Leave of Absence.
ORDERED, That Sir Arthur Chichester have Leave to go into the Country, for Three Weeks.
Ordered, That Colonel Earle have Leave to go into the Country, for a Fortnight.
Ordered, That Mr. Serjeant Bigland have Leave to go into the Country, for a Fortnight.
Ordered, That, for the future, all Motions of Leave for Members of this House to go into the Country, be made only between Ten and Twelve of the Clock.
Wareham Writ.
Ordered, That Mr. Speaker do grant his Warrant to the Clerk of the Crown, to issue out a Writ, for the Choosing of a Burgess for the Borough of Wareham in the County of Dorsett, in the Room of George Reaves Esquire, deceased.
Nottingham Writ.
Ordered, That Mr. Speaker do grant his Warrant to the Clerk of the Crown, to issue out a Writ, for the Choosing a Knight of the Shire for the County of Nottingham, in the room of the Lord Houghton, who is called up to the House of Lords.
Expiring Laws.
Resolved, That a Committee be appointed to inspect what Laws are Temporary, and in Continuance, and what are fit to be continued, and what not.
And it is referred to Mr. Foley, Sir Wm. Ellis, Sir John Knight, Mr. Eldred, Mr. Parker, Mr. England, Sir Jos. Tredenham, Col. Birch, Sir Fra. Russell, Sir Rob. Cotton, Mr. Done, Sir Gilbert Clerke, Sir Rob. Nappier, Mr. Finch, Mr. Fenwick, Mr. Papilion, Mr. Christy, Sir John Knatchbull, Mr. Lamton, Sir John Holt, Sir Hen. Goodrick, Lord Falkland, Sir Christopher Musgrave, Mr. Thomson, and all the Gentlemen of the Long Robe: And they are to meet this Afternoon, at Four a Clock, in the Speaker's Chamber, and to report to the House with all convenient Speed.
Exporting Corn, &c.
A Bill for the Exportation of Corn and Grain was read the First time.
Resolved, That the Bill be read a Second time.
Information given to the House rectified.
The House being informed, that Mr. Comyns, according to the Order of Yesterday, attended at the Door;
Resolved, That he be called in.
Mr. Comins came in; and gave an Account of the Letter he had from Newcastle: But it proved, that the Representation of the Matter Yesterday was through a Mistake.
A Person in custody to be discharged.
The House being informed, that one * Llwyd, came Yesterday into the House, and sat there a considerable Time; and that the Serjeant at Arms attending the House had him in Custody;
And a Motion being made, for his Discharge;
Ordered, That he be brought to the Bar of the House To-morrow Morning, to receive a Reprimand; and that thereupon he be discharged; paying his Fees.
Regulating Trials.
A Message from the Lords, by Sir Robert Atkyns and Sir Creswell Lewyns;
Mr. Speaker, The House of Lords, some Time since, sent you down a Bill, concerning Regulating of Trials, and they have sent us to put you in mind of it.
And then the Messengers withdrew.
Resolved, That the ingrossed Bill, sent down from the Lords, for the Regulating of Trials, be read To-morrow Morning at Ten a Clock.
Revenue of the Crown, &c.
The House then, according to the Order of Yesterday, resolved itself into a Committee of the whole House, to take further Consideration of his Majesty's Speech.
Mr. Speaker left the Chair.
Mr. Hamden took the Chair of the Committee.
Mr. Speaker resumed the Chair.
Mr. Hamden reports from the Committee of the whole House, That they had taken further Consideration of his Majesty's Speech; and had come to several Resolves: Which he read in his Place; and afterwards delivered them in at the Clerk's Table: Where the same being again read, are as follows;
Resolved, That it is the Opinion of this Committee, That the House be moved, that they will, To-morrow Morning, resolve itself into a Committee of the whole House, to take into Consideration the Revenue, and the constant necessary Charge of supporting the Crown.
Resolved, That it is the Opinion of this Committee, That Sir Robert Howard be directed to bring in such Accounts and Estimates, as, upon the Debate, he should think necessary for the Service of the House in that Consideration.
Resolved, That it is the Opinion of this Committee, That the House be moved, that Colonel Birch be directed to bring in, To-morrow Morning, an Account of the Excise, according to his Books.
Resolved, That it is the Opinion of this Committee, That the House be likewise moved, to direct the Committee of the whole House, in the next place, to take into Consideration the State of Ireland.
The First of the said Resolves being read a Second time;
Resolved, That this House do, To-morrow Morning, at Ten of the Clock, resolve itself into a Committee of the whole House, to take into Consideration the Revenue, and the constant necessary Charge of supporting the Crown.
The Second of the said Resolves being read a Second time;
Resolved, That this House doth agree with the Committee; and doth direct, That Sir Robert Howard do bring in such Accompts and Estimates, as, upon the Debate, he shall think necessary for the Service of the House in that Consideration.
The Third of the said Resolves being read a Second time;
Resolved, That this House doth agree with the Committee; and doth direct, That Col. Birch do bring in, To-morrow Morning, an Account of the Excise, according to his Books.
The Fourth of the said Resolves being read a Second time;
Resolved, That the House doth agree with the Committee, That the House do, in the next place, take into Consideration the State of Ireland.
Foreign Protestants Nat.
Ordered, That Leave be given to bring in a Bill for a General Naturalization of all Foreign Protestants.
Punishing Mutiny and Desertion.
A Bill for punishing Soldiers, who shall mutiny, or desert their Majesties Service, was read a Second time;
Resolved, That the Bill be committed to Mr. Garway, Sir John Lowther, Sir Tho. Lee, Sir Jos. Tredenham, Sir Edw. Harley, Lord Falkland, Sir Christopher Musgrave, Sir H. Goodrick, Sir Wm. Williams, Sir Tho. Clarges, Lord Ranelagh, Mr. Boscowen, Mr. Done, Major Manley, Sir John Guise, Sir Rob. Nappier, Col. Birch, Mr. Somers, Mr. Palmes, Mr. Leveson Gowre, Sir Gilbert Clerke, Sir Fra. Russell, Mr. Harbord, Lord Brand, Sir Rich. Temple, Lord Cornbury, Mr. Paul Foley, Mr. Tho. Foley, Lord Digby, Mr. Russell, Mr. Hervey, Sir Tho. Littleton, Sir Hen. Navy Estimate.
Ordered, That the Lords Commissioners of the Admiralty do, upon Thursday next, bring in a State of what may be the Charges of the Navy, for the Year ensuing.
