Prayers.

Letters, &c. read.

A LETTER from Charles Fleetwood Esquire, Commander in Chief, under the Lord General Cromwell, of the Forces in Ireland, Lieutenant-General Ludlow, and Miles Corbett, Esquire, dated at Kilkenny, the 14th of October 1652; was this Day read.

A Letter from the Lord Viscount Muskery, dated at Cork the 11th of August 1652.

The humble Petition of the Lord Viscount Muskery was this Day read.

Ordered, That this Petition be referred to the Council of State, to take Consideration thereof; and report their Opinions therein to the Parliament.

Seditious Pamphlets.

The House being acquainted with a printed Pamphlet, intituled, "An Answer to the Declaration of the imaginary Parliament of the unknown Commonwealth of England, &c.:" And the Title thereof, and some Part of the Book, was read.

Ordered, That it be referred to the Council of State, to examine and find out the Authors, Printers, and Publishers, of the printed Pamphlet, intituled, "An Answer to the Declaration of the imaginary Parliament of the unknown Commonwealth of England, &c." and to peruse and consider thereof; and report the same to the Parliament; And that they have Power to send for and secure the Persons, as they shall see Cause.

Ordered, That the printed Book, intituled, "Merlini Anglici Ephemeris, or Astrological Predictions for the Year 1653, by Wm. Lilly, Student in Astrology," be referred to the Committee for plundered Ministers to consider thereof: With Power to send for the Author, and secure him, if they see Cause; and to state the Matter to the Parliament, and report the same, with their Opinion therein, to the Parliament.

Ordered, That it be referred to the Council of State, to consider of the printed Book, whereof several Sheets were now presented to the Parliament; and examine and find out the Author, Printer, and Publishers thereof; and to send for and secure them, if they see Cause; and report the State of the Matter, with their Opinion therein, to the Parliament, with all Speed.

Lord Mayor Elect.

Ordered, That Alderman, John Fowkes, the Lord Mayor Elect, do attend the Parliament To-morrow, at Eleven of Clock, for their Approbation.

Correspondence with Denmark.

A Letter, from the Lords Ambassadors Extraordinary from the King of Denmark, dated the 25th Day of October 1652; was this Day read.

Ordered, That on Friday next, at Eleven of the Clock, the Lords Ambassadors Extraordinary of the King of Denmark have Audience in Parliament.

Ordered, That Sir Oliver Fleming Knight, Master of the Ceremonies, do give Notice hereof to the said Lords Ambassadors.

Letter read.

Mr. Speaker, by way of Report, acquaints the House, That a Letter was delivered unto him, which the Messenger told him was from the Duke of Vandosme.

Ordered, That Colonel Purefoy, Mr. Challoner, Mr. Bond, Mr. Nevill, and Sir Henry Vane, or any Two of them, do peruse the said Letter; and make Report to the Parliament.

Comm rs for Articles.

Ordered, That the Commissioners for Articles be and are hereby impowered to adjourn from Time to Time, and Place to Place as they shall think fit.

Scotch Affairs.

The Lord Commissioner Whitelock reports some Proceedings between the Committee appointed to confer with the Deputies from Scotland: And likewise reports Amendments to the Bill for Continuance of several Commissions in Scotland: Which were twice read; and, being put to the Question, were agreed.

And the Question being put, That this Bill be ingrossed;

It passed with the Negative.

And the Bill so amended, was, upon the Question, passed; and ordered to be forthwith printed and published.

The Lord Commissioner Whitelock likewise reports Several Votes and Resolutions of the Commissioners of the Parliament of the Commonwealth of England, for Ordering and Managing the Affairs of Scotland, the 18th and 21th of February, and 12th Day of April last: Which were now read; viz.

By the Commissioners of the Parliament of the Commonwealth of England, for ordering and managing Affairs in Scotland.

That the Sum of Ten thousand Pounds Sterling shall be the Monthly Assessment, in gross, upon Scotland throughout; and to be laid according to the Distribution of that Act;

That the said Sessment shall continue for Three Months, to commence the First Day of March next.

Ordered, and Major-General Deane is desired and authorized to manage the whole Affairs of this Sessment, as to the Distribution and Deductions thereof, and other Circumstances relating thereunto; and that the MajorGeneral deliver in unto the Commissioners the State of the Distribution and Deductions of the Assessments:

That the Abatements of the Sessments, in reference to the Places destroyed and wasted by the Wars, and Boroughs that are decayed for want of Trade, shall not exceed the Sum of Two thousand Pounds per Mensem:

Ordered, That it be recommended to Major-General Deane, To have particular Regard of these Shires and Boroughs, which have, or shall comply with the Parliament's Tender, to give them such Ease, in relation to the Abatements of their Assessments, within the Sum of Two thousand Pounds, and to the Quartering of Forces, or otherwise, as their several Cases and Conditions, from time to time, may require, and he, in his Judgment, shall think meet:

That the same Sessment, as was, by Order of the 18th Day of February last, ordered to be laid upon Scotland, shall be continued until the First Day of November next, with the Limitations of Abatements, and other Orders, made about the Sessment the said 18th of February, and the 21th Day of the same Month.

Ordered, by the Parliament, That the like Assessment be laid and continued in Scotland, until the First Day of May next, with the Limitations of Abatements, and other Directions in the Votes and Orders of the Commissioners aforesaid, now read.

Ordered, by the Parliament, That this Vote, touching the Assessment continued in Scotland, together with the Resolutions and Orders aforesaid of the Commissioners, be sent down to Major-General Deane; and that he be desired to see the same put in Execution: And that a Letter be sent to him for that Purpose: As also, a Copy of the Act for Continuance of the Judicatories in Scotland, under the Hand of the Clerk of the Parliament: And that Sir Henry Vane do prepare a Letter for that Purpose; and that Mr. Speaker do sign the same.

Mr. Challoner reports from the Committee, the Translation of the Letter from the Duke of Vandosme: Which was now read.

Ordered, That it be referred to the Council of State, to consider of this Letter; and to state the Matter of Fact; and report the same, with their Opinion therein, to the House.

Comm rs for Compounding.

An Act for the Continuing of the Commissioners for Compounding, was this Day read the First and Second time: And after some Amendments at the Table;

The Question being put, that this Act, so amended, be ingrossed;

It passed with the Negative.

And the said Act, so amended, being put to the Question, passed: And it is

Ordered, That the said Act be forthwith printed, and published.

Forfeited Estates.

The House resumed the Debate upon the additional Bill for Sale of several Lands and Estates forfeited to the Commonwealth for Treason.

The humble Petition of John Kestle, was this Day read.

Ordered, That this Petition be referred to the Committee, to whom the Additional Bill was referred, to examine the Business, and to state the Matter of Fact; and to report it to the Parliament: And that the Sale of the Lands of the said John Kestle be stayed in the mean time.
