Scotch Affairs.

SIR Henry Vane junior this Day reported to the Parliament, a Narrative of the Proceedings of the Commissioners sent by the Parliament into Scotland, in managing of their Instructions since their Coming thither; and all the Papers of the Proceedings between them and the Deputies of the Shires and Boroughs; and several Commissions and Declarations of the said Commissioners.

He reports an Order, made by the said Commissioners, of the First of March 1651, for sending up Sir Henry Vane and Colonel Fenwick, Two of their Members, to the Parliament: Which was this Day read.

He also reports the several Papers following; viz.

A Declaration of the Parliament of the Commonwealth of England, concerning the Settlement of Scotland.

The Summons; intituled, "By the Commissioners of the Parliament of the Commonwealth of England for ordering and managing Affairs in Scotland."

A Declaration put forth by the Commissioners of the Parliament of the Commonwealth of England, with the same Title.

A Declaration of the Commissioners for annulling the Exercise of all Jurisdiction in Scotland, other than under the Parliament, with the same Title.

Propositions to the Deputies of Shires and Boroughs, touching their Acceptance of the Union tendered.

A Protest of several Persons in Edinborough against the Election of Officers.

Desires of certain Persons in Edinborough to the City, not to proceed to the Election of Magistrates till Consideration first had.

A Petition from certain Neighbours of Edinborough, to the Commissioners, to resume the Nomination of Magistrates to themselves.

A Commission to Judge-Advocate, to administer the Oath to the Magistrates of Edinborough.

A Commission for Court-Admiralty, and Instructions to the Judges of the Admiralty.

A Commission for Sheriff, and Instructions to the Sheriff about the Oath.

And the Tenders of the Commissioners for the Parliament in Scotland to the Parliament: Which were this Day read.

Resolved, That the Parliament doth approve of the Proceedings of the Commissioners of the Parliament for ordering and managing the Affairs in Scotland; and of their Transactions there, now reported.

Resolved, That the said Commissioners have Thanks from the Parliament, for their great Care and Pains taken in the Service of this State in Scotland.

Mr. Speaker did accordingly declare, to Sir Henry Vane and Colonel Fenwick, Two of the Commissioners now present, the Parliament's Approbation of their Proceedings and Transactions; and did give them the hearty Thanks of the Parliament, accordingly.

Resolved, That the Lord Deputy Governor of Ireland, and Lieutenant General Monck, Two of the said Commissioners, being now in England, have likewise the Thanks of the Parliament, for their great Care and Pains in that Service: And that the Lord General do give them the Thanks of the Parliament, accordingly.

Resolved, That a Letter be sent to the rest of the Commissioners now residing in Scotland, of the Parliament's Approbation of their Proceedings in Scotland; and giving them the Thanks of the Parliament, for their great Care and Pains in that Service: And that the Lord Commissioner Whitelocke do prepare a Letter to that Purpose; and that Mr. Speaker do sign the same.

Ordered, That this Business touching Scotland, and the Commissioners Tender to the Parliament, be taken into Consideration on Thursday Morning next, the first Business; nothing to intervene.

Ordered, That it be referred to the Council of State, to take special Care both of sending Provisions and Monies forthwith, for carrying on the military Affairs in Scotland.

Ordered, That it be referred to the Council of State, to take into Consideration, and, either by themselves, take such Course as they shall think sit, or give some Instructions to the Commissioners now in Scotland, touching such Persons there, as shall disturb or interrupt the present Settlement in Scotland.

Regulating the Laws.

Ordered, That the Reports touching regulating the Laws be made on Friday Morning next, the first Business; nothing to intervene.

Fens.

Ordered, That the Report touching the Fens be made on Tuesday Morning next, the first Business; nothing to intervene.

Fee-farm Rents.

Ordered, That the additional Act for Sale of Fee-farm Rents be reported To-morrow Morning, the first Business.

Planting Tobacco.

An Act prohibiting the Planting of Tobacco within this Commonwealth, was this Day read the First and Second time; and, upon the Question, committed to the Committee of . . . Navy.
