Prayers.

Restoring Hamilton.

A BILL, sent from the Lords, for restoring Sir George Hamilton unto his Lands and Estates in Ireland, was this Day read the Second time.

The Question being put, That this Bill be committed;

It passed in the Negative.

Resolved, That this Bill be now read the Third time

And it was accordingly read the Third time; and, on the Question, passed.

This to be sent to the Lords.

Sick and Wounded.

A Letter from his Highness the Duke of Yorke, directed thus: "For Sir Harbottle Grimston, Baronet, Speaker of the House of Commons;" and dated at Whitehall, 13 December 1660; was this Day read.

A Petition which came inclosed in the said Letter, and is hereby recommended to the House, intituled, The humble Petition of many of the Inhabitants of Dover, and the Chirurgeons employed for Cure of the Sick and Wounded sent thither, was this Day read.

The humble Petition of the Inhabitants of Harwich, and the Chirurgeons employed for Cure of the Sick and Wounded sent thither, was this Day read.

Resolved, That it be referred to the Commissioners for disbanding the Army, to examine what Monies remain due to the Inhabitants of the Port of Dover, and other the Port Towns of this Kingdom, for the Cure, Quartering, and Attendance, of Sick and wounded Soldiers and Seamen, sent thither from Flaunders, and the Ships of his Majesty's Navy; and report the State thereof Tomorrow Morning.

And Mr. Sprey is added to the said Commissioners as to this Business.

King's Revenue.

Mr. Serjeant Charlton reports from the Grand Committee, Amendments to the Bill for granting to his Majesty the Second Moiety of the Excise of Beer, Ale, and other Liquors, during his Life: Which he read in his Place; and were after read the First and Second time by the Clerk.

Resolved, That the Rate of Excise on foreign Cyder imported be Two Shillings and Six-pence by the Hogshead, and so proportionably for a greater or lesser Quantity; to be divided, Fifteen-pence into the Bill for the first Moiety; and Fifteen-pence into the Bill for this Moiety, on Beer, Ale, and other Liquors, settled on his Majesty.

Resolved, That where the Penalty in this Bill amounts to Ten Pounds, the same be reduced to Five Pounds: And so the Amendments, with those Alterations, being put to the Question, were agreed unto.

Resolved, That this Bill, with the said Amendments and Alterations, be ingrossed.

Members standing in Passage.

Resolved, That every Member of this House, who shall stand in the Passage by the Door of this House, shall forfeit Twelve-pence; to be paid to the Serjeant to the Use of the Poor of Westminster.

Excise.

Colonel Birch reports from the Committee, a Bill for settling the Excise of inland Goods, and foreign Commodities imported: Which was read the First time.

Attainder of Oliver Cromwell, &c.

A Message from the Lords, by the Lord Chief Baron and Mr. Justice Atkins;

Mr. Speaker, The Lords have sent you down the Bill sent up to them, for the Attainder of the Persons guilty of the Murder of the King's Majesty; wherein they concur with this House; except in the Proviso which concerns the Lord Herbert, and the Marquis of Worcester, his Father; to which they have made some small Amendments and desire your Concurrence therein.

The said Amendments, sent from the Lords, were read the First and Second time; and were, on the Question, agreed, being as followeth:

3 Skin, 59 Line, after the Word "late," and before the Word "of," put out the Word "Earl;" and put in the Word "Marquis."

60 Line, after the Word "Edward," and before the Word "Marquis," put in the Word "now."

61 Line, after the Word "said," and before the Word "Marquis," put in the Word "Edward;" and after the Word "Marquis," put in the Words "of Worcester."

62, after the Word "Use," and before the Word "had," put in these Words, "or any other the Persons attainted by this Act, or otherwise, or any Person or Persons in Trust for them, or any of them."

4 Skin, 2 Line, after the Word "before," and before the Word "the," put in these Words, "or since."

4 Line, after the Word "and," in the Beginning of the 4th Line, and before the Word "Henry," in 5th Line, put out these Words "from and after the Decease of the said Marquis, shall be and remain."

5 Line, after the Word "Herbert," and before the Word "any," leave out the Words, "and his Heirs;" and insert these Words "in such Manner and Form, and for such Estate and Estates, with such Powers and Privileges, as they formerly had in the same respectively."

6 Line, after the Word "made," and before the Word "by," put in these Words, "or acknowledged."

The Messengers being called in again, Mr. Speaker gave them this Answer;

The House have considered of your Message, and of the Amendments sent down from the Lords to the Proviso touching the Marquis of Worcester, and the Lord Herbert; and do agree therein with the Lords.

Publick Debts.

Resolved, That Colonel Birch do make Report Tomorrow morning, at Ten of the Clock, of the publick Debts proposed to be secured out of the Excise of Foreign Goods, and inland Commodities.

Assessments, and Militia.

Resolved, That the House do sit in a Grand Committee this Afternoon, to go on with the Bill for Six Months Assessments; and, that being dispatched, then with the Bill for the Militia.

This House adjourns itself till Eight of the Clock To-morrow Morning.
