Prayers.

Thefts and Robberies.

ORDERED, That it be referred to Mr. Crouch, Colonel Sandis, Sir John Knight, Mr. Dowdswell, Mr. Pryn, Sir Tho. Littleton, Sir Cha. Harbord, Colonel Birch, Lord Richardson, or any Three of them; to consider of the former Laws, and such Propositions as shall be tendered; and propose what they shall think fit to be done for guarding and securing the Countries and Highways against Thieves and Robbers; and, in particular, consider of the Law touching their Transportation.

Privilege- Liberty of Speech.

Ordered, That the Quorum of the Committee concerning Liberty of Speeches in Parliament be Three; and that the Order be mended accordingly.

Committee of Privileges.

Ordered, That these Members following be added to the Committee of Elections and Privileges; viz. Mr. Lewis Palmer, Lord Mandevile, Sir Richard Ingoldsby, Sir Charles Cottrell, Sir Tho. Higgons, Mr. Price, Sir Rich. Lee, Sir Hen. Capill, Major General Edgerton, Mr. Trever, Sir John Talbott, Mr. Herbert Price, Mr. Samuel Rolls, Sir Bainham Throckmorton, Mr. Hungerford, Sir John Packington, Sir Tho. Trade with Scotland.

Resolved, &c. That a Committee be appointed to consider of a Way for Settling and Balancing of the Trade between England and Scotland; viz. Sir John Knight, Sir Robert Atkins, Sir Phill. Warwick, Colonel Birch, Mr. Tho. Gower, Mr. Jolly, Sir Wm. Lowther, Sir Edm. Wyndham, Mr. John Vaughan, Sir John Birkenhead, Sir Wm. Coventry, Sir Phillip Mountague, Sir George Downing, Mr. Jones, Sir Courtney Poole, Sir Wm. Doyley, Mr. Walgrave, Mr. Jones, Sir Wm. Thompson, Sir Wm. Lewis, Mr. Hambden, Mr. Prynn, Colonel Kirby, Sir Sotto. Swale, Sir Francis Clerke, Colonel Reames, Sir Job Charlton, Sir John Heath, Sir Hen. Coventry, Sir Tho. Clergis, Lord Newburgh, Sir Tho. Strickland, Sir Theo. Biddulph, Mr. Crouch, Sir John Frederick, Sir Fr. Goodrick, Sir John Goodrick, Sir Tho. Littleton, Mr. Hugh Boscawen, Sir Chr. Musgrave, Lord Fitzharding, Mr. Comptroller, Sir John Holland, and all the Merchants, Members of this House; or any Five of them: And they are to meet on Monday next at Two of the Clock in the Afternoon, in the Exchequer Chamber: And to send for Persons, Papers, and Records.

Charges against Sir W. Penn.

Ordered, That Mr. Speaker do send to Sir Edward Spragg, and Captain Cox, to attend this House on Monday Morning next; and that he cause Notice to be given, or left, at the Lodging of Sir William Penn, to attend the House at the same time.

And then adjourned till Monday Morning, Eight of the Clock.
