Tuesday, August 4. Present:—Lord Monson, Colonel Bladen, Mr. Plummer, Mr. Keene.
New York.
Read a letter from Mr. Clarke, Lieutenant Governor of New
York, dated June 20th, 1741, relating to the conspiracy some
white people and several negroes entered into, to burn the whole
town and to massacre the people, as appears by the confession
of the negro, who set fire to it, and by the testimony of several
witnesses; to which he refers, transmitting at the same time:
The tryal of Quack and Coffee, 2negroes, with their confession;
and also the confession of Jack, Tom, Peal, Wan and Cato,
all negroes.
Naval officer's accounts of ships, entered and cleared in New
York, from Lady day, 1740, to Lady day, 1741.
Ordered that an extract of as much of his said letter, as relates to the late fire there, and his own loss thereby. be transmitted in a letter to his Grace the Duke of Newcastle.
South Carolina.
Read a letter from Mr. McCulloch to the Secretary, dated June 4th, 1741, at Charles Town in South Carolina. relating to the execution of his commission in that province.
Maryland.
Read a letter from Captain Ogle, Deputy Governor of Maryland, dated at Annapolis, the 15th of December, 1740, with an account of the Bills of Credit now outstanding in that province, and funds for sinking the same; and promising to transmit a collection of all their laws, so soon as they can be got ready.
Antigue.
Mr. Yeamans, agent for Antigua, attending, the Board had some discourse with him concerning the state of the Council of that island.

Bahamas.
Read a letter from Mr. Tinker, Governor of the Bahama
Islands, dated the 29th of May, 1741, transmitting publick papers,
viz:
Treasurer's accounts, from Christmas, 1739, to Midsummer,
1740.
Treasurer's accounts, from Midsummer, to Christmas, 1740.
Minutes of Council, from the 25th of December, 1739, to the
25th of March, 1741.
Ten Naval Office lists of ships, entered and cleared at New
Providence, from the 25th of December, 1739, to the 25th
of March, 1741.
New York.
A letter to his Grace the Duke of Newcastle, for enclosing an extract of one from Mr. Clarke, Lieutenant Governor of New York, to the Board, as ordered by yesterday's minutes, having been laid before the Board, was agreed to, and signed.
Trade.
Wool.
Great Britain.
Ireland.
The Board had again under consideration some proposals to
prevent the exportation of wool, and the following papers were
read, viz:
No. 19. Letter from E. Lloyd.
Nos. 20. 21. Mr. Thomas Wilmot attending, laid before the
Board a printed paper, which was read, entituled:—
Proposals for the effectual tracing the wool of this kingdom
and Ireland, from the sheep's back, until the same be manufactured. Signed by Francis Palmer, Thomas Thwaits,
Thomas Wilmot. As was also a manuscript paper,
entituled, The copy of a proposal for the further preventing
the wool from being sent to France.
Mr. George Bonell likewise attending, laid before the Board two
papers, which were read, entituled:
No. 22. Proposals most humbly offered to the consideration of
his Majesty's Honourable the Lords Commissioners for Trade
and Plantations, by George Bonell, gentleman, by a scheme
to prevent effectually for ever the illegal exportation and
running of wool out of Great Britain and Ireland, to parts
beyond the seas, by laying the wool thereof under the following
rules and restrictions.

Thursday, August 6. Present:—Lord Monson, Colonel Bladen, Mr. Plummer.
Bahamas.
The draught of a letter to Mr. Tinker, Governor of the Bahama Islands, congratulating him on his arrival in his Government, and answering two, received from him since that time, having been laid before the Board, was agreed to, transcribed, and signed.
Pennsylvania.
The draught of a letter to Colonel Thomas, Deputy Governor of Pennsylvania, in answer to several received from him, was agreed to, and ordered to be transcribed.
Barbados.
The Board had under consideration the draughts of letters to the Governors of Barbados, and New York, and Virginia, and made some progress therein.

Massachusetts.
New Hampshire.
Plantations General.
Read an Order of the Lords of the Committee of Council, of the 7th inst., directing some additions and alterations in the instructions given to the Governors of New Hampshire and the Massachusetts Bay; as likewise recommending draughts of additional instructions to be prepared by this Board, relating to the ensigns to be worn by ships having letters of marque or reprizal, for such Governors of his Majesty's plantations in America, as have not already been instructed upon this head.
Ordered that the said alterations be made in the said instructions, and that draughts of additional instructions, in relation to the flag, be prepared, for such Governors, as have not already had them.
South Carolina.
Read an Order of the Lords of the Committee of Council, of the 7th instant, referring to this Board the petition of William Livingston, Esq., and others, for a tract of 200,000 acres of land, in order to settle therein 1000 Protestants; and the Board, after some discourse had with Mr. Livingston, who attended, postponed the further consideration of the same to another opportunity.
Bermuda.
Read a letter from Mr. Popple, Governor of Bermuda, dated
May 26th, 1741, transmitting:
Three Acts, passed the 9th of May last; as also, Abstract
taken from the minutes of Council of the 9th May, 1741.
Ordered that the said Acts be sent to Mr. Fane, for his opinion thereon, in point of law.
Pennsylvania.
The draught of a letter to Colonel Thomas, Deputy Governor of Pennsylvania (mentioned in the minutes of the 6th inst.), having been transcribed, was agreed to, and signed.
Wednesday, August 12. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plummer, Mr. Keene.

Wool.
Great Britain.
Ireland.
The Board had again under consideration some proposals for
preventing the exportation of wool; and the following papers
were read:
No. 24. Proposals by Mr. James Chave.
No. 25. Account of wool, exported from Waterford to England, from 1703 to 1720.
No. 26. Mr. R. Bonell's proposal with improvements.
No. 27. Anonymous paper.
No. 28. A letter signed J. Gray, together with a printed
pamphlet, entituled, Gray's proposal fully to prevent the
smuggling of wool etc.
Barbados.
The draught of a letter to James Dottin, Esq., President of the Council and Commander in Chief at Barbados, in answer to those from him to the Board, was agreed to, and signed.
North Carolina.
Read two letters from Mr. Johnston, Governor of North Carolina, the one dated at Edenton, the 14th January, 1740/1, acquainting the Board with the state of the Council there, and inclosing an account of the state of the paper currency of that province, from the first emission of any Bills of Credit to the year 1740.
The other, dated at the same place, April 15th, 1741, signifying his want of direction about passing a new Quit Rent Act, in the room of the last repealed; and recommending Mr. Gould and Mr. Scarborough to supply the two vacancies in Council.

Miscellanies.
The Secretary laid before the Board an account of the incidental charges of this Office, from Michaelmas to Christmas, 1740, amounting to the sum of £304 14s. 2½d., and a letter to the Lords of the Treasury, desiring payment thereof, and of the salaries due to the Secretary and under officers for the same time, was agreed to, and signed.
North Carolina.
Read a paper received from Mr. John Sharpe, entituled, The protest of N. Rice and E. Moseley, Esq., against the Act appointing county clerks.
Read also another paper, received from the same, entituled, Observations on, and objections to an Act to appoint able and skilful clerks for the several County Courts within the province of North Carolina, and for the better securing and safe keeping the records of the same, passed August 21st, 1740.
Massachusetts.
New Hampshire.
Plantations General.
The draught of a report to the Committee of Council, ordered by the minutes of the 11th instant, was agreed to, and signed, as also the draught of a representation to the Lords Justices, with a circular instruction, relating to the ensigns to be worn by ships having private commissions or letters of marque or reprizal, and of a letter to Mr. Couraud and Mr. Stone, Secretaries to the Lords Justices, inclosing the same.
Bermuda.
The draught of a letter to Alured Popple, Esq., Governor of Bermudas, in answer to those received from him, having been laid before the Board, was agreed to, and signed.
Wednesday, August 19. Present:—Colonel Bladen, Mr. Brudenell, Mr. Plummer.
New York.
Read a letter from the Duke of Newcastle, dated the 13th inst., requiring an instruction to be prepared for the Hon. George Clinton, Esq., Governor of New York, relating to his appointments, as also to an allowance for house rent, that belonging to the Governor having been destroyed by fire.
Jamaica.
The draught of a letter to Mr. Trelawney, Governor of Jamaica, in answer to such of his, as have been received, since the Board's last letter to him, was agreed to, and signed.
South Carolina.
The draught of a letter to William Bull, Esq., President of South Carolina, in answer to such of his, as have been received, since the Board's last to him, was agreed to, and signed.
Virginia.
The draught of a letter to Mr. Blair, President of the Council in Virginia, in answer to several received from him, was agreed to, and signed.

Leeward Islands.
The draught of a letter to Mr. Mathew, Governor of the Leeward Islands, in answer to those received from him since the Board's last letter, was agreed to, and signed.
New York.
The draught of a letter to George Clarke, Esq., Lieutenant Governor of New York, in answer to those received from him since the Board's last letter to him, was agreed to, and signed.
New Jersey.
The draught of a letter to Lewis Morris, Esq., Governor of New Jersey, in answer to such of his, as have been received from him since the Board's last letter to him, was agreed to, and signed.
New York.
The draught of a representation to the Lords Justices, accompanying the general instructions and instructions for trade for the Hon. Mr. Clinton, Governor of New York, as also of a letter to his Grace the Duke of Newcastle, inclosing the same, was agreed to, transcribed and signed.

Ireland.
The Board had again under consideration the affair of the wool;
and the following papers were read, viz:
No. 29. A scheme or method to prevent the running of wool,
by Anthony Sympson.
No. 30. The scheme of John Broughton of Drogheda, alderman, to prevent the running of wool in Ireland.
No. 31. A (printed) scheme to prevent the running of wool
from England to foreign parts, sent in a letter from J.
Newball, of Stamford.
No. 32. Three letters from Mr. Lloyd.
New York.
A box of publick papers from New York (referred to in a letter
from Mr. Clarke, Lieutenant Governor of that province, dated the
22nd of April, and read the 23rd of June last), having been lately
received, the Secretary laid the same before the Board, viz:
Minutes of Council, beginning the 5th of April, ending the
5th of August, 1740.
Minutes of Council and Assembly, beginning the 30th of
June, ending the 3rd of November, 1740.
Fourteen Acts, passed at New York, one in July, and thirteen
in November, 1740.
Ordered that the said Acts be sent to Mr. Fane, one of his Majesty's Counsel at Law, for his opinion thereon, in point of law.
Massachusetts Bay.
Read a letter from Mr. Willard, Secretary of the Massachusetts
Bay, to the Secretary of this Board, dated at Boston, June 15th,
1741, transmitting the following publick papers, viz:
Treasurer's general account, from May, 1739, to May, 1740.
Minutes of Council, from the 2nd of September, 1740, to the
19th of February, 1740/1.
Assembly Minutes for the session, begun and held the 21st
of November, 1740, and likewise for that begun the 26th
of March, 1741, ending the 25th of April, 1741.
Seven Acts, passed at Boston, the 31st December, 1740, and
9th January, 1740/1.
Nine Acts, passed there, the 10th of April, 1741.
Ordered that the said Acts be sent to Mr. Fane, for his opinion thereon, in point of law.
Antigua.
Read a memorial from John Yeamans, Esq., agent for his Majesty's island of Antigua, relating to the state of the Council there, transmitted in a letter to the Secretary.
North Carolina.
The draught of a letter to Gabriel Johnston, Esq., Governor of North Carolina, in answer to such as have been received from him, since the Board's last letter to him, was agreed to, transcribed and signed.

Leeward Islands.
Read a letter from General Mathew, Governor of the Leeward
Islands, dated May 28th, 1741, transmitting the following Acts
and publick papers, viz:
Minutes of Assembly at Antigua, from the 18th of December,
1739, to the 19th of May, 1740; and from the 3rd of June
to the 9th of December, 1740.
4 Acts, passed at Antigua, in November, 1740, and February,
1740/1.
Ordered that the said Acts be sent to Mr. Fane, for his opinion thereon, in point of law.
