A Letter read, from King James to Archbishop of Canterbury, concerning the Proceedings against the Bishop of Bangor.

A Copy of this Letter to be taken, and then to be delivered to Sir D. Digges, who brought it from the Archbishop.

The Preamble for the Subsidy, read, and, upon Question, re-committed: - This Afternoon, in the Court of Wards,

Grievances.

Mr. Whitby reporteth the Grievances : 1. By Impositions, without common Assent in Parliament. - The Opinion of all the Committee, that this should be again presented to his Majesty, as a great Grievance, under which the Subject suffereth. -

2ly, The Licence to dispense with Retailing of Wines; the late King's Answer, and Promise, it should continue but during late Lord Admiral's Pleasure. - The Committee of Opinion, that a general Dispensation with a Penal Law ..... [a]

Upon Question, the Dispensation with Retailing of Wines, to be in like Manner presented. -

3ly, That the Subject may have Liberty of free Fishing, in the Parts of America, with the Incidents of Timber, &c. - Which being restrained in the King's Answer, to desire, it may be enlarged; and the Restraint to be presented, as a Grievance.

4ly, That, in any Petition against Briefs, the King's Answer was, " No more such be granted, but by Certificate from the Justices at Assizes, or Sessions:" Yet used still otherwise; and an Instance, for a Bridge at the Mill-dam in Westm.

Upon Question, the King to be petitioned, that no Briefs may be hereafter granted, contrary to his Majesty's Answer.

5ly,Concerning the Light House, called Wintertonnesse ; the Patent whereof, holden by Sir Jo. Meldrum, resolved by the Committee, to be very grievous to the Subject : In which the King's Answer giveth no Satisfaction.

This Patent to be presented to the King again as a general Grievance.

61y, The Office, of Survey of Sea Coals, Above 100 Bonds returned into the Exchequer against such, as carried Coals from Newcastle; who could get no Cockets there, by Reason of the Refusal to pay the 4d. a Chaldron upon that Office,

Petition to be made to his Majesty, from the House, for Stay of these Suits, and Cancelling of these Bonds.

Sir A. Boyde, (if he be able) or else some instructed for him, and . . Cotham, to attend the Committee for Grievances, upon Friday in Whitson Week ; and Sir Ro. Sharpey, then also to attend, and bring in his New Patent. -

7ly, The Impositions by the Merchant Adventurers amongst themselves. - Though these abated, yet the Committee of Opinion, that the Imprest Money should be forthwith laid down ; and the King to be petitioned for this accordingly. -

The King to be petitioned for the present Laying down hereof accordingly. -

81y, That the Merchant Adventurers wronged by the United Provinces by Consumption Money, and by Taring. That his Majesty's Answer was, " Order should herein be taken by his Ambassadors " But the Grievance still remaineth, - The King to be petitioned in this.

9ly. Undue Exactions of Fees by Officers of the Custom House. The Answer, " A Course should be taken, for regulating these Fees." - That, by the Course, which hath been taken to reform these, they are made worse; their Demands being before without all Colour, but now armed with Authority,

This to be recommended again by Petition to his Majesty.

10ly, Suit to his Majesty, to increase the License for Transportation of white Cloths, from 30,000, to 50,000, Cloths, per Annum. To this no Answer given.

This to be recommended from this House to his Majesty.

11ly. The pretermitted Customs. - The Opinion of the Committee, to help this, upon the Penning of the Act of Tonage and Poundage.

This concerning the pretermitted Customs, to be contained in the Petition of Grievance to his Majesty.

Upon Question, the Taking of Tonage and Poundage, without Assent in Parliament to be presented to his Majesty, as a Grievance.
