A BILL, touching Process and Pleadings in the Exchequer: - The first Reading.

A Proviso added to the Bill for the Naturalizing of the Countess of Nottingham, twice read, and ordered to be ingrossed.

Inclosures, &c.

An Act against Depopulation by Inclosure, &c. - The first Reading.

Bills of Restitution.

The Three Bills, for Restitutions of the Earls, Essex, Southampton, and Arundell, brought in from the Committee, by Sir Fr. Bacon, without Alteration or Amendment. -

Arundell descended of the first Earl of this Land. -

In the Bills of Restitutions, no direct Reversals of Attainders, but merely Restitutions of Blood, &c.

Courts Leet, &c.

Mr. Johnson. - The Bill for the better Preservation of the Records of Courts Leet, and Courts Baron. - The first Reading; and, upon the Question, rejected.

Purveyors, &c.

An Act for the better Execution of sundry Statutes, touching Purveyors and Cartakers: - The second Reading, and committed to -

Mr. Hubbard would have the Composition to cease, where the Purveyors do purvey, upon the Coming of the Court into any Country, where the Composition is.

The Speech of Griffin Payne: - Dishonoured the King; Disgracing the Council: Discredited the Opinion of the Judges : Go about to hang some of his Servants.

Added to the former Committees in Sir Rob. Worthe's Motion : Sir Edm. Bowyer, Sir Rich. Spencer, Mr. Hubbard, Sir Jo. Savill, Sir Edw. Tyrrell, Sir Vincent Skynner, Sir Wm. Burlacye, Sir Henry Goodyeare: - Wednesday, 4 Apr. in the Afternoon, at Two a Clock, in the Exchequer Chamber. The Bill, and Committees, delivered to Sir Rob. Wroth.

Member suspended, &c.

Upon the Question, Ordered, That Griffith Payne should be brought to the Bar. - A Purveyor, and Mayor of Wallingford [a].- -

Denieth the first Words: Excuseth the next, by the Disgrace of Sir Jo. Fortescue: The third concerned himself, being a Purveyor; and therefore behoved him to speak somewhat.

Sir Edw. Hobby: - Whether he, being the Mayor of Wallingford, and an Offender, ought to sit and serve in the House. -

Hutton's Precedent, in 35, being Bailiff of Southwark.

Upon the Question, Resolved, That he should be sequestered from his Service in this House, until the House be resolved, whether he may serve.

This Question, and many other of the like Kind, to be referred to the Committees for Privileges and Returns; who are appointed to meet on Thursday next, in the Inner Temple Hall; and the Committees, for Sir Tho. Shirley, are there also to attend.

Privilege - Jurisdiction in Elections.

The Reasons of the Committees, for Penning of the Reasons of the Proceeding of the House, touching Sir Fr. Goodwyn's Cause, was brought in, in Writing, by Mr. Francis Moore; and read in the House.

Mr. Secretary Herbert, with divers others, appointed to let the Lords know, we are resolved of the Answer to his Majesty, touching Sir Fr. Goodwyn's Cause; and that it shall be sent unto them before Four a Clock.

Mr. Secretary Herbert reporteth the Message to the Lords; That they will be ready, at Four of the Clock, to bring their Reasons in Writing.

At Five a Clock 60 of the House did attend the Lords at Whytehall, in the Council Chamber; and delivered the Reasons of proceeding in Sir Fr. Goodwyn's Cause, by the Hands of Sir Fr. Bacon; with Request, that their Lordships would be Mediators for his Majesty's Satisfaction. The Reasons themselves, and the Committees, to be entered here.
