Oath, &c. before Exchequer.

AN Act for the discharging all Lords of Liberties, or their Bailiffs, from taking any Oath, passing any Accompt, or suing out any Quietus est, in any Office in the Court of Exchequer, was this Day read the Second time; and, upon the Question, committed unto Mr. Attorney General, Colonel Harvey, Mr. * Corbett, Sir Henry Vane, Lord Commissioner Lisle, Alderman Allen, Mr. Carew, Mr. Scott, Mr. Bond, Mr. Garland, Mr. Strickland, Mr. Smyth, Sir Henry Mildmay, Mr. Ashe, Colonel Jones, Sir Thomas Wroth, Mr. Darlies Ambo, Colonel Stapley, Mr. Moyle, Sir Wm. Strickland, Mr. Clement, Mr. Salwey, Alderman Atkins, Mr. Stephens, Colonel Fielder, Mr. Blagrave; or any Five of them: And all that come, to have Voices: And this Committee are to meet this Afternoon at Two of Clock, in the Speaker's Chamber.

And Colonel Harvey and Mr. Smyth are to take care of it.

An Estimate of the Charge of Twenty Ships, manned with Three thousand Men, for Three Months, on the Coast of Portugall, viz.

The House this Day resumed the Debate upon the Report made Yesterday, of a Letter from the Generals at Sea, riding near Lisbone.

Which Letter was this Day read.

The humble Petition of several Merchants trading for Portugall, was this Day read.

Ordered, That this whole Business touching Portugall be referred to the Council of State, to do therein as they think fit: and likewise to consider what Instructions are fit to be given to the Generals there; and what Ships are fit to be continued on the Coast of Portugall.

Ordered, That it be referred to the Committee of the Navy, concerning the Payment of the Wages of the Men in the Nine Ships come home, as they shall see Cause.

Fee-farm Rents.

Mr. Scott reports from the Committee for advancing and raising present Monies;

"That it appearing to this Committee, by Conference with, and the Certificate of, the Trustees, that the Sum of Three hundred thousand Pounds, voted by Parliament, may be further charged upon the Security of Feefarm Rents, over and besides the Three hundred thousand Pounds already charged;"

"That the several Counties of this Nation may be required to advance, by way of Loan, their Proportions of that Sum, to be repaid them out of the Monies made upon the Sale of those Rents, or the Sums lent by them defalked in the Purchase of those Rents; and to have Interest at Eight Pounds per Centum, till they be satisfied those Disbursements out of the growing Receipts of those Rents, or otherwise; and that in the mean Time, while these Sums are in gathering, the City of London may be treated with to furnish the Sum of One hundred thousand Pounds, present Money, for the carrying on of Affairs."

The Question being put, That there be Doubling on Fee-farm Rents;

It passed with the Negative.

Resolved, That this Proposition be re-committed to the same Committee; to state the Particulars of this Proposition, whereby it may become practicable; or present any other that they shall think fit, for the speedy raising this Sum: And all that come to have Voices: And the Committee are to meet To-morrow Morning at Seven of the Clock, in Mr. Speaker's Chamber; and so de die in diem; and to bring it in on Tuesday Morning next.
