Message from the H. C. with an Ordinance for Church Government, and to keep scandalous Persons from the Sacrament.
A Message was brought from the House of Commons, by Denzell Holles Esquire; who said, "He was commanded, by the Knights, Citizens, and Burgesses of the House of Commons, to deliver to their Lordships an Ordinance for keeping of scandalous Persons (fn. 1) from the Sacrament of the Lord's Supper, the enabling of Congregations for the Choice of Elders, and supplying of Defects in former Ordinances and Directions of Parliament concerning Church Government."
He said, "The Title shewed what it was. The Soul of all Laws was Execution; which this Ordinance doth to those Votes and Ordinances formerly passed the Houses. This is the Dawning of a glorious Day, which our Ancestors hoped to have seen, but could not. This Ordinance being accompanied by all the Members of the House of Commons, therefore they hoped that the Compliance with the House of Commons, together with their Lordships Piety, would give a speedy Concurrence to this Ordinance. And whereas former Votes were brought up from the House of Commons, they are all contained in this Ordinance."
The Answer returned was:
Answer.
That this House conceives this Ordinance to be of Length, and of great Concernment; therefore they will take it into speedy Consideration, and return an Answer by Messengers of their own.
Next, this aforesaid Ordinance was read Twice, and Ordered to be taken into Consideration on Wednesday next.
Chamberlain versus Nicholls.
Upon hearing the Counsel of Abraham Chamberlaine Plaintiff, against Ralph Nicolls Defendant, concerning a Decree in Chancery: It is Ordered, That this House will take it into Consideration on Tuesday next, (fn. 2) what Judgement to give in this Case.
Message from the H. C. with Ordinances, &c.
A Message was brought from the House of Commons, by Sir John Evelyn, &c.
To desire Concurrence in these Particulars:
1. A Vote for the Lord Lisle to give Commission to Officers for Two Regiments of Foot, to be sent into Munster. (Here enter it.)
Read, and Agreed to.
2. A Vote for to continue Sir Wm. Brereton in his Command. (Here enter it.)
Read, and Agreed to.
3. An Ordinance for Five Thousand Pounds and Interest, out of the Excise, for the Isle of Wight.
4. Order for Mr. Moore Pye, Messenger, to have Twenty Pounds out of Haberdashers Hall.
5. Additions to the Committees of Gloucester, &c.
6. Ordinance for the Continuance of the Assessments for Ireland for a longer Time.
The Answer returned was:
Answer.
That this House agrees to the Vote concerning the Lord (fn. 3) Lisle, and the Vote concerning Sir Wm. Brereton: To the rest of the Particulars, this House will take them into Consideration, and send an Answer by Messengers of their own.
Higginson, Ld. Chandois's Servant, released.
Ordered, That Higginson, a menial Servant of the Lord Chandois, (fn. 4) being arrested by the Bailiff of Westm. contrary to the Privilege of Parliament, shall be forthwith released.
Ram to be Minister of Barraby.
Ordered, That Mr. Ram, Minister, shall officiate the Cure of the Church of Barraby, in the County of Lyncolne, in the room of Dr. Hurst, who is in Arms against the Parliament; and continue the said Officiating during the Pleasure of this House.
Ld. Lisle to give Commissions to Officers, for Two Regiments of Foot for Munster.
"It is this Day Ordered, by the Lords and Commons in Parliament assembled, That Power be given to the Lord Lisle, to nominate and appoint, and to give Commissions unto, Two Colonels and Officers for Two Regiments of Foot, and unto One Colonel and Officers of One Regiment of Horse, to be speedily raised, and forthwith transported to Munster, in Ireland, for the Relief of that Kingdom."
Sir W. Brereton to continue in his Command.
"It is this Day Ordered, by the Lords and Commons in Parliament assembled, That Sir William Brereton shall, for Three Months, have the Command of the Forces appointed to be now drawn together for the following of the Enemy in the Field."
