PRAYERS.

Pinchback's, &c. Arrears.

ORDERED, That Captain Tho. Pinchback and Serjeant Major Warren shall have their Arrears paid unto them, for their personal Entertainment in the late Northern Expedition; it appearing, upon Sir Wm. Uvedale's Certificate, how much is due unto them, out of the Monies that come in upon the Bill of Four hundred thousand Pounds.

Pass for Chancellor, &c.

Ordered, That Isabel Chancellor and Mary Beyland, Widows, shall have Mr. Speaker's Warrant to transport themselves into Holland.

Pass for Warren, &c.

Ordered, That Mr. Jo. Warren, and One of the Sons of Mr. Warren, and Mr. Walter Harris, Mary his Wife, Hen. Harris his Son, Wm. Layche, and Mary Hill, shall have Mr. Speaker's Warrant to transport themselves into France.

Bailing Gibb.

The humble Petition of Fred. Gibb Clerk, Minister of Boxstead in the County of Suffolk, now in the Serjeant's Custody for reading his Majesty's Declaration concerning Levies, was this Day read: And

It is Ordered, That it be referred to the Committee for Informations: And that in the mean time he be forthwith bailed.

Preacher appointed.

Ordered, That Mr. Newcomen, of Dedham in the County of Essex, be desired to preach, on the 5th of November next, before the House of Commons, at St. Margarett's, Westminster: And that Sir Wm. Massam do desire him thereunto from the House.

St. Mathew, Friday-street, Lecturer.

The humble Petition of the Parishioners of St. Mathew, Friday-street, desiring, That Mr. Henry Burton, a Minister, might be recommended to be their Lecturer, to preach there every Sunday in the Afternoon; . . . . do Order, That the said Mr. Burton be recommended, according to the Desires of the Petitioners: And that Mr. Cheslyn, the now Incumbent, do permit him to preach there accordingly, without any Opposal, Lett, or Interruption.

Lord Lieut of Surrey.

Resolved, upon the Question, That this House doth nominate and approve of the Earl of Northumberland, to be Lord Lieutenant of the County of Surrey, in the Stead of the late Lord Lieutenant, deceased: And that the Deputations to the now Deputy Lieutenants shall be to all Purposes good, in the mean time, until new ones can be had from the Earl of Northumberland: And that the Deputy Lieutenants be required to put the Propositions for Money, Plate, and Horse, in Execution, throughout that whole County.

Sir Rich. Onslow is appointed to carry up this Vote to the Lords.

Dep. Lieut of Hertford.

Resolved, That this House doth nominate and approve of James Maine Esquire to be Deputy Lieutenant of the County of Herts.

Sir Rich. Onslow is appointed to carry up this Vote likewise.

Leave to proceed at Law.

Ordered, That John Turner and Tho. Walker, late Churchwardens of the Parish of Hemel Hemsted in the County of Herts, shall have Liberty to proceed at Law against Samuel Baker and John Gates, &c. notwithstanding a former Order of this House of Saturday the last of July 1641; the House not having Leisure to take Consideration of the Business themselves.

Whetcombe's Petition.

Upon the humble Petition of Trestram Whetcombe, of Kinsale in the Kingdom of Ireland, Merchant, desiring, that he may have Liberty to sell his Tobacco, lately come from the Barbadoes, to any Person or Persons, in any Part of Ireland, to his best Advantage; provided he carry them no other Provisions of Ammunition or Victual, or any other Commodity, without the particular Order and Licence of the Parliament........

Wheeler's, &c. Accounts.

Ordered, That Sir Edm. Sawyer and Auditor Philips do take the Accounts of Mr. Wheeler and Sir Ro. Pye, Treasurers for the Poll Money and Contribution Moneys, in Westminster.

Ordered, That Sir Ro. Pye, Mr. Wheeler, Mr. Whittlock, be added to the Committee for Accounts, where Mr. Trenchard has the Chair: And that Mr. Trenchard be forthwith summoned to attend the Service of the House.

Accounts of Subsidies.

Ordered, That the Committee for Accounts do examine and consider of the Supers of Four thousand and odd hundred Pounds, remaining upon the Account of the Three Subsidies and Three Fifteens, granted 21° Jac.

Instructions for Sussex.

Ordered, That Mr. Morley do go with this Message to the Lords; to desire their Lordships to hasten the Passing of the Instructions for the County of Sussex. And the Clerk is ordered to give Mr. Morley a Copy of the Names already sent up; to the end a further Addition of Names may be added.

Pass to go to the King.

Resolved, &c. That Dr. Paul shall have Warrant to ride Post to his Majesty.

Book to be burnt, &c.

Resolved, upon the Question, That the Pamphlet, intituled "A .... Post from Heaven, to the King of England," shall be forthwith read.

Resolved, upon the Question, That the Pamphlet, intituled, "A speedy Post from Heaven to the King of England," shall be forthwith publickly burnt; and the Books all called in; and the Booksellers streightly charged not to publish or sell them: And that it be referred to the Committee of Printing, to inquire out who was the Author, or Printer of it.

Letter read.

A Letter from my Lord General, and the Committee at Worcester, of the 3d of October, was this Day read.

Arms to Gloucester.

Ordered, That Mr. Wm. Capell shall have Mr. Speaker's Warrant to transport and convey to Gloucester Seven Pair of Pistols, Seven Carabines, Two Musquets, Seven Bridles, and Seven Bits, to the City of Glocester.

The Minte.

Ordered, That the Officers of the Minte be required not to suffer any Officer, Workman, or Instrument, belonging to the Minte, or Coining, or Graving, to quit their Charge, or to be carried from thence, without Order from this House.

Lord Lieut. of Ireland.

Ordered, That Mr. Holland do, this Afternoon, acquaint the Lord Lieutenant of Ireland with the Order desiring him to send his Instructions to this House, To-morrow Morning.

Answer to Ld. General.

A Message from the Lords, by Dr. Aylett and Dr. Heath.

The Lords desire a present Conference, in the Painted Chamber, concerning One of the Four Propositions sent up from this House, in Answer to the Lord General's Letter, by a Committee of both Houses, presently, if it may stand with the Conveniency of this House.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and will give a present Meeting, as is desired.

Mr. Pym, Mr. Glyn, Mr. Grimston, Sir H. Vane junior, are appointed Reporters of this Conference.

Forces to Lancashire.

Ordered, That it be recommended to the Committee for the Safety of the Kingdom, this Afternoon, to consider of speedy Sending some Relief into Lancashire: And that some of the Troops raised in Norfolk and Suffolk may speedily be sent thither, if they can be spared from the Lord General's Army.

Raising Dragooners.

Ordered, That Mr. Ashherst, Mr.Ashton of Middleton, Mr. Mathew, and Sir Wm. Strickland, be added to the Committee for the Raising of the Thousand Dragooners.

Apprehending Legg.

Sir Gilbert Gerard, Sir Ro. Pye, Mr. Glyn, Sir Jo. Francklyn, Mr. Whittacre, are appointed to consider, by what Means possible, Captain Legg, a Prisoner in the Gatehouse, may be apprehended; and to use and employ all possible Means and Ways for the Apprehending of him.

Answer to Ld. General.

Mr. Pym reports the Conference had with the Lords, concerning the Third Vote, sent up to the Lords, in Answer to the Lord General's Letter; and presents a Vote which the Lords desire to be inserted, in the Stead of the Third Vote sent from this House; viz.

"That the Lord General shall be desired to appoint such Persons to deliver the Petition to his Majesty, as his Lordship shall think fit."

After Debate of this Business,

It was Resolved, upon the Question, That this House would adhere to their former Vote: And Mr. Pym, Mr. Marten, Sir Wm. Armyn, * Barrington, * Vane junior, Mr. Whittlock, Mr. Rous, Sir H. Vane senior, are appointed to prepare Reasons to be presented to the Lords, at a Conference, which move this House to adhere to their former Vote.

Answer to King's Declaration.

Ordered, That all the Lawyers of the House be added to the Committee for preparing an Answer to his Majesty's Declaration concerning the Commission of Array.

Instructions for Yorkshire.

The Lords do agree to the Instructions concerning Yorkeshire.

Irish Affairs.

Upon Mr. Ro. Goodwyn's Report from the Committee for Irish Affairs;

It was Resolved, upon the Question, That so soon as any of the Officers of the Lord Kerry's Regiment shall bring together Fifty Men, that they shall be mustered: And that the Mayor of Bristoll, and the Two Masters * * of Mynehead, be desired to take Care that they be immediately shipped away, and victualled, for such Time as they shall stay at either of those Places: And that Letters be written to them to this Purpose; and likewise to the Deputy Lieutenants, Sheriffs, &c. to assist them in the Levying of their Men.

He likewise presented Three Letters to the Purposes aforesaid: The which were read; and, by Vote, assented unto; and Mr. Speaker ordered to sign them.

Ordered, That this Proposition of the Sea Adventurers, of continuing Ten of their Ships upon the Coasts of Ireland, for Six Months longer; and that they will forbear their Pay for Twelve Months; be referred to the Committee for the Safety of the Kingdom.

Apprehending Lagg.

Ordered, That Mr. Serjeant send several Men several Ways, for the Apprehending of Captain Legg, escaped out of the Prison of the Gatehouse: And that Warrants be sent to the several Ports for the Apprehending and Staying of him: And that the Keeper be summoned to give an Account of his Escape.

Colpeper's Petition.

The humble Petition of Sir Tho. Colpeper, formerly sent for, as a Delinquent, was this Day read; and nothing done upon it at this time.

Paying for Powder, &c.

Ordered, That it be referred to the Committee of Adventurers, to consider how the Powder and Match, mentioned in the Order of the Third of October, may be paid for; and to give Order for the Payment thereof.

Pass for Bebthorpe.

Ordered, That Mrs. Bebthorpe, an English Gentlewoman, shall have Mr. Speaker's Warrant, to transport Herself, and Two Servants, named Wm. Chester and James Browne, to her Husband, in Flanders.

Allowances to Hawkins, &c.

Whereas, upon the humble Desire of Wm. Hawkins, Robert Chambers, and Richard Willis, Servants, appointed to attend his Majesty's Commission for the Affairs of Ireland, that Allowance might be made unto them, for their constant Attendance on that Commission, from the Sixth Day of April 1642, till the Sixteenth of September then next following, inclusively, being One hundred Sixty-three Days; the Lords and others his Majesty's Commissioners for the Affairs of Ireland thought fit, that these several and respective Allowances should be made unto them; videlicet, To the said Wm. Hawkins, for his Labour and Attendance, as Secretary, for the Number of Days aforesaid, Eight Shillings per diem; Sixty-five Pounds Four Shillings: Unto the said Robert Chambers, for his Labour and Attendance as Auditor, for the like Number of Days, Eight Shillings per diem; Sixty-five Pounds Four Shillings: And to the said Richard Willis, for his Attendance, by Himself and his Servants, the same Number of Days, at the Rate of Five Shillings per diem; Forty Pounds and Fifteen Shillings: Which Allowances were accordingly approved of by the House of Commons; and by them referred to the Committee for Adventurers, to consider how, and from whom, the said Monies should be paid: Who, taking the same into their Consideration, have declared their Opinion to be, That the said Allowances shall be paid out of the Adventurers Money, by the Treasurers appointed for the Receiving and issuing out thereof: It is therefore Ordained, by the Lords and Commons, assembled in Parliament, that the several Sums and Allowances before mentioned shall be forthwith paid to the said William Hawkins, Robert Chambers, and Richard Willis, accordingly, upon their several Acquittances: And that the said Treasurers shall be allowed the same upon their Accounts.

Irish Affairs.

Upon Mr. Goodwyn's Report from the Committee for the Affairs of Ireland;

It is Resolved, upon the Question, That Captain Charles Price is not thought fit to continue his Command of his Foot Company, in the Province of Munster.

Resolved, upon the Question, That Lieutenant Lacye be recommended unto my Lord Lieutenant of Ireland to succeed in the Place of Captain Charles Price.

Resolved, upon the Question, That Mr. Francis Boyle be recommended unto my Lord Lieutenant of Ireland, to have the Command of the next new Company that shall be raised or entertained, whereof there is no Captain; to be employed in the Province of Munster.

Resolved, upon the Question, That the Remainder of the Eleven thousand Three hundred Thirty-nine Pounds Twelve Shillings and Six Pence, being Three thousand Nine hundred and Eighty Pounds Five Shillings, due for Corn, Victuals, Cloaths, and other Necessaries, according to the Particulars presented to this House, be, in the first Place, paid out of the Adventurers Money.

Resolved, upon the Question, That the several Sums of Eleven thousand One hundred and Nine Pounds, and Two thousand Seven hundred and Forty-two Pounds Eight Shillings and Four Pence, due to the Eight Regiments of Foot, and Nine Troops of Horse, together with Two hundred and Ninety Pounds, for the Surgeons Chests; amounting in all to Fourteen thousand One hundred and Forty-one Pounds Eight Shillings and Four Pence, mentioned in an Order of the Sixteenth of September last, be paid out of the Adventurers Money.

Loan from the City.

Ordered, That this Vote, brought from the Committee; viz. "That the Receivers of the City, for the One hundred thousand Pounds last borrowed of them, be forthwith desired to call for the Remainder of that Money yet unpaid; and that the same be assigned to the Receivers of the Adventurers, in Part of the One hundred thousand Pounds borrowed of them;" be re-committed to the Committee for Adventurers.
