Prayers.
Publick Fast.
THE Lord Commissioner Whitlock reports An Act, and a Declaration, setting forth the Grounds and Reasons for setting apart Thursday the Thirteenth Day of March instant, for a Day of Publick Fasting and Elumiliation within the Cities of London and Westminster, and within the late Lines of Communication; and also, for setting apart Wednesday the Second Day of April 1651, for Publick Fasting and Humiliation throughout the Residue of this whole Commonwealth.
Which was this Day read at large, the First time.
And afterwards the Declaration was read by Parts; and, every Part being put severally to the Question, was assented unto.
And the said Act was read the Second time.
And the Question being put, That the said Act be ingrossed;
It passed with the Negative.
And the said Act, being put to the Question, passed: And it is ordered to be forthwith printed and published.
Ordered, That Alderman Atkins be desired to acquaint the Lord Mayor of London with the Act and Declaration for setting apart Thursday the Thirteenth of March instant, for a Day of Publick Fasting and Humiliation: And that the Lord Mayor do take care, that the said Act and Declaration be forthwith disposed to the Ministers of the several Parishes, within the Cities of London and Westminster, and late Lines of Communication; that the said Day may be strictly and religiously observed accordingly.
Ordered, That it be referred to the Council of State, to take care that the said Act and Declaration be forthwith sent to the several Sheriffs of the respective Counties within this Commonwealth, to the end the same may be published and dispersed to the Ministers of the several Parishes, and strictly and religiously observed accordingly.
Duty on Coals.
Resolved, That the Act for laying an Imposition upon Coals, towards the Building and Maintaining of Ships, for guarding the Seas, be now read the Second time.
A Bill for laying an Imposition upon Coals, towards the Building and Maintaining of Ships, for guarding the Seas, was this Day read the Second time; and, upon the Question, committed to the Committee of the Navy: And all that come to have Voices, as to this Business.
Delinquents Estates.
Mr. Stephens reports from the Commissioners for Compositions at Goldsmiths Hall:
THE Commissioners for Compositious do humbly present to the Parliament the Case of several Persons, who have Petitions depending before them for their Resolutions; and a further Direction for proceeding thereupon: Which are as followeth;
"A, being a Delinquent, petitions to compound; and Path a Fine imposed; and, before the Payment of any hart thereof, dies, being seised as Tenant for Life only in his Estate. The Person next in Reversion or Remainder, being no Delinquent, petitions to have the Estate discharged without paying of the Fine."
Whether in this Case, or in the like, where no Fine hath been set at all, the Commissioners shall give Discharge, is humbly offered: And Mr. Stephens is desired to present the same to the Parliament.
Elutherian Company.
The humble Petition of the last Adventurers of the Elutherian Company, was this Day read.
Ordered, That the said Petition be referred to the Committee of the Navy; to examine the Matter of Fact thereupon; and state it, and report it, to the Parliament, together with their Opinion therein; and to take into Consideration, how, or in what Manner, they may be impowered to sue for the Recovery of their own Right, and defend themselves; and to report their Opinion therein to the House: With Power to the said Committee, to send for Persons, Papers, Witnesses.
Surrey Goal.
Ordered, That the Bill touching enabling the County of Surrey to buy a House, to serve for a Common Gaol for the said County, be read on Wednesday next, after Mr. Speaker takes the Chair.
The House, according to former Order, adjourned itself to Tuesday Morning next, Eight of Clock.
