Plantations General.

Procedents of proceedings on complaints against Governors.

Draught of representation on complaints against Colonel Hart.

Their Lordships took into consideration several precedents of proceedings on complaints against Governors of Plantations, which were referred to by the counsel in behalf of Colonel Hart, Governor of the Leeward Islands, at the hearing the 28th of the last month, upon the complaints lately made against him [folios 197, 218], and a progress was made in the draught of a representation to their Excellencies the Lords Justices in relation to the said complaints.

Letter from Mr. Barnes.

A letter from to Mr. Elias Barnes [folio 164], dated at the Hague, the 1st instant, relating to his return to this kingdom, pursuant to the Acts concerning artificers, who are his Majesty's subjects settling in foreign countries, was read.

Representation on complaints against Colonel Hart.

The draught of a representation to their Excellencies the Lords Justices, upon the complaints against Colonel Hart, Governor of the Leeward Islands [folio 217], referred to this Board by their Excellencies' Order in Council of the 22nd of June last, was agreed, transcribed and signed.

Barbadoes.

Order of Council.

Petition of Mr. Bond to be restored to his place in Council.

An Order of Council of the 20th of the last month, referring to this Board the petition of Francis Bond, Esquire [folio 229], late one of the members of His Majesty's Council in Barbados, praying that he may be restored to his former place and precedency in the said Council, or otherwise constituted one of the said Council on the first vacancy, was read, together with the said petition and two depositions annexed, whereupon their Lordships agreed to consider further thereof at another opportunity.

Letters and papers from Captain Phenney.

Their Lordships took into consideration the undermentioned letters and papers from Captain Phenney, Governor of the Bahama Islands, which were severally read, viz:—
A letter from Captain Phenney, dated the 10th of August, 1723.
Minutes of Council, from 23rd December, 1722, to 17th June,
1723, relating chiefly to the late Governor Rogers.
Minutes of Council of 16th June, and 7th August, 1723, relating to Captain White, suspected to trade with pirates.
Minute of Council, about erecting a new church in Providence, and a list of the councillors.
Address from the Council, magistrates and principal inhabitants to Governor Phenney.
Affidavit of Thomas Walker, relating to the Spaniards plunderning an English vessel.

A letter from Captain Phenney, dated the 24th of December, 1723.
Account of ordnance, powder and other stores of war brought to the Bahama Islands by Captain Rogers and Captain Phenney, with the remains the 12th of November, 1721, and 1st of January, 1723—4.
The Publick Treasury of the Bahamas, debtor and creditor, from 30th April, 1722, to 24th December, 1723. Captain Phenney's answers to queries sent him relating to the Bahama Islands.

A letter from Captain Phenney, dated the 3rd of December, 1724. Captain Phenney's answer to three more queries sent him by this Board.

Letter to the Duke of Newcastle, about insults of the Spaniards.

A duplicate of the last mentioned letter from Captain Phenney, with a postscript of the 5th of June, 1725, relating to a sloop brought in from Lyne the pirate.
Affidavits of Roger Stevens and John Ekines, mariners, relating to his being taken by Spriggs, the pirate, to their escape from one Lyne, another pirate, and to several vessels being taken by the said pirates, men forced into their service, and other their proceedings.
whereupon a letter for inclosing to His Grace the Duke of Newcastle, an extract of Captain Phenney's said letter of the 16th of April, 1725, and copies of the affidavits relating to the insults and depredations committed by the Spaninards upon His Majesty's subjects at the Bahama Islands, was agreed and signed.

The three undermentioned letters from Major Drysdale, Lieutenant Governor of Virginia, was read, and the papers, therein referred to, were laid before the Board, viz:—
Letter from Major Drysdale, dated the 10th of July, 1724.
Account of the revenue of 2 shillings her hogshead, from 25th October, 1723, to 25th, April, 1724.
Minutes of Council, from the 18th February, 1723–4, to the 6th of May following.

Letter from Major Drysdale, dated the 29th of January, 1724–5.

Letter to Mr. Shelton.

Boundaries.

Ordered that a letter be writ to Mr. Shelton, secretary to the Lords Proprietors of Carolina, to remind him of the secretary's letter of 12th November, 1723, in relation to the settling the bounds between North Carolina and Virginia.

Virginia. Ireland.

Letter to Commissioners of the Customs about English wrought iron.

Ordered that paragraph D. in Major Drysdale's foresaid letter, of 10th July, 1724, in relation to the dispute about a vessel from Whitehaven, carrying English wrought iron from Ireland to Virginia, be sent to the Commissioners of His Majesty's Customs, for their opinion thereupon.

Ordered that paragraph F. in Major Drysdale's said letter of 10th July, 1724, in relation to some ships lately taken on the Capes of Virginia by Spanish Guarda Costas, be sent to His Grace the Duke of Newcastle, in order to be laid before His Majesty.
