PRAYERS.

Messenger stayed, with King's Proclamation, &c.

SOME Gentlemen of Ware were called in; that had stayed a Messenger, that fixed the Proclamation upon a Post in the Town, that proclaims the Earl of Essex, and all his Adherents, Traitors and Rebels; and that they took with him a Bag with Letters, and a Cloak-bag: And

It is Ordered, That this Bag of Letters and Cloakbag with Proclamations, be referred to the Examination of the Committee for Informations: And likewise that the Messenger be referred to the Consideration of the same Committee.

The Messenger, Newbolton, was called in: And being asked, Where he received these Proclamations; said, He received them .... the Lord Keeper's own Hands, with a Command to disperse them; and that he left some of them at Lincolne, Boston, and Cambridge, as he came along.

Resolved, upon the Question, That Newbolton shall be committed to the Serjeant's Custody.

Ordered, That the Gentlemen of Ware be discharged, with Thanks for their good Service herein: And * * * *

Army Affairs.

Sir Philip Stapilton gives an Account, from the Committee for the Defence of the Kingdom, how the Troops and Forces of the Parliament are disposed of.

Two Troops of Horsemen to Hantshire; One Troop afterwards to Portesmouth, some Musqueteers thither.

Captain Marten, Mr. Bushell, Master, has taken the Maria Pinnace.

Our Forces have taken in the Bridge and Outworks at Portesmouth.

Six Troops Westward, under the Command of the Earl of Bedford.

Six Troops Northward toward Coventry.

A good Train of Ordnance.

In all Four thousand Eight hundred Foot, and Eleven Troops of Horse, towards Warwick and Coventrye, to secure those Parts.

Mr. Cromwell, in Cambridgeshire, has seized the Magazine in the Castle at Cambridge; and hath hindered the Carrying of the Plate from that University; which, as some report, was to the Value of Twenty thousand Pounds, or thereabouts.

Instructions for Gloucester.

The Instructions for the County of Gloucester were read, with One Amendment; and assented unto: and ordered to be sent up to the Lords by Sir Ro. Coke.

Message to Lords.

He is likewise to move the Lords, to dispatch the Four Ordinances concerning Customs; the Instructions concerning Coventrye; and the Order concerning some Parts of Suffolk, for the Promoting the Propositions for Bringing in of Money, Horse, and Plate.

Instructions for Cambridge, &c.

Ordered, That the like Instructions that were prepared for Coventry, shall be prepared for Cambridge, Oxon, Winton, and any other City as shall desire them.

I. of Wight Declaration.

A Declaration subscribed by many of the Gentlemen of the Isle of Wight.

Persons sent for, &c.

Resolved, That Sir Ro. Dillington be forthwith sent for, as a Delinquent.

Ordered, That Sir Jo. Meux, Mr. Nicho. Weston, and Sir * Leigh, Members of this House, be summoned forthwith to attend the Service of this House.

Resolved, upon the Question, That Captain Humphrey Turney be forthwith sent for, as a Delinquent.

Defence of Hurst Castle.

Ordered, That it be recommended to Mr. Button, to be Assistant to the Lord Gorge, with his Regiment, for the Safe-keeping and Defence of Hurst Castle; and, in the Absence of the Lord Gorge, to take Care of the said Castle, and to put such Forces in it as he shall think necessary.

Surrey Assizes.

Ordered, That Mr. Ro. Goodwyn speak to Sir Ro. Coke, to move the Lords to dispatch the Order for Surrey, concerning the Adjournment of the Assizes to Darking, &c.

Letters from France.

Ordered, That the Letters stayed with a Post that came from France, be referred to the Committee for Informations: And that Sir Wm. Strickland be added to that Committee.

Turkish Captives.

WHEREAS, by an Act made this present Parliament, intituled, An Act for the Relief of the Captives taken by the Turkish, Moorish, and other Pirates, and to prevent the Taking of others in Time to come, all Merchants, as well Denizens as Aliens, for any Goods exported or imported, from the 10th Day of December 1641, during the Term of Three Years then next ensuing, are to pay One in the Hundred, according to the Rates to be established by Parliament, within the Time therein mentioned; the Collection whereof is, by the said Act, committed unto the Care and Trust of the Lord Mayor of London, and the Chamberlain for the Time being, or their Deputies, who have omitted their Duty in not appointing their Deputies in the Out Ports of this Kingdom of England, and Dominion of Wales, whereby an Account of the said Duty might be duly and justly made: And, inasmuch as by Ordinance made by the Lords and Commons assembled in Parliament, it is Ordered, That all such Merchants as shall not advance Money by way of Loan, as therein is expressed, shall, at all Times hereafter, upon Entry of their Goods, make Payment of ready Money for their said Goods, according to the Tenor of the said Bill; and likewise all such other Sums of Money as, by virtue of the said Bill, are due from the said Merchants upon Bill, or otherwise, for Goods by them formerly entered, since the 10th Day of December 1641: And seeing no Man is yet appointed to take Charge of the Execution of the said Collection, in any of the Out Ports, as aforesaid: It is therefore Ordered, by the Lords and Commons, assembled in Parliament, That the Collectors or Commissioners who have formerly received the several Duties upon Merchandize, and are now appointed to receive the Customs, according to the Ordinance made in that Behalf, do forthwith give Order unto their several Deputies in the Out Ports of this Kingdom, and Dominion of Wales, to collect the said Duty of One per Cent. of all such Merchants as refuse to pay, by way of Loan, the Customs appointed to be paid by the said Ordinance, as aforesaid; or otherwise to take Bond only of all such others as conform themselves to the Loan of the said Customs, for the Payment of the said One per Cent. or so much thereof as shall be agreed on by the Lords and Commons in Parliament, according to a former Order made to that Effect; and to return their Accounts hereof, from time to time, unto the said Commissioners: Who for so doing shall be saved harmless against any Question whatsoever, by Authority of Parliament.

Dover Business.

Ordered, That, on Thursday next, Sir Gilbert Gerard do make Report of the Dover Business.

Dorselt Subscription.

Ordered, That the Money subscribed and advanced in the County of Dorsett, and Town of Dorchester, upon the Propositions for Bringing in of Horse, Money, and Plate, and paid in to the Commissioners in London, be delivered to Denzell Holles Esquire, and Sir Walth. Erle, or either of them, to be disbursed by them, or either of them, upon Account, for the Safety of the aforesaid County and Town.

Letter Office.

Ordered, That the Report concerning the Letter Office be made To-morrow, according to former Orders.

Instructions.

Sir Ro. Coke brings Answer, That the Lords do agree to all the Instructions; only they except against Sir Baynham Throckmorton, whom they have omitted.

Resolved, upon the Question, That this House doth agree with the Lords in their Omission of Sir Baynham Throckmorton, in the Instructions for Gloucestershire.

Sheriff of Hantshire.

The High Sheriff of Hantshire was called in: And Mr. Speaker told him, by the Command of the House, That this House takes Notice of his good Service, and his ready Affections to the House; and returns him hearty Thanks for it.

Examination concerning Alderley, &c.

Ordered, That the Business concerning Mr. Alderley, and Mr. Argoll, be referred to the Committee for Informations to be examined and heard this Afternoon.

Mayor of Arundell.

Ordered, That the Mayor of Arundell shall have a Power for making Stay of suspected Persons, Horses, or other warlike Provisions, going to Portesmouth.

Protection to Five French Lords.

Upon the Question, Whether this Business concerning a Protection to be granted to the Five French Lords, should be referred to a Committee, to draw it up;

Barrington, Sir Peter Wentworth, Mr. Martyn, Mr. Whittacre, Mr. Reynolds, Mr. Rowse, Mr. Corbett, Mr. Morley, Mr. Rigby, Mr. White, are to consider what is fit to be done in this Business concerning the Duke of Vendosme, and the other French Lords; and to report it to the House: And are to meet this Afternoon, at Two of Clock, in the Exchequer Chamber.

Scotch Army in Ireland.

Ordered, That it be referred to Commissioners of this House, appointed to treat with the Scotts Commissioners, to treat with them about Bringing of the Scotts Army, now in Ulster, into Munster; and that it may speedily be done.

Lord Lieut. of Ireland, &c.

Ordered, That a Message be sent to the Lords To-morrow Morning, to desire them to join with this House, in requiring the Lord Lieutenant of Ireland to go into the Kingdom of Ireland with all possible Speed; and that he be injoined to be at Chester by Thursday come Sevennight at farthest: And if he shall fail herein, that then both Houses may consider of chusing another.

Sir Philip Stapilton is appointed to go up to the Lords with this Message; and to carry up the Order concerning the Scotts transporting Fifteen thousand Pounds in Specie to Carrickfergus, for Pay of the Scotts Army.

Bishop of Raphoe, &c.

Ordered, That these Petitions of the Bishop of Raphoe be referred to the Consideration of the Commissioners for the Affairs of Ireland, as to a Committee: And that it be likewise referred to the same Commissioners, as a Committee, to prepare and consider of Things necessary for Ireland; and to present them to the House; in regard the Commissioners cannot sit, by reason that divers of them are now out of Town in the Service of the Parliament.

Ordered, That Thanks shall be returned to Captain Martyn, Captain Swanne, and Mr. Browne Bushell, for the good Service done by them, and their Advice in the Seizing on the Maria Pinnace: And that the Service of Mr. Bushell shall be particularly taken into Consideration by this House. And Mr. Lisle is to carry this Order of Thanks with him.

Licence to Lisle, &c.

Ordered, That Mr. Lisle shall have Licence to convey into Hampshire Six Horses; and bring from thence Houshold-stuff, without Interruption or Lett: And

The like Order for Mr. Tulse of that County.

Hamborough Agent.

Ordered, Mr. Speaker do grant his Warrant to the Agent of Hamborough to go into Scotland.

Hertford Magazine.

It is this Day Ordered, by the Lords and Commons, That the Magazine at Hertford, which belongs to the County, and is there laid up at this Time, in a Place of Danger, shall be removed by Gabriel Barber, Isaac Puller, Humphrey Packer, John Dyer, and Joseph Dalton, Inhabitants of Hertford, into the Town-house, or to such other. Place of Safety in the said Town of Hertford, as shall be thought fitting by them: And they are ordered to see it safe kept to the Use of the said County; and none of it to be issued out, but by the Consent of Three of them at the least; excepting Three Barrels of Powder, with Match and Bullet proportionable, which belongeth, and shall be issued out by them, to be sent to Buntingford for the Use of the Bands of Edwinsie and Odsey Hundreds in the said County of Hertford.

Ordered, That Colonel Sandys shall have Thanks returned unto him, for his great Service done in this last Expedition into Kent.

Spanish Ambassador.

Sir Rob. Harley reporteth from the Spanish Ambassador, That he had acquainted him with the Order of both Houses, concerning a Demand of Reparation for Injuries done to some English, by the Governor of St. Sebastians: He answered, He would send the Order, but did hope it was not true, what was informed the Parliament; and that he should be happy to have an Occasion to be a Means of a good Accommodation between the King and Parliament.

Provisions for Ireland.

Ordered, That the Treasurers appointed to receive the One hundred thousand Pounds promised to be lent by the several Companies of the City of London, shall forthwith pay unto Mr. Frost, Commissary at Chester, for making Provision of Victuals for Ireland, the Sum of Five thousand Pounds, out of such Monies of the said One hundred thousand Pounds, as is or shall come in.

Letter to Hotham.

Ordered, That Mr. Pym do write a Letter to Sir Jo. Hotham, for the Discharging of those Ships that were going for Ireland, and stayed by Sir Jo. Hotham, to supply his then Wants, if he can conveniently spare them.

Ordered, That Mr. Whittacres report To-morrow the Matter concerning Sir Jo. Hotham.

Wroughton, a Prisoner.

Ordered, That Mr. Wroughton, now in Prison at Salisbury, shall continue in safe Custody, until this House take further Order: And the Mayor of Salisbury is required to take a special Care herein.

Specie for Ireland.

It is this Day Ordered, by the Lords and Commons, That the Lords and others, Commissioners from the Kingdom of Scotland, shall have Liberty to transport Fifteen thousand Pounds in Specie to Carickfergus in the Kingdom of Ireland, for the Use of the Scottish Army there: And that, for the speedy and safe Transportation of the said Monies, all Captains of Ships that are now in the Downes, or elsewhere, in his Majesty's Service, and their said Ships, being not designed for any important Employment, are hereby required to receive on board the same Monies, from the said Commissioners, or Persons intrusted by them; and to transport the same safely and as speedily as may be, to Carrickfergus; where having delivered the said Monies, then to return, and put in Execution his or their former Instructions. And it is further Ordered, That the said Commissioners, or Persons trusted by them, shall hereby have full Power and Authority, from time to time, as there shall be Occasion, to cause Vessels to be taken up for the Transportation of the said Monies, the Master or Owner of such Vessel receiving Satisfaction for the same, according to the usual Rates; and that they fail not at their Perils.

Examinations concerning Wroughton.

Ordered, That the Examinations taken concerning Mr. Wroughton, at Salisbury, be referred to the Committee for Informations.

Fowler's Bail, &c.

Ordered, That the Mayor and Sheriffs of Norwiche do take Bail of Richard Fowler for his Appearance, whensoever this House shall require him to attend: And that Rich. Gilbert shall be sent up in fafe Custody; and the Two Horses, and the Purse of Money there stayed, to be brought with him also.

Kentish Petition.

Ordered, That the Kentish Petition now in Printing at another House, be likewise seized by Captain Ven and Mr. Vassall.

The Covenant.

Ordered, That Sir Hen. Heyman, Sir Pet. Wentworth, Sir Edw. Boys, Mr. Morley, and Mr. Stapley, be added to the Committee for the Drawing of the Covenant: And are to meet this Afternoon, at Two .. Clock, in the Star Chamber.
