PRAYERS.

Gourdon's Pass.

RESOLVED, &c. That Sir Rob. Gourdon, who intendeth to repair by Sea into Scotland, with his Wife and Family, shall have Mr. Speaker's Warrant to pass with his Family, Goods, and Household Stuff; wherein is comprehended the Value of about Fourscore Pounds of Silver Plate, with some Jewels of his Wife's, and about Forty Pounds in Money for his Journey.

Pass refused.

The Question being put, whether Monsieur Duvall and Monsieur D' Bailly, Two Servants to the Queen, with two Servants a-piece, and Six Horses, should have Mr. Speaker's Warrant to go to Yorke;

It passed with the Negative.

Howland's Pass.

Resolved, That Sir Jo. Howland of Surrey shall have Mr. Speaker's Warrant to pass to the Spaw, with one Servant, and one Boy, for the Recovery of his Health. (fn. 1)

Overseer of the Poor.

Ordered, That the Justices of Peace in Westminster do appoint another Man to be Overseer of the Poor, in the stead of * Bennet, who is employed in the Service of both Houses, upon the weekly Assessments.

Persons sent for.

Resolved, &c. That Paul Bitterman, Mr. Combes of Westminster, Mr. Wm. Falkener, be forthwith sent for, as Delinquents, for refusing to pay the weekly Assessments, and for abusing and reviling the Collectors.

Sparkes' Assessment.

Ordered, That the Consideration of Sparkes of Westminster, Cook, who is an Houshold Servant to the Queen's Children, and is assessed to the Weekly Assessments, be referred to the Committees at Westminster.

Member admitted.

Upon Mr. Hill's Report from the Committee for absent Members, Sir H. Anderson is admitted to sit in the House, as formerly.

Kent Assessments, &c.

Ordered, That Sir Edward Hales be enjoined forthwith to go down into the County of Kent, to execute the Service upon the Ordinances for weekly Assessments; and for sequestering the Estates of Papists, and Delinquents; and that he certify the Names of such Committees, as shall refuse to meet and act upon those Ordinances; and that he shall proceed in the Services, notwithstanding that the Committees do not meet; and that he give an Account to this House of their Proceedings: And that Sir Mich. Livesay, with such Forces, as upon Occasion shall be requisite, is appointed to attend the Service aforesaid.

Sussex Assessments, &c.

Ordered, That Sir Tho. Pelham, Mr. Stapeley, and Mr. Morley, do go down in the County of Sussex, to execute the Service, upon the Ordinances for the weekly Assessments; and for sequestering the Estates of Papists, and Delinquents; and that they certify the Names of such Committees as shall refuse to meet and sign and act upon these Ordinances.

Army Pay.

Ordered, That the Regiment of Foot, under the Command . . Mr. Stapeley, and the Fourscore Horse and One hundred Dragooners under the Command of Mr. Morley, with their several and respective Officers, be, from time to time, paid out of the Monies, that shall be levied within the County of Sussex, upon the Ordinances for the weekly Assessments; and for seizing and sequestring the Estates of Papists, and Delinquents; and that a true Account be kept, and returned, by their publick Treasurers, of such Monies as they shall receive, and disburse upon the Pay and Entertainment of the said Forces and Officers.

Apprehend ing Muschamp.

Resolved, That the Execution of the Order for the Apprehending of Mr. Muschamp, as a Delinquent, be suspended until Thursday next.

Buckingham Committees.

Resolved, &c. That Edm. West, Rich. Serjeant, Hen. Beech, Simon Maine, Esquires, Wm. Sumner, and Christopher Henn, Gentlemen, be added to the Committees for sequestring the Estates of Papists, and Delinquents; in the County of Bucks:

Kent. Committees.

Resolved, &c. That Sir Wm. Springate Knight, Jo. Boys of Trappam Esquire, Sir Edward Monins Baronet, Tho. Blechenden, Tho. Westroe, Esquires, and Sir Jo. Rowth, and Mr. Tho. Plummer of Cranbroke, be added to the Committees for seizing and sequestring the Estates of Papists, and Delinquents; and for the weekly Assessments; in the County of Kent.

Resolved, &c. That Marc Dixewell, be added as a Deputy Lieutenant to the County of Kent: And that the Lords Concurrence be desired herein.

Exeter Committees.

Resolved, &c. That Adam Bennett of Exon Alderman, Mr. Crossing of Exon Merchant, be added as Committees, to the Committee of Exon, for seizing and sequestring the Estates of Papists.

Berkshire Committees.

Resolved, &c. That Colonel Ven, a Member of this House, be added, as a Committee, to the Committees for sequestring the Estates of Papists, and Delinquents, in the County of Berks.

Easter Term and Court of Wards.

A Proclamation by his Majesty, touching the Adjournment of Part of Easter Term, and his Majesty's Proceedings concerning Wardships and Liveries.

Mr. Sam. Browne, Mr. Grimston, Mr. Serjeant Wilde, Mr. Niclas, Mr. Hill, Mr. Glyn, are appointed to prepare a Declaration, to the Effect as the last was, concerning the Adjournment of the Term; in Answer to the Proclamation to that Purpose; and likewise, to peruse the Bill, formerly brought in concerning the Wardships and Liveries of such Persons as shall be slain in the Wars; and prepare a Declaration concerning the whole Matter, in Answer thereunto; and the taking away the Court of Wards, upon giving the King Satisfaction some other Ways: And the Care hereof is especially recommended unto Mr. Browne.

Message to Lords.

Mr. Strode is appointed to go to the Lords, to desire them to pass the Ordinance for sequestring the Estate of the Lord Capells, and disposing of it for the Recompence of my Lord General, &c.; to desire them to join in the Order delivered them at the Conference on Tuesday last, concerning passing to and from Oxon without a Pass from both Houses, or my Lord General; and likewise, to desire their Lordships to send an Injunction, to their Committee, to come from Oxon To-morrow, as this House is resolved to send to theirs this Day.

Easter Term.

Ordered, That the Sheriffs of London and Middlescx be required and enjoined not to publish, or suffer to be published, in any Place within their Liberties and Jurisdictions, a Proclamation intituled, A Proclamation touching the Adjournment of Part of Easter Term, and his Majesty's Proceed . . .

This Committee is appointed to consider of the Petition of the Governor, Assistants, and Fellowship, of Merchants Adventurers of England, this Day presented, and read in the House; and likewise of the Papers annexed to the said Petition: They are likewise to consider the great Inconveniences, arising by the Transportation of Wools and Fullers Earth; and to prepare some Order, or Ordinance, in such manner as may hinder the Exportation of Wools and Fullers Earth: And have Power to send for Parties, Witnesses, Papers, Records: And are to meet To-morrow post Meridiem, at Two of Clock, in the Exchequer Chamber: And the care of this Business is especially recommended to Sir H. Vane.

Trial of Coone, &c.

Ordered, That the Justices of Peace for the County of Surrey, now sitting at Southwark, be required not to proceed to the Trial of Hugh Coone, H. Hunt, Prisoners in the White Lion.

Sir Geo. Evelyn, and Mr. White, are to see this Order put in Execution effectually forthwith.

Delinquents Estates.

Ordered, That it be referred to Colonel Ven, to put the Ordinance in Execution, for seizing and sequestring the Estates of Papists, Bishops, Deans, Deans and Chapters, and notorious Delinquents, with Mr. *, in the Town of Windesore, and Parts adjacent.

Treaty with the King.

Ordered, That a Message be forthwith sent to enjoin the Members of this House, that are Committees now attending his Majesty at Oxon, to come away from thence To-morrow, personally to give an Account to this House of the Proceedings of the Treaty.

Mr. Marten is appointed to prepare a Letter for Mr. Speaker's signing, and for this Order to be inclosed in it.

Answer from Lords.

Mr. Strode brings Answer, that as to the Three Particulars carried up by him to the Lords, in a Message, their Lordships will send Answer by Messengers of their own.

Lords desire a Conference.

A Message from the Lords, by Sir Edw. Leech and Dr. Bennett;

The Lords desire a Conference, by Committees of both Houses, presently, in the Painted Chamber, if it may stand with the Conveniency of this House, concerning the Message they Yesterday received from his Majesty; and likewise, concerning a Message they this Day received from this House, touching the sending for the Committees from Oxon.-

Committees at Oxford.

A Letter, to be signed by Mr. Speaker, to be sent to call the Committees from Oxon, prepared by Mr. Marten, was read; and re-committed.-

Answer to Lords.

Answer returned by the same Messengers; that this House has considered their Lordships Message; and will give a present Meeting, as is desired.

Treaty with the King.

Mr. Holles, Mr. Pym, Mr. Glynn, Mr. Marten, Sir Simonds D'Ewes, are appointed Reporters of this Conference.

Sir Simonds D'Ewes reports that the Earl of Manchester acquainted them, that, Yesterday, at a Conference, they desired, that the Committee formerly appointed for the Treaty and Propositions, might meet, to consider of the Message Yesterday sent from his Majesty; which they desire to know what is done in it: And as for sending away for the Committees, they desire it may be laid aside, and that they may be left to their former Directions. They do intend to sit this Afternoon at Two of Clock; and desire this House would do the like.

Sir Jo. Clotworthy is appointed to desire a Conference, by Committees of both Houses, concerning the Matter of the last Conference.

Mr. Pym, Mr. Holles, Sir H. Vane junior, are appointed Managers of this Conference; and to acquaint the Lords, that the Directions already given to the Committees at Oxon are conditional, and not direct; and that it doth make them Judges of the King's Answer, whether it be positive: And therefore, to press the Lords, that a positive Injunction may go to them; and They not left upon such doubtful Directions. They are likewise to acquaint the Lords, that That which has been brought from the Committee, in Answer to the King's Two last Messages, is of that Length and Weight, that it cannot be considered of, and ready, by Two of Clock; and that there are many Committees to meet upon Matters of great Importance, that this House cannot, with Conveniency, sit at Two of Clock, as is desired.

Ordered, That the Matter of the Report this Day made from the Committee, concerning an Answer to the King's Two last Messages, be taken into Consideration, in the House, on Monday Morning next, peremptorily; and that Mr. Speaker put the House in mind hereof.

Ireland.

Sir Jo. Clotworthy, carried up the Bill concerning Ireland, Yesterday passed.

Warrant to go to Oxford.

Ordered, That Jo. Cambell, Servant to the Lord Chancellor of Scotland, shall have Mr. Speaker's Warrant to go to Oxon.

Ordered, That Michael Evans, Secretary to the Governor, and Assistants, and Fellowship of Eastland Merchants, shall have Mr. Speaker's Warrant to go to Oxon, to solicit the Release of Mr. Wightman, a Prisoner there.

Army Arrears.

Ordered, That Six hundred Pounds of the Monies seized by John Robinson, and Christ. Dighton, Searchers at Gravesend, belonging to one Rosse, as is supposed, that the King's Part, and so much as make it up Six hundred Pounds, be forthwith paid in to the Treasurers at Guildhall, to be by them paid over to Sir Gilb. Gerard, Treasurer at Wars; who is hereby required forthwith to pay the same to Colonel Ven, towards Satisfaction of the Arrears due to Colonel Ven's Regiment: And that an Acquittance under the Hands of the said Treasurers, together with a Copy of this Order, shall be a sufficient Warrant and Discharge to the said Robinson and Dighton, for so much Monies; to save them harmless against the said Ross, or any other Person whatsoever.

Disposition of Money.

Ordered, That the Fourscore Pounds seized, belonging to Captain Ivelyn, a Papist, and Commander in the King's Army, shall be disposed of as followeth; that is to say, Fifty Pounds thereof to Sir John Corbett, to buy Arms for the Service of Shropshire; and Thirty Pounds, to be disposed of according to the Order of the Committee of Examinations, to the Usher of the Court of Wards; and that the Scarf, and Linen, and other Things seized, shall be disposed of to Stephen Herne, and Wm. Stone, that apprehended the said Evelyn.

Prisoner discharged.

Resolved, &c. That John Collison, formerly committed for not paying Eighty Pounds, according to the Assessment of the Ordinance of the Twenty-ninth of November, shall be forthwith discharged from any further Restraint.

Affairs at Lichefeild.

A Letter, of the Eleventh of April, from the Committee at Coventrie, was read; relating how barbarously Prince Rupert caused the Country People to be put in the Van against the Parliament Forces, in Lichefeild Close; and that above a Hundred of them were there slain; and that the Close still holds out.

Essex Forces.

Ordered, That Sir Tho. Barrington, Sir Wm. Massam, and Sir Martin Lumley, do go down into the County of Essex, to raise the Forces of that County, according to the Lord General's Direction.

Passes to Ireland.

Ordered, That Walter Plunkett, Wm. Basil, Gabriel Becke, Fenton Parsons, and Jo. Roberie, Servant to Mr. Basil, and * *, Two other of their Servants, shall have Mr. Speaker's Licence to pass into Ireland, with their Accoutrements and Accommodations.

Money for Army Service.

Upon a Report from the Committee of Examinations, it is

Resolved, &c. That the Plate and Money seized, which belonged to the Lady Richardson, be disposed of towards the Payment of the Garison in Windsor Castle, under the Command of Colonel Ven; and that the Plate be sold; and the Proceed thereof, together with the said Money so seized, shall be paid to Sir Gilbert Gerard: Who is hereby authorized and required to pay the same, to Colonel Ven, upon Account.

And it is further Ordered, That her Jewels, and her other Goods, then seized, and now remaining in Sheriff Andrewe's Custody, shall be forthwith restored unto her: That Colonel Ven shall be authorized, by this House, to seize so much of the Debts, Monies, Goods, or Estate, of Sir Henry Garroway, as amounts to the Sum of Three hundred Pounds, assessed upon him by virtue of an Ordinance of both Houses: And Mr. Cockanne, Treasurer of the East India Company, in whose Hands, this House is informed, there are so much Monies due, to be paid to the said Sir Henry Garroway; or in whosesoever Hands else any Monies are, due to the said Sir Henry Garroway; are hereby required to pay the same unto Sir Gilbert Gerard, Treasurer at Wars: Who is hereby ordered to pay the same to Colonel Ven, upon Account, for Payment of his Regiment in Windsor Castle.

Sussex Committee.

Resolved, &c. That Sir William Goring, Baronet, Sir Tho. Parker, Sir Tho. Henley, Sir Tho. Eversfield, Knights, Jo. Alford, Henry Goring, Tho. Sherly, Edw. Goring, Tho. Challoner, Henry Shelley, Henry Peck, Francis Selwyn, Herbert Board, Nich. Gildrege, Jo. Board, Geo. Churcher, Wm. Hay, Henry Bridger, Tho. Anscombe, Wm. Marlott, Tho. Jeffery, Wm. Thomas, Esquires; be added to the Committees, named in the Ordinances for the weekly Assessments, and for seizing and sequestring the Estates of Papists, notorious Delinquents, &c. in the County of Sussex; and that they shall have as full and ample Power to all Intents, as the other Committees, named in the said Ordinances, have, might, or ought to have.

Committee at Oxford.

A Letter to be sent to the Members of this House, Committees at Oxon, to enjoin them to come away To-morrow, (the Twenty Days, assigned for the Treaty, being expired) was read; and, by Vote, upon the Question, approved of, and assented unto; and ordered to be signed by Mr. Speaker, and sent away forthwith. The which was done accordingly.

Farthing Tokens.

Ordered, That Mr. Hill do make his Report concerning the Farthing Tokens, and touching the Patent for making of them, To-morrow Morning.

Sheriffs of Bristoll, &c.

The humble Petition of Richard Aldworth, Mayor, and Joseph Jackson, and Hugh Browne, Sheriffs of the City of Bristoll; Captain Whitchcocke, and James Powell, of Bristoll, aforesaid; was read; humbly desiring this House, that this their Petition may be recommended to Colonel Nath. Fynes, to examine the Truth of the Petition, and to give Satisfaction to the Petitioners, in the first Place, according to their Desires; and that the Goods, taken away from the Sheriffs then (of which they had Possession, and a Bill of Sale) may be restored forthwith unto them. Which is ordered accordingly.

Conspirators at Bristoll.

Ordered, That Colonel Fynes do take care, that Justice be speedily done on the Conspirators at Bristoll, according to the Instructions sent him from the Lord General.

Satisfaction to Soames.

Ordered, That Sir Tho. Soames shall have Satisfaction out of the Estate of the Conspirators at Bristoll, after the above-named Petitioners, Rich. Aldworth, &c. have Satisfaction.

Sir H. Ch Imley.

Ordered, That Mr. Serjeant Wilde do report, To-morrow Morning, the Business concerning Sir Hugh Cholmley.

Committees for raising Monies.

Ordered, That such particular Persons, of the Committees, or Commissioners, named and appointed in the several and respective Ordinances of both Houses of Parliament, for the raising of Monies, for the Service of the Parliament, in any Cities, Towns, or Counties, of the Kingdom of England, and Dominion of Wales, as shall refuse to join, or sign any Warrants, or to meet the rest of the Committees, or Commissioners, or to act, upon the said Ordinances, for the Service of the Parliament, expressed in the said Ordinances; and shall not be detained by Sickness, or other inevitable Impediment; shall be reputed and taken as Persons ill-affected to the Service of the Parliament. And

It is further Ordered, That the Names of all such Persons, for refusing or neglecting the Service, shall be returned to the House of Commons, by the Residue of the said Committees, or Commissioners; that, thereupon, the said House may take Order, that the said Persons Estates shall be seized; according to the Ordinance for sequestring and seizing the Estates of Papists, and notorious Delinquents.
