Letter from Mr. Worsley.

A letter from Mr. Worsley, Governor of Barbadoes, dated 26th of March, 1723, giving an account of this arrival there, complaining of illegal trade to the French islands, and proposing some remedies, was read.

Another letter from Mr. Worsley, dated 9th April, 1723, transmitting public papers, was also read, and the papers, therein referred to, were laid before the Board, viz:—

Jamaica.

Draught of letter to Duke of Portland.

The draught of a letter to His Grace the Duke of Portland, Governor of Jamaica, was agreed and ordered to be transcribed.

New Hampshire.

Memorial from Mr. Newman about Councellors.

Colonel Shute and Mr. Newman to attend.

A memorial from Mr. Newman, agent for New Hampshire, recommending Colonel Plaisted and Mr. Frost to be of the Council of that province, was read, and ordered that Colonel Shute and Mr. Newman be acquainted that the Board desire to speak with them to-morrow morning upon that subject.

Letter from Mr. Burchet.

One Nayler, intestate, unknown, extract of letter thereupon sent to the Treasury.

A letter from Mr. Burchet, dated 7th May, 1723, with an extract of one from Colonel Wentworth, Lieutenant Governor of New Hampshire, relating to one Nayler, a stranger there, dying intestate, was read; whereupon ordered that the said extract be sent to Mr. Horace Walpole, to be laid before the Lords of the Treasury.

Letter from Mr. Carkesse, imports and exports.

A letter from Mr. Carkesse with the account of imports and exports for the year 1719 was likewise read.

Letter to Mr. Secretary Walpole.

Addresses.

A letter to Mr. Walpole, enclosing two addresses from the Governor, Council and Assembly of Barbadoes, in order to their being laid before His Majesty (as agreed yesterday), was signed.

Letter to Mr. Worsley.

Their Lordships taking again into consideration the two letters from Mr. Worsley, Governor of Barbadoes, which were read yesterday, agreed and signed an answer thereto.

Extract of Mr. Wolsey's letter about illegal trade with Martinique to be sent to the Treasury.

Further ordered that an extract be made of so much of Mr. Worsley's said letter, dated the 26th of March, 1723, as relates to the illegal trade to Martinique, and sent to Mr. Horace Walpole to be laid before the Lords of the Treasury.

Jamaica.

Letter to Duke of Portland.

A letter to the Duke of Portland, agreed yesterday, was signed.

New Hampshire.

Colonel Shute and Mr. Newman about councillors.

Representation proposing two new ones.

Colonel Shute and Mr. Newman attending, as they had been desired, Colonel Shute acquainted their Lordships that Mr. Peter Weare and Mr. Nicholas Gilman had refused to qualify themselves as councillors for New Hampshire, and at the same time recommended Mr. John Plaisted and Mr. John Frost as persons well qualified to serve His Majesty in that station, their Lordships, after some discourse with Colonel Shute and Mr. Newman thereupon, agreed and signed a representation for that purpose.

A letter from Major Drysdale, Lieutenant Governor of Virginia, dated 20th of December, 1722, was read, and the papers, therein referred to, laid before the Board, viz:—

Letter from Colonel Hart.

A letter from Colonel Hart, Governor of the Leeward Islands, dated the 20th of January, 1722-3, was read, and the papers, therein referred to, were laid before the Board, viz:—

Whereupon ordered that the Act, passed at St. Christophers the 7th of November, 1722, entituled, An Act to enable Andrew Audain and Peter Audain or the survivor of them, infants under the age of twenty one years, with the consent of Isaac Peter Audain their father, to sell the plantation and lands therein mentioned unto William Pym Burt Esquire, and for securing the monies arising thereby unto the said Andrew Audain and Peter Audain, be sent to Mr. West, for his opinion thereupon in point of law.

A representation upon an Act, passed in Carolina in 1722, entituled, An Act for the good government of Charles Town, ordered to be prepared the 20th of last month, was agreed and signed.

Virginia.

A letter to Major Drysdale, Lieutenant Governor of Virginia, directed to be prepared the 13th instant, was agreed and signed.

Act about Pera Plantation.

Their Lordships taking into consideration an Act passed at Jamaica in 1722, entituled, An Act for encourageing the speedy settling of the plantation commonly called Pero or Pera Plantation, situate at Port Morant in the parish of St. Thomas in the East in this island, and for obliging all persons entituled to the equity of redemption thereof to redeem the same by a prefixed time; Mr. West's report thereupon was read. Whereupon ordered that he be acquainted that the Board desire to speak with him thereupon to-morrow at 1 o'clock.

A letter from Colonel Hart, Governor of the Leeward Islands, dated the 9th of April, 1723, was read, and the papers, therein referred to, were laid before the Board, viz:—

Whereupon their Lordships immediately sent an extract of Colonel Hart's said letter and copies of the papers therewith received, to Mr. Walpole, to be laid before His Majesty, and made a postcript to the letter to Colonel Hart, which was signed yesterday.

A letter from Captain Phenny, Governor of the Bahamas, dated the 24th December, 1722, was read, and the Minutes of 24th September and 12th November, 1722, therewith transmitted, were laid before the Board, viz:—

Another letter from Colonel Hope, dated the 20th March, 1722-3, was read, and the proceedings of the Assembly from March 4th to March 7th, 1722-3, therewith transmitted, were laid before the Board.

Letter from Mr. Forward, act concerning servants, slaves, convicts.

Mr. Forward to attend.

A letter from Mr. Forward to the secretary, dated the 26th of June, 1723, desiring the repeal of an Act passed in Virginia in 1722, entituled, An Act for amending the Act concerning servants and slaves, and for the better government of convicts imported, and for the further preventing clandestine transportation of persons out of this colony, was read, and ordered that he be acquainted that the Board desire to speak with him thereupon to-morrow morning.

Miscellanies.

Accounts of incidental charges.

The secretary laid before the Board an account of the incidental charges of this office, from Michaelmas, 1722, to Midsummer, 1723, amounting in the whole to £505 8s. 7¾d., viz:—

Whereupon a letter to the Lords of the Treasury desiring payment thereof, as likewise nine months salary due to the secretary and other officers in the service of this commission, was agreed and signed.

Virginia.

Mr. Forward attending, as he had been desired, in relation to an Act passed at Virginia, in 1722, entituled, An Act for amending the Act concerning servants and slaves, and for the better government of convicts imported, and for the further preventing the clandestine transportation of persons out of this colony; their Lordships, after some discourse thereupon, ordered that the said Act should be sent to Mr. West, for his opinion thereupon in point of law.

A letter to Colonel Hope, Lieutenant Governor of Bermuda, agreed yesterday, was signed.

Counsellor.

A representation to the Lords Justices, proposing Captain Daniel Tucker to be of the Council of Bermuda, in the room of Thomas Brooke, whom Colonel Hope has desired to be removed, was agreed and signed.

Nevis.

Memorial from Mr. Stracey, Act about estate of Thomas Herbert.

Sent to Mr. West.

A memorial from Mr. Stracey, desiring the confirmation of an Act, passed at Nevis in 1721, entituled, An Act for the settling an estate in fee simple of and in the lands and tenements, negroes and other the appurtenances which were of Thomas Herbert late of this island deceased in his three sons John, William and Joseph Herbert and for the confirming the estate of John Richardson Esquire, and John Smith planter, purchasers of part of the said estate from and under the said John Herbert, was read. Whereupon ordered that the said Act be sent to Mr. West, for his opinion in point of law.

Mr. Attorney and Mr. Solicitor General's report upon an Act, passed in Barbadoes the 26th of February, 1722, entituled, An Act for supporting the honour and dignity of the Government, was read, as also the said Act. And their Lordships resolved to consider further thereof at their next meeting.

Bahamas.

Letter from Captain Phenny to Colonel Bladen.

Mr. Fairfax proposed to be secretary, draught of representation.

Colonel Bladen then communicated to the Board a letter he had received from Captain Phenny, dated the 31st of March, 1723, desiring Mr. Fairfax may be recommended to be Secretary to the Bahamas, and their Lordships were pleased to order that a draught of a representation be prepared accordingly.

Virginia.

Draught of representation upon Act about quit rents.

A draught of a representation, ordered to be prepared the 30th of August last, for repealing an Act, passed in Virginia in 1720, entituled, An Act for the better discovery and securing His Majesty's quit rents, was agreed and ordered to be transcribed.

Mountserrat.

Draught of representation upon Act about duties and £500 per annum to Colonel Hart.

Ordered that a draught of a representation be prepared for repealing an Act, passed at Montserrat in 1722, entituled, An Act for granting to His Majesty his heirs and successors, certain duties upon the impost of dry goods and liquors etc. and for the payment of £500 annually to his Excellency John Hart, Esquire, Captain General and Governor in chief of all His Majesty's Leeward Charribee Islands in America.
