Prayers.

Elections.

ORDERED, That Mr. John Goodwin, Mr. Wm. Hay, Colonel Peter Temple, Colonel Birch, Mr. Pury junior, Mr. Pigot, Mr. Oldsworth, Mr. Pury, senior, Mr. Weaver, Mr. Harby, Colonel Downes, Mr. Lassells, Sir Peter Wentworth, Colonel Barker, Mr. Richard Darley, Mr. Henry Darley, be added to the Committee touching Qualifications of Members to sit and serve in Parliament.

Army Commissions.

The House being informed, that divers Officers of the Army were at the Door;

They were called in: And, being come up to the Clerk's Table, in usual manner; Mr. Speaker acquainted them with the great Trust reposed in them by the Parliament and Commonwealth; and that the Parliament and Commonwealth expected Faithfulness from them, accordingly: And thereupon Mr. Speaker delivered,

To Joseph Cleaver, his Commission to be CaptainLieutenant of Colonel Eyre his Regiment:

To Richard Elton, his Commission to be Ensign of a Company in this Regiment:

To Jeremiah Campfeild, his Commission to be Lieutenant-Colonel of the said Regiment, and Captain of a Company in the same:

Settling the Government.

The Lord Chief-Justice St. John reports, from the Committee to whom it was referred to draw up a Declaration, on Saturday last, A Declaration * * * *: Which was read first at large; and after, by Parts.

The Preamble was read.

The Question being put, That the Word "the," next before the Word "King," in the 15th Line, Page 1, do stand;

It passed with the Negative.

Resolved, That the Word "a" be put in, instead of the Word "the."

And the First Clause in the said Preamble, so amended, being put to the Question, was agreed unto.

The next Clause, in the Preamble, was read.

Resolved, That the Word "perfect" do stand, in this Clause.

Resolved, That the Words "known Laws and," in Line 1. and 2. Page 2. be inserted, before the Word "Judicatories," in this Clause, between the Words "their" and "the."

And the said Clause, so amended, was, upon the Question, agreed unto.

The next Clause was read.

And the Question being put, That the Word "all" do stand, in this Clause, next after the Word "accompanied," and before the Word "their," Page 2. Line 14;

It passed in the Negative.

Resolved, That these Words "so often," be added, in this Clause, before the Word "interrupted," and after the Word "been," Line 16. Page 2d.

And the said Clause, so amended, being put to the Question, was agreed upon.

The next Clause was read; and, upon the Question, agreed unto.

The next Clause was read.

And the Question being put, That these Words, "Friends to Men," Page 3d, Line 8. do stand in this Clause;

It passed with the Negative.

Resolved, That these Words, "Encouragers," be inserted, instead of the Words "Friends to Men," Page 3d, Line 8.

And the said Clause, so amended, being put to the Question, was agreed unto.

And the First Paragraph was read.

Resolved, That these Words, "that may," be inserted, instead of the Word "to," Page 3d, Line 16.

The next Clause, in the First Paragraph, was read; and, upon the Question, agreed unto.

The next Clause of the said Paragraph was read.

The Question being put, That the Word "freely," between the Word "Parliament" and the Word "chosen," Page 4. Line 11. do stand, in this Clause;

It passed with the Negative.

And the said Clause, so amended, being put to the Question, was agreed unto.

And the next Clause was read; and, upon the Question, agreed unto.

And the next Clause was read; and, upon the Question, agreed unto.

And the whole First Paragraph, so amended, being put to the Question, was agreed unto.

The First Clause, in the Second Paragraph, was read.

The Question being put, That these Words; viz. "unless it be in Cases of Male-Administration and Appeals;" between the Word "Law" and the Word "it," Page 5. Line 9.; do stand in this Clause;

It passed with the Negative.

And the said Clause, so amended, being put to the Question, was agreed unto.

The First Clause in the Third Paragraph; viz. Line 13. 14. 15. 16; was read.

And the Question being put, To agree to that Clause;

It passed with the Negative.

And the next Clause, in the Third Paragraph, being read, beginning with these Words; viz. "and that they will;" and ending with these Words, "can be settled," Page 6. Line 4.; was, upon the Question, agreed unto.

And the next Clause, beginning with these Words, "And therefore they do require," and ending with these Words, "effectual Execution," being put to the Question, was agreed unto.

And the next Clause, in the said Paragraph, beginning with these Words; viz. "and for a further Increase of Maintenance;" and ending with these Words; viz. "the Word of God;" was read.

Resolved, That these Words, "Tenths and FirstFruits," do stand in this Clause.

And the said Clause, being put to the Question, was agreed unto.

The next Clause, beginning with these Words, "the Parliament doth declare, That they will uphold the publick Universities;" and ending with these Words; viz. "Learning and Good-Manners among them;" was read; and, upon the Question, agreed unto.

The House adjourned until Three of the Clock.

Monday Afternoon, 23d January, 1659.

Settling the Government.

THE House proceeded in reading the Declaration, by Parts.

And the Fifth Paragraph being read, beginning with these Words, "The Parliament is very sensible, &c.;"

Resolved, That the Word "being" be inserted, instead of the Word "is;" and that the Words "and shall," in this Clause, be omitted; and that the Word "will" be inserted, instead thereof.

And the said Paragraph, being so amended, was, upon the Question, agreed unto.

The Sixth Paragraph, being read, was, upon the Question, agreed unto.

The Question being put, That there be a further Addition to this Declaration;

It passed with the Negative.

And the Declaration, being put to the Question, was agreed unto.

Ordered, That this Declaration be forthwith printed and published.

Approbation of Ministers.

Ordered, That it be referred to the Committee for plundered Ministers, to bring in an Act for the Approbation of Ministers, before they be admitted into Livings.

Army Appointments.

Resolved, That Wm. Boulter be Quarter-master in the Troop of Colonel Sir Anthony Ashley Cooper.

Francis Cheesman was propounded to be Lieutenant in the said Troop; and Erasmus Saunders to be Cornet in that Troop, in the stead of Francis Cheesman.

Assessment.

The House, this Day, proceeded in the Bill for an Assessment.

The Question being put, That Colonel Wm. Mitchell, Robert Hope, Gabriell Wayne, and Roger Allestree, do stand, in the Bill, Commissioners for the Assessment, in the County of Derby;

It passed with the Negative.

A Rider, in Parchment, was tendered to this Bill, for Names of Commissioners for the West-Riding in the County of Yorke; viz. "Tho. Lord Fairfax, Sir Tho. Widdrington Knight, Francis Thorpe Serjeant at Law, Sir Robert Berwick Knight, Sir John Savill Knight, Henry Arthington, John Dawney, Wm. White, Charles Fairfax, Wm. Adams, George Byard, John Copley, John Stanhope, Darcy Wentworth, John Bright, Alexander Johnson, John Ashton, Henry Currer, William Beckwith, Edmund Jennings, John Cleyton, Henry Fairfax, Wm. Farrar, Richard Rounddell, Christopher Copley, John Vincent the younger, Esquires, and George Pater Esquire:" Which were read the First and Second time; and, upon the Question, agreed to be Part of this Bill.

Resolved, That these Names be inserted for Commissioners for the West-Riding in the County of Yorke, instead of the Names formerly inserted into the Bill.

Another Rider, in Parchment, was tendered, of Commissioners Names for the County of Devon; viz. "Sir Christopher Bampfeild Baronet, Wm. Putt Esquire, John Elford Esquire, John Coppleston Esquire, James Pearse of Exon, Esquire: Which was read the First and Second time; and, upon the Question, agreed unto; and ordered to be Part of the Bill.

Resolved, That Wm. Launt be added a Commissioner for the County of Essex.
