Capt. Penn to command The Assurance.
Report from the Committee, Admiralty and Cinque Ports; read, in hæc verba:
Die Jovis, 24 Sept. 1646.
By the Committee of Lords and Commons for the Admiralty and Cinque Ports.
Ordered, That Captain William Penn be recommended from this Committee to both Houses of Parliament, for Command of the Lesser Frigate built at Deptford, called The Assurance, he having served the Parliament formerly in several Expeditions at Sea with Courage and Fidelity.

Message from the H. C. that they will appoint a Committee to conser with the Scots Commissioners, about the Disposal of the King's Person.
A Message from the House of Commons, by Sir Henry Vane and others; with a Vote, which was read, and Agreed to, (videlicet,)
Resolved, &c. That this House doth agree with the Lords, in appointing a Committee to meet with a Committee of a proportionable Number of the Lords, to confer, consult, and debate, with the Commissioners of Scotland, concerning the Disposal of the Person of the King, according to the Votes of both Houses, if it shall be desired by the Scotts Commissioners; and this to be communicated to the Scotts Commissioners, by the Members of both Houses of the Committee of both Kingdoms.
Ordinance concerning Chester.
Report was made, "That the Ordinance touching Chester was fit to pass, with a Proviso;" which was read the Third Time, and Ordered to be sent to the House of Commons, for their Concurrence.
Answer from the H. C.
Mr. Doctor Aylett and Mr. Doctor Heath return Answer from the House of Commons:
That they agree to that of the Spanish Ambassador; and to that concerning the Port of Dover; and to the rest, they will send Answer by Messengers of their own.
Bishop of Norwich's Petition.
The Petition of the Bishop of Norwich, was read, and to be sent to the House of Commons.
Ordinance for 400 l. per Ann. to be allowed him.
Ordinance, That Four Hundred Pounds per Annum be allowed to the Bishop of Norwich, to be sent to the House of Commons, for their Concurrence.
Message to the H. C. about the following Particulars.
A Message was sent to the House of Commons, by Mr. Doctor Heath and Mr. Doctor Aylett:
1. That the House of Commons will pass an Order for Twenty Horses for the King of France.
2. To put them in Mind of the Ordinance for the putting down Country Committees.
3. Ordinance pro Doctor Hall, Bishop of Norwich, for Concurrence.
4. Order pro Psalms Mr. Rous, with Amendments. Desire Concurrence.
5. Bishop of Worcester's Petition. Concurrence desired.
6. Ordinance for Chester, with a Proviso. Desire Concurrence.
Rishtons Ordinance.
An Ordinance for taking off the Sequestration of the Estates of William and Richard Rishtons.

Committee to examine Baker, about a Recognizance of the Under Sheriff of Lebcester.
Lords Committees appointed by the House to call Michaell Baker the Messenger to this House, who is to give an Account unto their Lordships touching a Recognizance entered into by the Under Sheriff of Leicester:
Any Three, to meet.
Ordinance to clear W. and R. Rishton, of their Delinquency.
Whereas William Rishton, of Yerneley, in the County of Sussex, Gentleman, and Richard Rishton, of the same, Gentleman, have by both Houses of Parliament been admitted unto their Fines of Two Hundred and Seventy Pounds: The Lords and Commons assembled in Parliament do hereby authorize and appoint the Commissioners of the Great Seal of England to pass a Pardon for the said William Rishton and Richard Rishton, in such Manner as shall be agreed by both Houses, and according to this Ordinance, with a Grant and Restitution of their Lands, Goods, and Chattels, and other Estates for which the said Fine was accepted, according to the Particular thereof made, and entered with the Committee at Gouldsmiths Hall, and of all Mean Profits, from the 30th Day of December, 1645, with an Exception of the Right or Estate of the said William Rishton and Richard Rishton, in or to all Advowsons, Presentations, and Right of Patronage, to any Church or Chapel; and Oliver St. John Esquire His Majesty's Solicitor General is hereby required to prepare a Pardon accordingly: Provided, That this Ordinance, or the said Pardon thereon to be passed, shall not extend to free the said William Rishton and Richard Rishton from a further Composition, for any other Lands, Goods, or Chattels, than what are contained in the Particular aforesaid; and that, in case the said Lands mentioned in the said Particular were of greater Yearly Value than are therein expressed during Three Years before the Year of our Lord 1640, then the said William Rishton and Richard Rishton shall pay such further Fine, by Way of Composition for the same, as both Houses of Parliament shall appoint."
