PRAYERS.

Fortifying Sandwich.

THE humble Petition of the Mayor, Jurats, and Commonalty of the Town and Port of Sandwich, desiring Allowance of Three hundred and Thirty Pounds raised among themselves upon the Propositions to be employed towards the fortifying of that Town, was this Day read; and ordered to be referred to the Earl of Warwick, and the Deputy Lieutenants of the County of Kent; to certify their Opinions, concerning the fortifying the said Town, and the Desires of the Petitioners to employ the said Three hundred and Thirty Pounds in the fortifying thereof.

Lord Cawfield, &c.

Ordered, That the Letters concerning the Lord and Lady Cawfield, the Lady Craigh, and the Master of the Ship that was sunk, be referred to the Committee for the Affairs of Ireland; to certify their Opinions in all these Cases.

Manifesto.

Ordered, That the Committee for the Manifesto do meet, at the Rising of the House, in the inner Court of Wards, and bring it in To-morrow Morning.

Prisoners.

Ordered, That it be referred to the Committee, where Sir Rob. Harley has the Chair, to consider what Orders has been made touching the Usage and Allowances to Prisoners; and to report it to the House.

Conference desired.

Ordered, That Sir Wm. Armyn do go up to the Lords, to desire a Conference concerning Committees to be sent into Scotland.

Lord Scudamore's Ransom.

Ordered, That the Lord Scudamore be committed to the Custody of the Serjeant; and that Mr. Pym, Sir H. Vane, Sir Rob. Harley, and Mr. Solicitor, or any Two of them, do treat with the Lord Scudamore upon his Ransom: concluding nothing that may be prejudicial to any Ordinances; and to report to the House.

Committee for Sequestrations.

Ordered, That the Report of Additions to the Committee for Sequestrations be made To-morrow Morning by Mr. Serjeant Wilde.

Assize of Beer, &c.

Ordered, That the Justices of Peace in all the several Counties, Cities, and Towns Corporate, within the Kingdom of England, and Dominion of Wales, do take strict Order, that the Laws for the Assize of Beer and Ale be put in due Execution; that no Strong Beer or Ale may be sold at above One Penny the Quart; and, of all other Beer, Two Quarts for a Penny, according to the Statute of primo of King James: This to be forthwith printed.

Message from Lords.

A Message from the Lords, by Dr. Bennett and Dr. Aylett;

The Lords have sent down a Sequestration, which they have conceived, concerning sequestrating the Power of my Lord of Canterbury of collating to all Ecclesiastical Benefices and Promotions:

They do likewise desire a Conference, by Committees of both Houses, To-morrow at Ten of Clock, in the Painted Chamber, concerning the Ordinance sent from this House touching my Lord General's having my Lord Capell's Estate.

Answer.

Answer returned by the same Messengers; that this House has considered their Lordship's Message; and do agree to the Ordinance for sequestring the Power of the Archbishop of Canterbury for collating to Ecclesiastical Benefices and Promotions; and will give a Meeting at a Conference To-morrow at Ten of Clock, as is desired.

Raising Money.

The House (according to the Order of Yesterday) fell into Consideration of the Report made from the Committee appointed to consider of raising of Monies by laying a Charge upon Commodities: And, after some Debate, it was

Resolved, upon the Question, That there shall be a Charge set, of Four Shillings the Pound, of all Tobacco which is not of English Plantation, over and above all Customs due for the same, which Charge is to be paid, for the Use of the Commonwealth, by the first Buyer, from the Merchant or Importer.

Resolved, &c. That there shall be a Charge set, of Two Shillings the Pound, of all Tobacco of the English Plantation, over and above all Customs due for the same; which Charge shall be paid, for the Use of the Commonwealth, by the first Buyer from the Merchant or Importer.

Resolved, &c. That there shall be a Charge set, of Two Shillings the Barrel, of all strong Beer and Ale, of Eight Shillings the Barrel, and upwards, here sold; to be paid by the first Retailer.

Resolved, &c. That there shall be a Charge set, of Two Shillings the Hogshead, of all Cyder and Perry here sold; to be paid by the first Retailer; and, after the same Proportion, for a Barrel, or any Measure above a Barrel.

Ordered, That the further Consideration of the Business concerning raising Monies, by laying a Charge upon Commodities, be resumed To-morrow Morning at Ten of Clock: And Mr. Speaker to put the House in mind hereof.

Sequestring impeached Bishops.

Mr. Ellis, Mr. Reynolds, Mr. Wheeler, are appointed to prepare an Ordinance for sequestring from the Twelve Bishops impeached the Power of collating to any Ecclesiastical Benefices or Promotions.

Prisoner discharged.

Resolved, &c. That Mr. Davies, formerly sent for as a Delinquent, and now in the Serjeant's Custody, be forthwith discharged from any further Restraint.

Payment of Taxes, &c.

Ordered, That Mr. Reynolds To-morrow report the Ordinance for securing such, in their Persons and Estates, as conform to all Payments set upon them by any Order or Ordinance of Parliament.

Langham's Currans.

Ordered, That the Business concerning Sheriff Langham's Currans be taken into Consideration on Thursday Morning next, at Ten of Clock: And Mr. Speaker is to put the House in mind hereof.

De Bawyr's &c. Pass.

Resolved, Upon the Question, That Mr. John Christoff de Bawyr, Mr. Frederick de Landas, both Counsellors of State to his Highness the Prince Elector Palatine, shall have Mr. Speaker's Warrant to go beyond Seas with Six Men, Six Horses, and a Coach, together with their Trunks, and other Baggage belonging to his Highness; provided they carry no prohibited Goods.

Arehbishop of Canterbury's Sequestration.

Whereas Wm. Lord Archbishop of Canterbury standeth impeached, in this present Parliament, for High Treason, and for divers other great Offences and Misdemeanours; and, by reason of many great and weighty Business, he cannot yet be brought to Trial for the said Offences and Misdemeanours; and he, in respect of his said Archbishoprick of Canterbury, hath Power to give and collate fit Clerks to divers Parsonages, Vicarages, Prebends, and other Ecclesiastical Promotions and Preferments; and Misdemeanours; and be, in respect of his said Archif any of them should become void, and he left to prefer whom he please to the same, the same may prove very inconvenient; he bestowing them upon unfit and unworthy Persons: Be it therefore Ordered, and Ordained, by the Lords and Commons, in this present Parliament, that in case any of the foresaid Parsonages, Vicarages, Prebends, or other Ecclesiastical Promotions or Preferments, now be, or shall be hereafter, and before the Trial of the said Lord Archbishop, become void; that the said Lord Archbishop of Canterbury shall forbear to present or collate any Person or Persons thereunto, without the Leave and Order of both Houses of Parliament. And it is further Ordered and Ordained, that the said Lord Archbishop shall from time to time, until his said Trial, present and collate such fit Person and Persons to every such Parsonage, Vicarage, Prebend, and other Ecclesiastical Preferment, as aforesaid, which now are, or hereafter, before his said Trial, shall become void, as by both Houses of Parliament shall be nominated and appointed: And it is further Ordered, by the said Lords and Commons in Parliament, that all Archdeacons, Registers, and other Officers, Ministers, and Persons whatsoever, shall forbear to give or make any Admission, Institution, Collation, or Induction, of any Person or Persons whatsoever, which by the said Archbishop shall be presented in or to any such Parsonage, Vicarage, Prebend, or other Ecclesiastical Preferment, other than such Person and Persons as shall be nominated and appointed by both Houses of Parliament, as aforesaid. And it is lastly Ordered, That the said Lord Archbishop, and the Churchwardens of every Parish, and other Officers of the Church, where any Parsonage, Vicarage, Prebend, or other Ecclesiastical Promotion or Preferment, in the Donation or Gift of the said Archbishop, is, shall, within Two Months after the respective Avoidance thereof, give Notice of such Avoidance to the Lord Speaker of the House of Peers, for the Time being.
