RESOLVED, That the Door be shut till Twelve of Clock.

Mayor of Hull.

Resolved, That Francis Dewyck, Alderman of the Town of Kingston upon Hull, be and is hereby nominated and appointed Mayor of the said Town of Kingston upon Hull, for the Year now next ensuing: And that the said Francis Dewick shall have, use, exercise and enjoy all Powers, Authorities, Privileges, and Advantages of or belonging to the Mayor of the said Town, in as full and ample manner as any other Mayor of the said Town, may or ought to have, use, exercise and enjoy.

Resolved, That the Parliament doth declare, That this being done, at this time, shall not be in Prejudice to the Charter of the said Town of Kingston upon Hull, for the future, nor drawn into Precedent to the Disadvantage of the said Town.

Army Pay, &c.

Sir Henry Mildmay reports from the Council of State, The Paper of the Treasurers at Wars, given in to the Council of State: And that the said Council have, in pursuance of the Parliament's Order, considered of the Sending of Men and Provisions for the carrying on of the Service in Scotland: Which, they said, will be speedily ready, if Money be not wanting for the, Payment of them: And therefore that Money be speedily provided for this Service.

The Paper of the Treasurers at Wars, in Answer to the Proposition of the Council of State, together with an Account therewith presented, were this Day read; viz.

The honourable Council proposing to the Treasurers at War, a further and present Advance of a Fifth Month's Pay, as well for the Forces now in Scotland, as for those that are lately added unto them, together with the Northern Garisons; which, by way of Estimate, doth amount unto Sixty-seven thousand Pounds; which said Month's Pay is to commence from the Ninth of this instant September inclusive;

The Treasurers at War do humbly answer,

That they are very sensible there is a pressing Necessity the Army be forthwith supplied with a Fifth Month's Pay, as is proposed; and do with themselves no less able than they are willing, to advance the same; but, having so deeply engaged themselves as to supply, by way of Advance, Four Months Pay, since the March of the Army Northward, and by reason of the slow Coming in of Monies from the respective Receipts appointed for this Service, which was expected ere this would near have reimbursed unto them the great Sums already advanced upon the Credit thereof; and because the said Receipts do fall short One hundred and Thirteen thousand Nine hundred and Ten Pounds and Three-pence, of reimbursing the Sum advanced as aforesaid; which appears more fully by the Accompt herewith humbly presented; they are hereby not only disabled to advance the Sum of Sixtyseven thousand Pounds, now desired of them, for this Fifth Month's Pay, but also put to very great Streights to discharge former Engagements: Which lies very heavy upon them.

And therefore do humbly desire, That some speedy Course may be taken for the Bringing in of Money, by quickening the said Receipts, and by what other Ways and Means shall be thought fit; or else, as the said Forces will remain unsupplied, both of Money and Provisions, so it will be impossible for the Treasurers to stand under the Burden which at present lies upon them, through their ready Compliance with the Orders and Commands of this honourable Council, for the Service of the Commonwealth; or that the Service thereof should be carried on by them for the future.

All which they humbly submit.

An Account of the Monies charged, by the Parliament, on several Receipts and Treasuries, by way of Security for the raising Monies, besides the monthly Assessments; and also of several Sums of Money advanced thereupon, for the Pay of the Forces in England and Scotland, as followeth; viz.

Advanced by the Treasurers at War, &c. upon the several Securities before-mentioned, for Four Months Pay to the Marching Forces, and Northern Garisons, commencing the Twentieth of May 1650 inclusive, and determine the Ninth of September 1650 exclusive; viz.

Received, in Part, towards the Discharge thereof; viz.

Ordered, That it be referred to the Committee of the Army, as well by Conference with the Commissioners for Compounding with Delinquents, or such other Persons as they shall think fit; or otherwise, to consider of the best Way of opening and quickening that Receipt: And Report their Opinion to the House on Tuesday Morning next.

Resolved, That there be Four hundred thousand Pounds charged upon the whole Nation, to be proportionably laid upon the several Counties; and that the Repayment thereof shall be secured by the Monies to be raised by Sale of the Fee-farm Rents.

Resolved, That these Words, "after the Three hundred thousand Pounds, already charged upon the same," be added to the former Vote.

And so it was Resolved, That there be Four hundred thousand Pounds charged upon the whole Nation, to be proportionably laid upon the several Counties: And that the Repayment thereof shall be secured by the Monies to be raised by Sale of the Fee-farm Rents, after the Three hundred thousand Pounds already charged upon the same.

Resolved, That the Proportion to be set on the several Counties, shall be, according to the Proportion set upon each of the said Counties, by the last Bill for the Assessment of the Ninety thousand Pounds, and Sixty thousand Pounds per mensem.

Resolved, That the One Moiety of the said Four hundred thousand Pounds be levied, and brought in, by the First of December next; and the other Moiety by the First of March following.

Resolved, That it be referred to the Committee of the Army, to prepare a Bill upon these Votes; and to bring it in on Tuesday Morning next: And Mr. Attorney General and Mr. Hill are to take special Care hereof.

Dean and Chapters Lands.

Resolved, That the Bill for Dean and Chapters Lands be reported To-morrow Morning, and read, the first Business.
