A letter from Mr. Woolley, dated 29th, in answer to one writ to him the 28th of last month, in relation to a duty laid upon calicoes in Ireland, was read; and their Lordships, taking again into consideration the order of the Lords of the Committee referring to the Board a clause in an Irish Bill, for the further improvements of the hempen and flaxen manufactures, whereby the duty upon painted and stained calicoes is extended to painted and stained muslins, mentioned in the Minutes of the 28th of last month, gave directions for preparing the draught of a representation thereupon.

Order in Council, directing instructions for Governor to assist the Surveyour of the Woods.

An Order in Council, dated the 28th of the last month, directing the Board to prepare the draughts of instructions to all the Governors on the Continent of America, to be aiding and assisting to the Surveyor General of his Majesty's Woods, and his deputies, was read; and their Lordships gave directions for preparing the draughts of instructions accordingly.

Five letters from Captain St. Lo, Commodore of the Newfoundland convoy, were read, and the papers, therein respectively referred to, were laid before the Board.

Captain St. Lo attending, as he had been desired, their Lordships took again into consideration his letters and other papers, mentioned in yesterday's Minutes, in relation to the Newfoundland fishery, and to the prejudice occasioned thereto by Colonel Gledhill, Commander in Chief at Placentia; and their Lordships, after some discourse with Captain St. Lo thereupon, gave directions for preparing the draught of a representation thereupon.

A letter from the Lord Viscount Townshend, dated yesterday, enclosing an extract of one from Mr. Wich, was read; whereupon ordered that Mr. Hankel and Mr. Bulwork be acquainted that the Board desire to know what they may have to offer upon this affair on Friday morning next.

The representation, ordered yesterday to be prepared, in relation to the behaviour of Colonel Gledhill, Commander in Chief at Placentia, with respect to the fishery there, was agreed.

Instructions to Governors about Surveyor of the woods, agreed.

The draught of an instruction, ordered to be prepared the 2nd instant, directing the Governors of His Majesty's Plantations on the Continent, to be aiding and assisting to the Surveyor General of the Woods, and his deputies, was agreed; ordered that the draught of a representation be prepared thereupon.

Merchants attend, letters from the Lord Townshend, wrecks, Danish territories.

Letter to Lord Townshend ordered.

Representation deferred until the merchants answer.

Mr. Hankel and some other Hamburgh merchants attending, he presented to the Board their answer to the Secretary's letter of the 3rd inst., in relation to wrecks or ships stranded on the Danish Territories in the Elbe, and their Lordships taking again into consideration the letters from the Lord Townshend upon this subject, mentioned in the Minutes of the 27th of February and of the 31st inst., as also the letter from Mr. Hanbury, Governor of the Hamburgh Company, mentioned in the Minutes of the 28th of the last month, after some discourse with these gentlemen, their Lordships gave directions for preparing a letter to the Lord Townshend, to acquaint his Lordship, that the Board are desirous of deferring their representation for some time, in expectation of an answer from some merchants at Hamburgh upon this subject, mentioned in Mr. Hanbury's said letter.

Ordered that a letter be writ to Mr. Hanbury, to desire he will send to the Board a copy of the said Hamburgh merchants' answer, so soon as he shall receive the same.

The several papers, received from Mr. Meure, which Colonel Matthew, Lieut. General of the Leeward Islands, refers to in his late letters since General Hart's return from thence, relating to the removal of Chief Justice Greathead, and other proceedings concerning the judges, were laid before the Board.

Antigua.

Letter to there of the Council to know when they return.

Ordered that a letter be writ to Colonel Warner, Mr. Cochran and Mr. Yeamans, three of the Council of Antigua, to know whether, and when, they intend to return to that island.

Bermuda.

Colonel Hope to attend about a suspended councillor.

Their Lordships, observing that Mr. Outerbridge was suspended from the Council of Bermuda, ordered that Colonel Hope, the late Governor, be acquainted that their Lordships desire to speak with him thereupon on Tuesday morning next.

Barbadoes.

Letter from the Duke of Newcastle.

Mr. Worseley continued.

Draughts of commission, etc., to be prepared.

A letter from the Duke of Newcastle, dated the 5th inst., signifying his Majesty's continuance of Mr. Worseley in the government of Barbadoes, and directing the draughts of a commission and instructions to be prepared for him, was read; whereupon ordered that the said draught be prepared accordingly.

St. Christophers.

Assembly's address.

General Matthew's accounts.

Representation ordered.

Their Lordships, taking again into consideration a paragraph in the copy of an address from the Assembly of St. Christophers to Lieut. General Matthew, wherein they acknowledge to have received from him an account of the money expended for repairing the fortifications, mentioned in the Minutes of the (fn. 1), gave directions for preparing the draught of a representation upon another address from the said Assembly, referred to the Board by the Duke of Newcastle's letter of the 31st of January, read the 23rd of February, 1726–7, praying that he might be obliged to account with them for the said sums.

Bermuda.

Colonel Hope attends about suspended councillor.

Colonel Hope, late Lieut. Governor of Bermuda, attending, according to appointment, and their Lordships desiring he would give them his reasons for having suspended Mr. Outerbridge from his seat in the Council of Bermuda, he acquainted the Board that the said Outerbridge, as appears by the Minutes of Council of Bermuda of the 4th of September, 1727, had violated his oath as chief judge, and contemned the law by having wilfully decreed an undecisive sentence at the Court of Admiralty in the case of the sloop William libelled there to; and that, although duly summoned, he had neglected to attend his duty at the Council Board.

Mr. Outerbridge to be left out of the instructions.

Colonel Hope being withdrawn, their Lordships gave directions that Mr. Outerbridge's name should be left out in the draught of Captain Pitt's instructions.

Antigua.

Two of the Council attend.

Mr. Yeamans and Mr. Cochran, two of the Council of Antigua, attending, acquainted the Board in answer to the Secretary's letter to them, dated the 4th inst., desiring to know whether, and when, they intended to return to Antigua, that they designed to return in two years, for which time they hoped the Board would excuse their attendance.

The three to be continued.

A letter from Colonel Warner, another of the same Council, desiring likewise to be excused for two years, was read; and their Lordships ordered that the three aforesaid gentlemen should be continued of the said Council.

Montserrat.

State of the Council to be considered.

Lord Londonderry and Colonel Hart to attend.

Their Lordships then resolved to consider of the state of the Council of Montserrat on Thursday morning next, and ordered that the Lord Londonderry and Colonel Hart be acquainted with the Board's desire of speaking with them thereupon at the same time.

Letter from Mr. Tigh, about his charges, which are allowed to be put in the incidents.

A letter from Mr. Tigh, consul at Elsinore, to the Secretary, dated the 30th of March, 1728, desiring payment of the charge he has been at, in transmitting to this Board the lists of ships passing and repassing the Sound for the years 1723, 1724, 1725, 1726, 1727, was read; whereupon ordered that the sum of twelve pounds and ten shillings, the charge, which Mr. Tigh has been at, be inserted in this quarter's account of petty expences.

Sardinian edict laying duties upon woollen manufactures, Duty of raw silk, etc.

Mr. Houssay and some other gentlemen attending, as they had been desired, their Lordships took again into consideration the King of Sardinia's edict, mentioned in the Minutes of the 23rd of February last, laying new duties upon several species of our woollen manufactures imported into his dominions, and desired these gentlemen would let the Board have in writing, as soon as conveniently may be, their opinion, what effect a duty upon thrown and raw silk, to be imported hither from Piedmont, would have upon our manufactures.

St. Christophers.

The representation, ordered yesterday to be prepared, upon the address from the Assembly of St. Christophers, was agreed and signed.

Bermuda.

Captain Pitt, etc., recommending two councillors, they are agreed to.

Captain Pitt, appointed Governor of Bermuda, attending with Mr. Parsons, one of the Council of those islands, and Mr. Noden, the agent, he acquainted the Board that there were two vacancies in the Council by the suspension of Mr. Outerbridge and by Mr. Parsons' resignation, and desired that Mr. Nathaniel Butterfield and Mr. Leonard White might be appointed to supply those vacancies, which their Lordships agreeing to, ordered that their names be accordingly inserted in Captain Pitt's instructions.

Navigation of the Elbe.

A letter from the Lord Townshend, dated the 10th inst., inclosing an extract of a letter from Mr. Wich, envoy at Hamburgh, desiring further instructions to proceed on the convention, proposed to be made with Denmark, concerning the navigation of the Elbe, was read, and their Lordships resolved to consider further thereof on Tuesday morning next.

The draught of a letter to Mr. Worseley, Governor of Barbadoes, directed yesterday to be prepared, was agreed and ordered to be transcribed.

The draught of an additional instruction relating to the alteration of the prayers for the Royal Family, ordered to be prepared the 10th inst., was agreed, and a representation for laying the same before his Majesty, was agreed and signed.

Montserrat.

Mr. Gerrish does not return.

The Secretary then acquainted the Board that Mr. Gerrish had informed him that he did not intend to return to Montserrat.

Leeward Islands.

Representation, Lord Londonderry's instructions, signed.

A representation with the Earl of Londonderry's instructions for the Leeward Islands, was agreed and signed, as also a letter for enclosing the same to the Duke of Newcastle.

Barbadoes.

Order in Council restoring Mr. Berwick.

The copy of an Order in Council, dated the 21st of the last month, for restoring Samuel Berwick, Esq., to his place in the Council of Barbadoes, was read; whereupon ordered that his name be inserted in the instructions for Mr. Worseley, Governor of that island, directed to be prepared the 9th inst.

Order in Council upon Colonel Hart's petition upon an Act, which settles £2,000 current money upon him, persons summoned.

An Order in Council, dated the 11th inst., referring to the Board a petition from Colonel Hart, Governor of the Leeward Islands, complaining of an Act, passed by Lieut. General Matthew at St. Christophers, for repealing an Act, whereby the sum of £2,000 of current money of the said Island of St. Christophers is settled upon the petitioner during the time he should continue Governor, for the better supporting the honour of Governor, and for the dignity of the Government, was read; whereupon ordered that the petitioner, Mr. Meure, and Mr. Beake be acquainted that the Board desire to speak with them to-morrow morning.

Newfoundland.

Letter from Mr. Burchet for heads of inquiry, they are to be prepared.

A letter from Mr. Burchet to the Secretary, dated the 12th inst., signifying that three of his Majesty's ships, under the command of the Lord Vere Beauclerk, are ordered for this year's service at Newfoundland, and desiring that the usual heads of inquiry may be prepared for his Lordship, was read; whereupon ordered that the said heads of inquiry be prepared accordingly.

The draught of a commission for Mr. Worseley to be Governor of Barbadoes, ordered to be prepared the 9th instant, was agreed, and a representation thereupon was signed, as also a letter, for enclosing the same to the Duke of Newcastle.

St. Christophers.

Act £2,000 current money.

Representation to repeal it.

Colonel Hart, late Governor of the Leeward Islands, attending, as he had been desired, as also Mr. Beake, agent for the Island of St. Christophers, and Mr. Meure, their Lordships took again into consideration the Order in Council, mentioned in yesterday's Minutes, referring to the Board Colonel Hart's petition, complaining of an Act, passed at St. Christophers, for repealing one passed there in 1722, whereby the sum of two thousand pounds per annum was settled upon him, as also Mr. Fane's report upon the said Act; and after some discourse with these gentlemen thereupon, their Lordships agreed and signed a representation for repealing the same.

The representation, ordered yesterday to be prepared, in relation to wrecks or ships stranded in the Danish territories in the Elbe, was agreed and signed, as also a letter for enclosing the same to the Lord Viscount Townshend.

Weaver's opinion, Piedmont silk.

Mr. Dalbiac and Mr. Lekeux attending, presented to the Board the opinion of the weavers, concerning the use of Piedmont silk, and the difference between that and Bergamo silk, which was read; and their Lordships resolved to consider further thereof at their next meeting.

Newfoundland.

Heads of inquiry agreed and sent.

The Secretary then laid before the Board the draught of heads of inquiry for the Commodore of the Newfoundland convoy for the year 1728, directed yesterday to be prepared, which being agreed, their Lordships ordered them to be transmitted to Mr. Burchet, to be laid before the Lords Commissioners of the Admiralty.

An account of the quantity of iron imported into this kingdom for ten years last past, distinguishing from what parts, as also an account of what duties are now payable thereon, especially pig iron, from the British Plantations, was read.

An Order in Council of the 14th of December, 1717, referring an Act, passed at Antigua in 1723–4, for constituting a court to hold plea of foreign attachments according to the custom of the city of London, with this Board's report thereupon to the Lords of the Council.
