry de Nassau, and others.

An Act for annulling, and making void the Attainder of Algernoon Sidney, Esquire.

Absentees on Leave to pay 5s.

Ordered, That all such Members of the House, as go into the Country with the Leave of the House, do leave Five Shillings for the Poor with the Clerk of the House.

Call of the House.

Ordered, That the House be again called over on Monday Fortnight next.

Absentees without Leave.

Ordered, That the Serjeant at Arms attending the House do take into Custody such Members of the House, as shall go into the Country without Leave of the House.

Dissenters Toleration.

Resolved, That the Bill for Toleration be read a Second time on Wednesday Morning next, at Ten of the Clock; and nothing to intervene.

And then the House adjourned till Monday Morning, Nine of the Clock.
