1689. April 10. Royal warrant to Richard, Earl of Ranelagh, Paymaster of the Forces, to pay at Chester 2,000l. to Sir John Hanmer or to the officer in chief with the regiments of which Major-General Kirke and the said Hanmer are Colonels. King's Warrant Book XIV, p. 27.
Same to the Receipt to forthwith pay by way of advance the following sums amounting in all to 30,670l. ; it being necessary that same be paid out of the ready money which is or shall be in the Exchequer "before regular issues can be made of the same by virtue of warrants to be passed under the great or privy seal," viz. :—
2,170l. to William Harbord for the service of the Forces designed for Ireland ; to be paid out of loans on the present Aid.
1,000l. to Mr. Vyner for jewels and plate.
2,000l. to the Cofferer for the service of the Household.
500l. to Monsieur Bentinck for the Privy Purse.
3,000l. to Edwd. Russell, esq., Treasurer of the Navy, for weekly money.
12,000l. to the Earl of Ranelagh for the Forces.
10,000l. to same for the Dutch Troops.

Same to the Clerk of the Signet for a privy seal to authorise the officers of the Receipt to take in loans up to a total of 370,000l. on the credit of and in accordance with the terms of the Act for the Six Months' Assessment : with interest at 6 per cent. per an. payable quarterly. The orders of repayment to be registered as prescribed in said Act. Ibid, pp. 28-9.
Same to the Attorney or Solicitor General for a great seal for a grant to Richard, Lord Coote, of the kingdom of Ireland, of the Crown's interest and title in the moiety of the clear profits arising or which may arise as reserved to the Crown for the last eight of the fourteen years of the term in the patent granted 1686-7, Jan. 25, to Sir Robert Clerk, kt., Robert Brent and Talbot Clarke, esq., of practising an invention by them then lately found out, being several sorts of furnaces, vessels, ways and means for the cheap extracting of metalline bodies, particularly gold, silver, copper, lead and tin, out of their ores or minerals and reducing them into their respective malleable metal.
The present grant is in consideration of the many faithful services performed by said Coote to the King and is in response to said Lord's petition ut supra, p. 14. It is to be subject to the payment of an annual rent of 13s. 4d. for the said eight years.

Treasury warrant to the Excise Commissioners to forthwith pay to the Prince and Princess of Denmark 3,000l. in part of 7,500l. for last Lady day quarter on the several annuities amounting to 30,000l. per an granted to trustees for them. Money Book IX, p. 125 ; X, p. 1.
William Jephson [the Treasury Secretary], to the Customs Commissioners to permit Lieut. John Maccellane, who belongs to Col. Ramsey's Regiment, to transport to Scotland, where the said Regiment is, 624 pair of stockings, 624 hats, 624 shirts and 624 cravats, he having order to provide same and they now lying ready in the merchants' hands. Same to Mr. Neale to deliver to Visct. Newport, Treasurer of the Household, the 515 gold [Coronation] medals which are provided for the members of the House of Commons. (Same to said Visct. to deliver same to the Speaker to be by him distributed to the Members.) (Same to the Speaker to give one to each Member, one to the Clerk and one to the Serjeant-at-Arms attending the House. You are desired to give the Treasury Lords an account of what medals remain over.) Ibid.
Same to the Customs Commissioners to deliver to Marshal Schomberg's secretary, on payment of Customs, some hams of bacon and Portugal wine which said Marshal's servant in Portugal has sent him as a present and are now on board the George ketch from Lisbon, Capt. Parr master.

Same to same to deliver, Customs free, some West-phalia hams, smoked beef and some butter arrived in the St. Marke, Jacob Faredunck master ; the same being consigned to the Earl of Portland, but belonging to Monsieur Dychvelt, one of the ambassadors from the States General. Ibid.
Treasury reference to same of the petition of Capt. Hercules Davys, shewing that 30 hogsheads of claret were consigned to him at Chester from Belfast in Ireland, being all he could save from the spoils of the Popish army there ; and that the Customs Commissioners demand full duty thereon ; therefore praying that such duty may be discharged, he having paid the Customs on said claret in Ireland. Treasury confirmation of a warrant, dated April 6th inst. from the Earl of Dorset [Lord Chamberlain] to Sir Gilbert Talbot, Master of the Jewel House, to prepare for his Majesty's service six large new covers and eight lesser covers for dishes of the same fashion as the Princess Ann of Denmark's are of, his Majesty having seen them and approved of the same. April 12. Treasury warrant dormant to Mr. Fox [Customs Cashier] to pay 274l. per an. (by half-yearly payments) to Sir John Cope, the heir of Sir Anthony Cope, being for the ground rent of the Custom House under the lease of 1675, May 2 and 3. Money Book X, p. 3.
Treasury reference to the Customs Commissioners of the letter dated Bristol. April 1 inst., sent to the Treasury Lords from Sir William Poole, shewing that he is put out of his employment of collector of Bristol port and that merchants have since brought actions against him for deducting 4 per cent. out of the new impost on tobacco and sugar, also for 10 per cent. on roll tobacco : which will be the ruin of petitioner and his family unless adjusted by the Treasury : therefore praying that he may be [set] at liberty to look after some other employment by which he may get bread. Same to William Lowndes of the petition of Thomas Preston as referred to the Treasury Mar. 28 last from the Privy Council ; petitioner praying a grant of the King's title and interest in a capital messuage called the Manor and in several messuages, lands and hereditaments in Furness, co. Lancs, of the yearly value of 400l. besides fee farm rents annually paid of above 200l. Ibid.
April 13. Treasury warrant to the Receipt to levy tallies of pro on the Excise for such sums as are already lent by several citizens of London in the name of Sir Peter Rich, kt., Chamberlain of the city of London, viz. for such sums as have not already had tallies of pro stricken therefor ; and for the like tallies from time to time as any further like loans shall after this day be made : "always taking care that when the tallies of pro are levied the tallies of loan be taken in and vacated." Same dormant to Thomas Fox [Customs Cashier] to pay the salary of 30l. per an. to William Kemp as searcher of Plymouth port. Ibid, p. 95.
William Jephson to the Customs Commissioners to deliver to Elizabeth Gigou 173 dozen, 8 pairs of gloves sent to her out of France and seized by the Customs officers, petitioner being ignorant gloves were prohibited and being recommended by Marshal Schomberg. Treasury warrant to the King's Remembrancer to take Henry Maynard's securities, ut supra, p. 24, for his office of one of the four Tellers of the Receipt, forfeited by Sir George Downing, bart., for misdemeanours. Treasury reference to Auditor Aldworth of Stephen Lilly's account of the charge of the Post Office for 1689, Lady day quarter, as "by the weekly certificates delivered" to the Treasury Lords (incidents, 296l. 14s. 2d. ; wages to letter carriers, 26l. 1s. 0d. per week ; for returned letters, 90l. 7s. 9d. ; payments to [country] postmasters, 368l. 12s. 9d. : total bill, 1,094l. 7s. 8d.). April 15. Royal warrant to the Attorney or Solicitor General for a great seal to renew the Customs Commission, viz. to constitute George Boothe, esq. (brother to Henry, Lord Delamere), Sir Richard Temple, bart., Sir John Werden, bart., Sir Robt. Southall, bart., Sir Robert Clayton, kt., Sir Patience Ward, kt., and Thomas Pelham, esq., to be such Commissioners for Customs, subsidies, new impositions and the Four and a Half per cent. duty with 1,000l. per an. salary each as from Lady day last : John Sansom, esq., to be their secretary, with a clause as in the last Commission for 300l. a year to be paid out of his salary to [old] Robert Bertie, esq. King's Warrant Book XIV, p. 33.
Royal warrant to the Attorney or Solicitor General for a great seal to renew the Commission of Excise and Hearthmoney, viz. to constitute Sir Henry Fane, kt., Sir Henry Ashurst, kt., Sir Humphrey Edwyn, kt., Thomas Franckland, Francis Parry, John Danvers and John Wilcox, junr., as Commissioners thereof with 800l. per an. salary each as from Lady day last.
