Jamaica.

Order of Council about laws in force after October, 1724.

Order of Council, of the 6th of August, 1723, directing the Board to consider and report what laws will be in force or expire in Jamaica, and upon what foot that government will stand after the 1st October, 1724, was read, and their Lordships resolved to consider further thereof to-morrow morning.

Letter from the Duke of Portland about difference with Captain Laws, etc.

Letter from the Duke of Portland, Governor of Jamaica, dated the 25th July, 1723, was read, and the papers, therein referred to, were laid before the Board, viz:—

Order of Lords of Committee.

Petition of Mr. Partridge against instructions about Acts of Trade.

Order of the Lords of the committee of 24th July, 1723, referring to the Board the petition of Richard Partridge, agent for the colony of Rhode Island, praying to be heard against an order and instructions relating to the Acts of Trade, was read, and their Lordships resolved to consider further thereof at another opportunity.

New Jersey.

Attorney General's report, altering constitution of Assembly.

Representation.

A report from Mr. Attorney General, about altering the present constitution of the Assembly of New Jersey, was read, and directions were given for preparing the draught of a representation thereupon.

Progress.

Their Lordships took again into consideration an Order of Council, dated the 6th August, 1723, directing the Board to consider and report what laws will be in force or expire in Jamaica, etc., mentioned in yesterday's Minutes, and made a progress therein.

Copy of Order of Council about three Acts and letter from his Majesty to Duke of Portland.

Copy of an Order of Council, of 6th August, 1723, upon a report of the Lords of the Committe of Council, relating to three Acts of Jamaica, and to a letter proposed to be thereupon sent from His Majesty to the Duke of Portland, was read.

Copy of Order of Council upon the Act for augmenting Governor's salary.

Copy of an order of the Lords Justices in Council, referring to a Committee the Act for augmenting the Duke of Portland's salary, dated 20th June, 1723, was read.

Copy of an Order of Council and of the Committee of Council upon Acts relating to the Revenue.

Copy of an order of the Lords Justices in Council, dated 20th June, 1723, referring the representation of this Board upon two Acts of Jamaica, the one for making the revenue perpetual, etc., and the other, for presenting frauds therein, etc., to a Committee of Council, and their order of the 21st of the same month, referring them to the Lords Commissioners of the Treasury, was read.

Report of the Committee upon Acts about the Revenue and Governor's salary.

Copy of a report of the Committee of Council to the Lords Justices, dated the 26th of July, 1723, upon three Acts of Jamaica, relating to the Revenue and the continuance of several laws of that island, as likewise the augmentation of the Duke of Portland's salary, was read.

South Carolina.

Order of Council, repealing an Act.

Copy of an order of the Lords Justices in Council, of 27th June, 1723, upon a representation of this Board for repealing an Act of South Carolina for the good government of Charlestown, was read.

North Carolina.

Order approving Captain Burrington's instructions.

Copy of an order of the Lords Justices in Council, dated 20th June, 1723, approving the draught of instructions for Mr. Burrington, was read.

Virginia.

Order of the Committee about quit rents and purchasing rights in the two new counties.

Copy of an order of a Committee of Council, dated the 22nd March, 1722–3, referring to the Treasury the affair of remitting the quit rents and purchasing of rights in two new counties, was read.

Plantations General.

Order of Council approving additional instructions about private Acts.

Copy of an order of the Lords Justices in Council, dated 27th June, 1723, approving draughts of additional instructions to several governors in America, not to pass private Acts, without a clause suspending their execution, till His Majesty's pleasure be known, was read.

Order of Committee on representation about pardoning pirates.

Copy of an order of the Committee of Council, of 8th March, 1722–3, referring the report of this Board about pardoning some pirates to the Attorney and Solicitor General, was read.

Bermuda.

Order of Council, new counsellor.

Copy of an Order of Council, approving a representation of this Board recommending Mr. Parsons to be a member of Council instead of Mr. Smith, dated 26th May, 1723, was read.

Order of Council.

repeal of an Act.

Copy of an order of the Lords Justices in Council, dated 27th June, 1723, upon a representation of this Board, for repealing an Act to supply the deficiency of several funds, finishing the Governor's house, etc., approving the said representation.

Letter to Mr. Attorney and Solicitor General to give their opinion thereon.

Their Lordships taking again into consideration the Order of Council, dated the 6th August, 1723, directing the Board to consider and report what laws will be in force or expire in Jamaica, etc., mentioned in the Minutes of the 1st instant, ordered that a copy of the said order be sent to Mr. Attorney and Mr. Solicitor General for their opinion thereupon in point of law, and that the secretary let them have copies of what papers they shall have occasion for.

Rooms of office for Lord Bishop of London.

Letter from Mr. Kelsall, of the 3rd of September, by order of the Lords of the Treasury, desiring the Board to deliver possession of the rooms, in which their Lordships' office is kept, to the Lord Bishop of London, was read.

Letter from Mr. Tilson.

Thompson and Barnes's services about wool, etc.

A letter from Mr. Tilson, dated the 11th September, 1723, by order of the Lords of the Treasury, desiring to know what services Josias Thompson has done, in conjunction with Elias Barnes, touching the discovery of the fraudulent exportations of wool, was read, and their Lordships resolved to consider further thereof to-morrow morning.

Scheme for security against pirates.

A scheme for stationing the men of war in the West Indies, for better securing that trade from pirates, was read, and their Lordships resolved to consider further thereof at another opportunity.

Letter to Mr. Lowndes about Thompson, wool, etc.

Their Lordships taking again into consideration the letter from Mr. Tilson, mentioned in yesterday's Minutes, ordered that a letter be writ to Mr. Lowndes, in answer thereto.

Bermuda.

Order of Committee about proofs against Mr. Brooke, collector and counsellor.

An order of the Lords of the Committee, of the 14th August, 1723, directing the Board of Trade to report what proofs have been transmitted to them against Thomas Brooke, collector of the Customs of Bermuda, complained of by the Governor of those islands, was read, and ordered that the draught of a representation be prepared thereupon.

New York.

Letter from the Governor.

A letter from Mr. Burnet. Governor of New York, to the Board, about a treaty with the Indians, and recommending the passing the 2 per cent. Act, dated 29th May, 1723, was read, and the papers, therein referred to, were laid before the Board, viz:—

Letter from the Governor.

Another letter from Mr. Burchet, of the same date, to the secretary, with naval officer's accounts for New York and New Jersey, and acknowledging the appointment of James Alexander and James Smith, councillors for New Jersey, was read, and the papers, therein referred to, were laid before the Board, viz:—

Letter from the Governor.

A third letter from Mr. Burnet to the Board, dated the 25th of June, 1723, was read, and the papers, therein referred to, were laid before their Lordships, viz:—

Minutes of Commissioners of Albany, May 29th, and 1723, concerning the far nations of Indians, who are to come to trade at Albany, to the number of eighty persons, besides women and children.

Letter from the Governor.

A letter from Mr. Worsley, Governor of Barbadoes, dated 1st of June, 1723, was read, and the papers, therein referred to, were laid before the Board, viz:—
