PRAYERS.

Master of the Rolls.

ORDERED, That an Ordinance shall be brought in to settle the Place of the Master of the Rolls upon Mr. Speaker, and to enable him to receive the Rents and Profits thereof, as well those past since the said Place was first bestowed upon him. by the Consent of both Houses, as hereafter; and to dispose of all Places there, and to do all other Duties, and to receive all other Advantages, in as full and ample Manner, as any Master of the Rolls formerly had, might, or ought to have done: And Mr. Selden is to bring in an Ordinance to this Purpose.

Lieutenant of Ordnance.

Ordered, That John Pym the elder, Esquire, shall be Lieutenant of the Ordnance, and shall execute the said Place, in all the Duties thereof; and shall receive all the Profits and Advantages thereunto belonging, in as ample Manner, as any other Lieutenant of the Ordnance formerly had, might, or ought to have done.

The Lords Concurrence to be desired herein.

Great Seal.

Resolved, &c. That a Message shall be sent to the Lords, to desire them to expedite their Answer concerning the Great Seal.

Alverstrake Rectory

An Order for sequestring the Rectory of the Parish Church of Alverstrake, in the County of Southampton, whereof Mr. Roolfe is now Rector, into the Hands of Mr. Anth. Prouse, Master of Arts, a godly, learned, and orthodox Divine; who is appointed to officiate the said Cure in all the Duties thereof; and to preach diligently to all the Parishioners; and to receive the Rents and Profits belonging unto it, paying all Duties due to his Majesty; was this Day read; and, by Vote, upon the Question, assented unto.

Vintners Arrears.

An Ordinance for enforcing the Vintners to pay in their Arrears of Excise, was this Day read; and, by Vote, upon the Question, assented unto; and ordered to be sent unto the Lords, for their Concurrence, by Mr. Nicholas; who is to desire the Lords, that this Ordinance may be published in all publick Places.

Earl of Holland.

Resolved, &c. That the Lords be desired, that the Earl of Holland, who is lately come from the King's Quarters, may be forthwith secured in the Tower; and that no Man may speak with him but in the Presence of his Keeper; and that he may be examined by a Committee of Lords, in the Presence of a Committee of this House.

Army Affairs.

A Message from the Lords, by Sir Rob. Riche and Mr. Page;

The Lords have conceived an Order to require the Deputy Lieutenants of the County of Middlesex, to command the Troops of this County to keep upon the Highway leading to Colebrook and Uxebridge, to prevent the Approach of the Enemy to the City of London; in which they desire the Concurrence of this House.-

Ordered, That the Committee for the Safety of the Western Counties, and the Deputy Lieutenants of the County of Middlesex, and Sir Artk. Heselrig and Mr. Browne, do, this Afternoon, meet at Five of Clock at Sir Gilb. Gerard's House, to consider of the State of the Forces, billeted hereabouts, designed for the Service of Sir Wm. Waller; and consider of some Way for the removing of them, and to prevent the like Inconvenience hereafter.

Upon the Representation made by Sir Gilb. Gerard, That the High Constables had received Warrants, for the levying and sending in of Supplies of Provisions and Monies to the Quarters where Sir Wm. Waller's Forces are quartered; it is Ordered, That the said High Constables shall execute no more of those Warrants, until the House take further Order.

Mr. Strode brings Answer, That the Lords will send Answer to the Messages concerning the Great Seal, and Mr. Pym, by Messengers of their own.-

Message from Lords.

A Message from the Lords, by Serjeant Whittfield and Serjeant Finche;

The Lords have returned an Ordinance they received from you, concerning the Office of the Ordnance; to which they agree to, with one Amendment, viz. "John Pym the elder, Esquire," instead of "Mr. Pym."

The Lords have committed the Ordinance concerning the Great Seal; the Report has been made from the Committee; but the Lords of the Committee are not now in the House: So soon as they shall come, they will take it into a Consideration; and send Answer by Messengers of their own.

Answer.

Answer returned by the same Messengers: That this House has considered their Lordships Message; and do agree to the Lords Amendment to the Order concerning the Office of the Ordnance.

Naval Affairs.

Upon Mr. Greene's Report from the Committee of the Navy, it is

Resolved, upon the Question, That Two-and-forty Ships, viz. Eighteen of the King's Ships and Pinnaces, and Four-and-twenty Merchant Ships and Pinnaces, shall be forthwith sent for as a Winter Guard for the Safety and Security of the English, Irish and Scottish Coasts: And that the Committee of the Navy do bring in an Ordinance to this Purpose.

Army Affairs.

The Houses being this Day informed, That the Horse, of the King's Part, have lately made several Incursions into the County of Middlesex: And, for that great Number of Horse belonging to the City of *, are now abroad upon the Service of the State; whereby That Service by them, in this Particular, cannot now be performed: It is Ordered, by the Lords and Commons in Parliament, That the Deputy Lieutenants of the County of Middlesex shall presently give Order, that the Troop belonging to the said County of Middlesex shall keep upon the Roads leading to Uxbridge, Colebrooke, and other Parts leading to London, in the said County, for the keeping the Enemy from approaching near the City of London, as also for the Safety of the said County of Middlesex.

Message to Lords.

Sir Rob. Pye carried up to the Lords the Ordinance concerning the Vintners paying the Arrears of their Excise due: The Ordinance concerning the Rents of those of Jersey in War against the Parliament, to be employed for the Service of the Parliament: The Ordinance concerning the Payment of Monies due to * * for some Provisions furnished into Ireland.

Appropriation of Excise.

Resolved, &c. That some Particulars of the Excise shall be appropriated for the Use of the Navy; and that the Committee of the Navy do meet with the Committee of the Lords and Commons, appointed to consider of furnishing my Lord General's Army, to consider what Particulars of the Excise shall be assigned to the Navy; and how raised; and to report the same to the House.

Excise on Beer, &c.

Ordered, That Mr. Whittacre, Mr. Cage, Mr. Wheeler, and Mr. Niclas, do consider what Course is fittest to be taken, to enforce the Alehouse-keepers to sell at the accustomed Rates, notwithstanding the Excise set upon Beer and Ale.

Naval Affairs.

Ordered, That the Committee for the Navy do bring in an Ordinance for the Encouragement of such as will set Ships to Sea at their own Charge.

Ordered, That the Committee of the Navy shall have Power to give Order to the Officers of the Ordnance, to furnish those Three Ships set forth by the Town of Ipswich, with Guns and Gunners Stores.

Ordered, That the Committee of the Navy shall have Power to give Order to the Officers of the Ordnance, to furnish Captain Williams, appointed to attend the Squadron designed for the Safety of the Irish Coasts, with Six Guns, and their Equipage.

Relief of Plymouth.

Ordered, That it be referred to the Committee of the Navy, to call before them some of the principal Merchants of London; and to consider of the Proposition of allowing of Ten Shillings per Cent. for the Relief of Plymouth: And are to bring it in To-morrow Morning.

Ships at Poole.

Ordered, That it be referred to the Committee for the Navy, to consider of allowing some Maintenance to the Four Ships in Service for the Defence and Safety of Poole: And the Letter from Poole, to that Purpose, is referred to the Consideration of That Committee.

Examination of Earl of Holland.

Message from the Lords, by Serjeant Whitfeilde and Serjeant Finche;

That the Lords have commanded the Black Rod to bring my Lord of Holland to my Lord Keeper's Lodging, at Three Clock; and that none be permitted to speak with him, but in the presence of his Keeper; and that they have appointed a Committee to examine him there, to the End, if you please, a Committee of your House may be there; and that, after his Examination is taken, their House will sit; and desire this House to do the like.

Mr. Prideaux, Mr. Reynolds, Mr. Browne, Sir H. Hayman, Sir Peter Wentworth, Mr. Longe, Sir John Curson, Mr. Bond, Mr. Lisle, Mr. Gourdon, Mr. Millington, Mr. Bainton, Sir Walter Erle, Mr. Knightley, Sir Christopher Yelverton;

This Committee is appointed to meet this Afternoon at Two of Clock in the Court of Wards, to consider of some Interrogatories, to be propounded to the Earl of Holland: And are to meet this Afternoon at Three of Clock with a Committee of the Lords, to be present at the Examination of the Earl of Holland.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and have appointed a Committee of their House, to meet with a Committee of the Lords, to be present at the Examination of the Earl of Holland.

Vintners Arrears.

A Message from the Lords, by Sir Rob. Rich and Mr. Page;

That the Lords do agree to the Ordinance concerning the Vintners paying the Arrears of their Excise, with one Alteration.

The Alteration was read; and, by Vote, upon the Question, assented unto.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and do agree to the Alteration.

The Lords and Commons having been informed, that the Vintners of the City of London and Westminster, and Ten Miles Compass, as also throughout the Country, have, notwithstanding the favourable Provision made for them by the several Ordinances of Excise, 11 Septembris, and 7 Octobris, delayed to pay the Half, thereby limited and appointed to be paid by the said Vintners, for such Wines as were upon their Hands at or before the Eleventh of September last; it is hereby Ordained, by the said Lords and Commons, assembled in Parliament, That, if any Vintner shall delay or neglect, without further Warning, to bring in all such Sums of Money, as shall be due for Excise of Wines upon their Hands, at or before the Eleventh of September last, into such Office of Excise, under which their Habitation is comprehended, within Ten Days after Publication hereof within the respective Places; that then every such Vintner shall, after Expiration of the said Ten Days, be liable to pay Whole Excise for all such Wines as the Merchant and Cooper, by the said Ordinance, is enjoined: And, in Default thereof, by Delay or Not Payment of the said Whole Excise, every such Vintner shall be proceeded against without Delay, by Distress, or otherwise, according to the Ordinance of Excise.
